Quynh Van Commune Party Committee held the first Congress of Delegates, term 2025 - 2030

Attending and directing the congress were comrade Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; representatives of a number of departments, branches and sectors in the province; and 236 delegates, representing more than 1,457 party members in the entire Party Committee.

Quynh Van commune was established on the basis of merging the entire natural area and population of 3 communes including Quynh Thach, Quynh Tan and Quynh Van according to Resolution No. 1678/NQ-UBTVQH15 approved by the National Assembly Standing Committee on June 16, 2025 on the arrangement of commune-level administrative units of Nghe An province in 2025. After the merger, Quynh Van commune has a natural area of ​​53.35 km², population 42,927 people.

The political report presented at the Congress stated: During the past term, under the close and timely leadership and direction of Party committees at all levels, authorities, organizations and the determination of the Party Committee and people, Quynh Van commune has achieved many positive results, the set targets have all been met and exceeded the resolution's targets.

The work of Party building and political system building has many innovations, highlights and breakthroughs. The Party Committee of Quynh Van commune has made efforts to effectively lead and direct the province's major work programs, while simultaneously implementing the socio-economic development plan.

The total production value of the whole commune in 2025 is estimated at 2,519.88 billion VND, an increase of 42.41%; the average economic growth in 5 years is 7.2%. The average income per capita is estimated at 68.9 million VND, an increase of 28.7 million VND compared to 2020.

The economic structure has shifted positively towards increasing the proportion of industry, construction, trade and services; gradually reducing the proportion of agriculture.

Some projects have been put into operation and are about to be put into operation such as: ABACA Vietnam Co., Ltd., Alita Export Footwear Factory... creating many jobs, increasing income, contributing to the socio-economic development in the area.

The activities of craft villages are maintained; products are diversified, designs and goods are always improved.

The infrastructure system has received attention, renovation, investment and construction; the rural appearance has improved a lot (2/3 of communes meet advanced NTM standards).

The cultural and social fields have had positive changes, 100% of villages have standard cultural houses; the rate of "Cultural Families" reached nearly 90%; the quality of education at all levels has been significantly improved, with 10/11 schools meeting national standards.

The material and spiritual life of the people is increasingly improved. National defense and security are maintained; social order and safety are ensured.

In the 2025 - 2030 term, the Quynh Van Commune Party Committee identified 3 breakthroughs: Strengthening investment attraction; developing infrastructure systems, especially traffic infrastructure and industrial cluster infrastructure; Implementing administrative reform and digital transformation well; Building a team of cadres and civil servants with high qualities, attitudes, responsibilities, and steadfastness in their profession; Promoting the internal strength of the people along with the will and aspiration to rise of the cadres and civil servants, of the entire political system and the people to create a strong driving force for development.

The Congress also set specific targets, including striving for a growth rate of total local product of 10-12%; total product value of local product of 4,200-4,500 billion VND (by 2030); Average income per capita/year of 100-105 million VND; 100% of party organizations are classified as having completed their tasks well or better (of which 15-20% are classified as having completed their tasks excellently)...

In addition, the Commune Party Committee also clearly stated 6 groups of tasks with 5 main solutions and 3 viewpoints that need to be focused on leadership and direction.

Speaking at the congress, comrade Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee acknowledged and commended the achievements that the Party Committee and people of Quynh Van commune achieved in the past term.

He affirmed that the Commune Party Congress is not only the first congress after the implementation of administrative unit arrangement and operation of the 2-level local government apparatus, but also a milestone of political significance and special importance, determining the long-term and comprehensive development direction for the commune in the future.

To successfully implement the goals set by the congress, to build Quynh Van to develop rapidly and sustainably, striving for the commune to meet advanced new rural standards by 2028, Vice Chairman of the Provincial People's Committee Bui Dinh Long requested: The Standing Committee and the Party Executive Committee of the commune need to continue to closely follow and realize the development goals according to the province's orientation and the plans approved by the province; focus on reviewing, arranging and assigning cadres to ensure sufficient staff according to the positions, meeting the quality requirements of knowledge, political qualities and professional capacity.

Strengthening strict management of land use planning and construction order; connecting with communes and neighboring localities to create open, interconnected, comprehensive, and tight spaces, in line with the general development trend.

Accelerate digital transformation and administrative reform to serve people and businesses better and better. Make the most of the available potential in terms of geographical location, infrastructure, especially the human potential of Quynh Van to develop services and trade, creating a driving force for sustainable growth.

Pay attention to supporting individual business households to transform and develop into enterprises, promote the formation of a creative startup ecosystem in the fields of commerce and digital technology, especially for rural youth.

Along with that, the Vice Chairman of the Provincial People's Committee requested Quynh Van commune to focus on comprehensively taking care of cultural and social fields, improving the quality of people's lives; strengthening national defense and security associated with the key task of maintaining security and order in the area; continuing to promote the building and rectification of the Party and a strong, streamlined political system, operating effectively, efficiently, and effectively, quickly responding to the requirements and major tasks of the two-level local government.

Promoting democracy, intelligence and responsibility, delegates discussed and contributed to the documents presented at the Congress and the draft documents of the 20th Provincial Party Congress and the 14th National Party Congress.
