Quynh Van commune merged 3 communes including Quynh Thach, Quynh Tan and Quynh Van according to Resolution No. 1678/NQ-UBTVQH15 approved by the National Assembly Standing Committee on June 16, 2025 on the arrangement of commune-level administrative units of Nghe An province in 2025. After the merger, Quynh Van commune has a natural area of ​​53.35 km
, population 42,927 people. The Party Committee has 72 party organizations, with 1,457 party members.

In the 2020-2025 term, the Party Committee, government and people of Quynh Van commune have innovated and been creative in leadership, direction, administration and implementation; clearly identified key tasks in line with the practical situation; and promoted overall strength. Regarding economic development, the Party Committee focused on leadership and direction, achieving important results; 3/3 communes before the merger met new rural standards, of which Quynh Thach and Quynh Van communes met advanced new rural standards, contributing to raising people's income.

The commune's economic structure shifted in the right direction, including: Agriculture 30.95% (down 5.61%); small-scale industry and construction 40.85% (up 1.63%); services 28.21% (up 3.97%) compared to 2020. The application of high technology in agricultural production has initially been effective, the whole commune has 5 3-star OCOP products at the provincial level.

The industrial, handicraft and construction sectors are the local development strengths; the total value of industrial and construction products in 2025 is estimated at 1,653.55 billion VND, an increase of 41.64% compared to 2020; an average increase of 7.31% per year. Mechanical activities of individual business households have developed, typically Ho Hoan Cau Company Limited and a number of projects have come into operation and have been formed and are preparing to be put into operation, such as: ABACA Vietnam Company Limited, Alita Export Footwear Factory... creating many jobs, increasing income, contributing to socio-economic development in the area.

The activities of craft villages are maintained; products are diverse, designs and goods are always improved. Thanks to the focus on leadership and direction of the Party Committee and government in economic development, the total production value of the whole commune in 2025 is estimated at 2,519.88 billion VND, an increase of 42.41%; the average economic growth in 5 years is 7.2%. The average income per capita is estimated at 68.9 million VND, an increase of 28.7 million VND compared to 2020.

The socio-cultural sector continues to have many positive changes, playing an important role in the harmonious and sustainable development of the locality. The whole commune currently has 10/11 public kindergartens, primary schools and secondary schools meeting national standards level 1, reaching 90.9%; of which 2 schools meet national standards level 2.

The movement “All people unite to build a cultural life” has been widely deployed. 100% of villages have cultural houses and sports grounds; the rate of cultural families reaches 89.7%. Social security work has been deployed synchronously and promptly. Policy families, people with meritorious services and social protection beneficiaries have been given careful attention and care. Security and national defense have been strengthened, political security and social order and safety have been ensured.

Administrative procedure reform associated with digital transformation and implementation of Project 06 has been directed with attention, contributing to improving the effectiveness of direction and administration of authorities at all levels, enhancing people's access to services. Party building and the political system have received attention and focus. Political and ideological work has seen many innovations, cadre capacity has been improved, discipline and public service discipline have been strengthened, basically meeting the requirements of the task.

6 key tasks and 3 breakthroughs

In the 2025-2030 term, the Quynh Van Commune Party Committee will focus on leading the comprehensive development of economic, cultural and social fields, ensuring social security and improving people's lives. In particular, promoting the combined strength, increasing the attraction of investment resources and effectively exploiting the potential and advantages of the commune; concentrating resources, attracting investment for development in the direction of industry, trade and services; promoting the development of industry, small-scale industry, trade, services and developing central areas according to the planning are key tasks to create a breakthrough development for the socio-economy; promoting the potential of land, resources, minerals and existing products; promoting the effective exploitation of the potential of land in the West of the commune, focusing on the application of science and technology in the production of medicinal plants, fruit trees, developing forest garden economy associated with raising large livestock...

The Quynh Van Commune Party Committee also set specific targets, including striving for a growth rate of total local product of 10-12%; total product value of 4,200-4,500 billion VND (by 2030); average income per capita/year of 100-105 million VND; 100% of party organizations classified as having completed their tasks well or better (of which 15-20% are classified as having completed their tasks excellently)... Striving to bring the commune to meet the Advanced New Rural Standards by 2028.

To successfully implement the above development goals, the Quynh Van Commune Party Committee will focus on leading and directing the implementation of three breakthroughs: Strengthening investment attraction, developing infrastructure systems, especially traffic infrastructure and industrial cluster infrastructure; Implementing administrative reform, digital transformation, building a team of cadres and civil servants with high qualities, attitudes, responsibilities, and steadfastness in their profession; Promoting the internal strength of the people, the will and aspirations of the cadres and civil servants, the entire political system and the people to create a strong driving force for development.

To achieve the goals and tasks with high results, the Party Committee of the commune has proposed key solutions for each target and task. In particular, step by step restructuring the agricultural sector associated with innovating the growth model according to the local key product groups, prioritizing the development of green agriculture and circular agriculture; continuing to apply scientific and technological advances in production, processing, and linking the consumption of agricultural products to create high added value, adapting to climate change; orienting the transformation of crop and livestock structures in accordance with local advantages and market demand, developing economically efficient plant and animal varieties; orienting the construction of high-quality rice production areas (Quynh Van, Quynh Thach) with an area of ​​15 hectares; focusing on medicinal plants and forest garden economy. Striving for the average cultivation value of the whole commune to reach 150 - 155 million VND/ha by 2030; Food output reached 11,000 - 11,500 tons.

In addition, the commune also focuses on attracting investors to build infrastructure, especially investing in the industrial cluster planning area, striving to fill 70% of the area of ​​Quynh Thach industrial cluster, 70% of the area of ​​Quynh Van craft village cluster; focusing on building appropriate policies, creating favorable conditions for factories about to come into operation such as: Alita Quynh Thach export shoe factory, Nagaco garment factory... to operate effectively; developing materials such as: Production of construction stone materials, unburnt bricks, industrial mechanical machines... Continuing to promote the movement of building advanced new rural areas, model new rural areas in a practical, effective and sustainable direction, striving for Quynh Van commune to meet the criteria of advanced new rural areas by 2028...
