Trung Loc strives to become a model new rural commune

New look from the power of solidarity

Trung Loc commune was formed on the basis of merging 4 communes: Nghi Thuan, Nghi Long, Nghi Xa, Nghi Quang of the former Nghi Loc district. After the merger, the whole commune has a natural area of ​​31.35 km2; population of 31,180 people. The commune Party Committee has 57 affiliated party organizations, with 1,385 party members. In the past term, the Party Committee led the political system together with the people to unite to successfully implement the goals and tasks set out in the Resolution of the Commune Party Congress for the 2020 - 2025 term.

The total production value in the area (at 2010 comparative prices) in 2025 is estimated to reach 13,736.8 billion VND; the average annual growth rate in the area is 10.98%. The average income per capita by the end of 2025 is estimated to reach 62 million VND/year. The economic structure is shifting in the right direction, with agriculture decreasing to 25.78%; industry - construction reaching 22.47%; services - trade reaching 51.75%.

Agricultural production remains stable and has grown. The crop structure is oriented towards commodity production applying high technology and linking stages in the production and consumption process of products, contributing to increasing income value per unit area. Expanding the winter crop area to become the main crop of the year with intensive farming models of chives, tobacco, bitter melon, cucumber, melon and various vegetables with high economic value with a total area of ​​855.36 hectares. The average income from vegetables reaches over 120 million VND/ha/year; in particular, some models of melon and melon production bring in an income of approximately 1 billion VND/ha/year. Livestock continues to shift towards forming concentrated farms. The aquaculture area remains stable at 92.4 hectares, with an estimated output of over 293.5 tons/year. The National Target Program on New Rural Development is widely spread among the people. Up to now, the whole commune has met 18/19 criteria, still lacking 1 criterion to meet advanced new rural standards.

Industry and construction continued to be promoted, accounting for a high proportion in the economic structure. The average annual growth rate reached 11.59%; production value reached over 12,801 billion VND (accounting for more than 93% of the total production value of the whole commune). The whole commune currently has 310 companies and enterprises operating in the area, attracting 13,500 workers, creating job opportunities for thousands of local workers. Maximizing construction resources and successfully auctioning residential land, creating budget revenue to invest in building essential works serving people's lives. Along with that, commercial services developed rapidly, diversely and stably, with an average annual growth rate of 9.37%. Up to now, there are 200 individual business households in the area, an increase of 100 households compared to the beginning of the term.

Land, resource, environment management, and climate change response have received attention and achieved many positive results. Total state budget revenue in 2025 is estimated to reach over 254.5 billion VND, completing the assigned plan.

The cultural and social fields continued to have many positive changes, playing an important role in the harmonious and sustainable development of the locality. Education and training work was focused on comprehensive development; the quality of education was improved. The movement "All people unite to build a cultural life" was widely deployed. Social security work was deployed synchronously and promptly. Policy families, people with meritorious services and social protection beneficiaries were given careful attention and care. Security and national defense were strengthened, political security, order and social safety were ensured.

Inheriting and promoting the extremely important achievements in the past term, the Party Committee of Trung Loc commune has entered a new development stage with an important role and mission, integrating into the era of strong growth of the entire nation. The focus is to continue to improve the leadership capacity and fighting strength of the Party, promote the strength of national solidarity, exploit potentials and strengths, mobilize maximum resources to invest in infrastructure construction, promote the transformation of crop and livestock structure towards commodity production, apply science and technology to achieve high value. Strongly shift the economic structure to increase rapidly towards industry, services, trade... Maintain and promote the achieved criteria; strive to build Trung Loc commune to become a model new rural commune by 2030.

With the motto "Solidarity - Democracy - Creativity - Breakthrough - Development", the Party Committee of Trung Loc commune has set out 3 programs, 5 key tasks and 3 breakthroughs in the coming term. At the same time, it is determined to strive to complete and exceed 28/28 main targets on economy, culture - society, environment, national defense - security; Party building and political system. In particular, strive for a growth rate of total product value in the area (at fixed prices) of 12.77%, the part managed by the commune is 9.53%. Average income per capita reaches 85-90 million/year. Strive for 100% of schools to meet national standards (of which, 50% of schools meet level 2 standards). Commune-level digital transformation index (DTI) ranks in the top 30 of the province. The commune meets the national criteria for health. At least 95% of party organizations are classified as having fulfilled their tasks well, of which 20% are classified as having fulfilled their tasks excellently.

To realize the set goals and targets, Trung Loc commune strives to effectively implement 4 main groups of solutions, which are: Focusing on strongly transforming the structure of crops and seasons, applying scientific and technical advances in production and livestock breeding; Focusing on promoting the production of high-income commodity crops in the direction of VietGAP. Continuing to expand the production area of ​​winter and summer-autumn crops in hamlets with strengths in high-income crops. Increasing investment in the transportation and irrigation systems, continuing to invest in upgrading and building pumping stations and canals to better serve people's production.

Focus on prioritizing investment resources, making the most of support mechanisms from superiors to complete the criteria for building advanced new rural areas and model new rural areas; in which, speed up the completion of criteria on schools, cultural institutions of hamlets, especially merged hamlets, hamlets in special areas... gradually building communes that meet smart rural standards. Encourage the development of labor services, processing services, material services, petroleum services, food services, culture, transportation,... to better serve industrial parks located in the area. Manage and well implement approved plans and land use plans. On the basis of the general planning of the commune, focus on reviewing, adjusting, and supplementing programs, projects, and socio-economic development plans that have been developed. Focus on attracting investors to build infrastructure and produce and do business in industrial parks. Urging to remove difficulties for projects that have been implemented to come into operation soon. Along with that, promoting the development of culture, information, physical education and sports; doing well the work of health, population and development; firmly ensuring national defense and security.
