The First Congress of the Party Committee of Quynh Van Commune, for the term 2025-2030, is a special milestone in the history of the locality's construction and development. This is not only the first Party Congress after its establishment, but also the foundation for a new journey, with the belief, will, and aspiration to make Quynh Van one of the fastest-developing and most comprehensive communes in Nghe An province.
Outstanding features
Quynh Van commune was formed by merging three communes: Quynh Thach, Quynh Tan, and Quynh Van, according to Resolution No. 1678/NQ-UBTVQH15, approved by the Standing Committee of the National Assembly on June 16, 2025, regarding the rearrangement of commune-level administrative units in Nghe An province in 2025. After the merger, Quynh Van commune has a natural area of 53.35 km² and a population of 42,927 people. The Party Committee has 72 Party organizations with 1,457 Party members.
During the 2020-2025 term, the Party Committee, government, and people of Quynh Van commune have innovated and been creative in leadership, direction, management, and implementation; clearly defining key tasks in accordance with the practical situation; and leveraging overall strength. Regarding economic development, the Party Committee focused its leadership and direction, achieving significant results; all three communes prior to the merger have met the new rural standards, with Quynh Thach and Quynh Van communes achieving advanced new rural standards, contributing to increased income for the people.
The commune's economic structure has shifted in the right direction, with: Agriculture accounting for 30.95% (a decrease of 5.61%); small-scale industries and construction accounting for 40.85% (an increase of 1.63%); and services accounting for 28.21% (an increase of 3.97%) compared to 2020. The application of high technology in agricultural production has initially yielded positive results, with the commune having 5 OCOP 3-star products at the provincial level.
The industrial, handicraft, and construction sectors are the local strengths for development; the total value of industrial and construction products in 2025 is estimated at VND 1,653.55 billion, an increase of 41.64% compared to 2020; with an average annual increase of 7.31%. Mechanical engineering activities by individual businesses are developing, notably with Ho Hoan Cau Co., Ltd. and several projects that have commenced operations or are preparing to operate, such as ABACA Vietnam Co., Ltd., Alita Export Footwear Factory... creating many jobs, increasing income, and contributing to socio-economic development in the area.
The activities of traditional craft villages are maintained; products are diverse, and designs and goods are constantly being improved. Thanks to the focused leadership and guidance of the Party committee and government in economic development, the total production value of the entire commune in 2025 is estimated to reach 2,519.88 billion VND, an increase of 42.41%; the average economic growth rate over 5 years is 7.2%. The average per capita income is estimated to reach 68.9 million VND, an increase of 28.7 million VND compared to 2020.
The socio-cultural sector continues to experience many positive changes, playing an important role in the harmonious and sustainable development of the locality. Currently, 10 out of 11 public kindergartens, primary schools, and secondary schools in the commune meet National Standards Level 1, reaching 90.9%; of which 2 schools meet National Standards Level 2.
The "National Unity for Building a Culturally Rich Life" movement has been widely implemented. 100% of villages have cultural centers and sports fields; the rate of culturally exemplary families has reached 89.7%. Social welfare work has been implemented comprehensively and promptly. Families of policy beneficiaries, meritorious individuals, and social welfare recipients have received thorough care and attention. National security and defense have been strengthened, and political security and social order have been ensured.
Administrative reform, linked with digital transformation and the implementation of Project 06, has received significant attention and guidance, contributing to improved efficiency in the leadership and management of all levels of government and enhancing people's access to services. Party building and the strengthening of the political system have been prioritized. Political and ideological work has seen many innovations, the capacity of officials has been enhanced, and discipline and order in public service have been strengthened, basically meeting the requirements of the tasks.
6 key tasks and 3 breakthroughs
For the 2025-2030 term, the Party Committee of Quynh Van commune will focus on leading the comprehensive development of all economic, cultural, and social fields, ensuring social security, and improving the lives of the people. This includes leveraging combined strengths, increasing the attraction of investment resources, and effectively exploiting the commune's potential and advantages; concentrating resources and attracting investment for development in the direction of industry, trade, and services; promoting the development of industry, small-scale handicrafts, trade, services, and developing central areas according to the plan as a key task to create breakthrough socio-economic development; making good use of the potential of land, resources, minerals, and existing products; promoting the effective exploitation of land potential in the western part of the commune, focusing on applying science and technology to the production of medicinal plants and fruit trees, and developing forest-garden economy associated with large-scale livestock farming...
The Party Committee of Quynh Van commune has also set specific targets, including striving for a 10-12% growth rate in the gross domestic product; a total product value of 4,200-4,500 billion VND (by 2030); an average per capita income of 100-105 million VND per year; and 100% of Party organizations being rated as having completed their tasks well or better (including 15-20% rated as having completed their tasks excellently)... The goal is to achieve advanced New Rural Area status by 2028.
To effectively achieve the above development goals, the Party Committee of Quynh Van commune will focus on leading and directing the implementation of three breakthroughs: Strengthening investment attraction and developing infrastructure, especially transportation infrastructure and industrial cluster infrastructure; Effectively implementing administrative reform, digital transformation, and building a team of cadres and civil servants with high qualities, attitudes, responsibility, and professional competence; and Harnessing the internal strengths of the people, the will and aspirations of the cadres and civil servants, the entire political system, and the people to create a strong impetus for development.
To achieve high results in fulfilling its goals and tasks, the Party Committee of the commune has set forth key solutions for each target and task. These include gradually restructuring the agricultural sector in conjunction with innovating the growth model based on the locality's key product groups, prioritizing the development of green and circular agriculture; continuing to apply scientific and technological advancements in production, processing, and linking agricultural product consumption to create high added value and adapt to climate change; orienting the transformation of crop and livestock structures to suit local advantages and market demands, developing economically efficient plant and animal varieties; orienting the development of a high-quality rice production area (Quynh Van, Quynh Thach) reaching 15 hectares; and focusing on medicinal plants and forest garden economy. The goal is to achieve an average crop value of 150-155 million VND/hectare for the entire commune by 2030. Food production reached 11,000 - 11,500 tons.
In addition, the commune also focuses on attracting investors to build infrastructure, especially investing in the planned industrial cluster, striving to fill 70% of the Quynh Thach industrial cluster area and 70% of the Quynh Van craft village cluster area; focusing on building appropriate policies and creating favorable conditions for factories that are about to start operating, such as: Alita Quynh Thach export shoe factory, Nagaco garment factory... to operate effectively; developing various types of materials such as: production of construction stone materials, non-fired bricks, various types of industrial machinery... Continuing to promote the movement to build advanced new rural areas and model new rural areas in a practical, effective and sustainable manner, striving to achieve the criteria of advanced new rural areas by 2028...
