Instructions for decorating the celebration of Party Congresses at all levels, term 2025 - 2030

1Inside the hall:

Stage layout looking up from the podium.

1.1. Slogan above the center of the hall.

LONG LIVE THE GLORIOUS COMMUNIST PARTY OF VIETNAM!

1.2. Flags and photos of leaders in celebration decorations: Implemented according to Regulation No. 99-QD/TW, dated February 27, 2023 of the Central Party Secretariat on the flag of the Communist Party of Vietnam and the use of the Party flag.

- Hang the Party flag and the National flag on the left side of the stage (looking from bottom up); the Party flag on the left, the National flag on the right.

- The bust of President Ho Chi Minh is placed on a high platform below between the Party flag and the national flag. In case the flag is hung on a pole, the bust of President Ho Chi Minh is placed diagonally in front of the right side of the flagpole.

- Photos of Karl Marx and Vladimir Lenin hang on the right side of the backdrop (Karl Marx on the left, Vladimir Lenin on the right).

1.3. Slogans on both sides of the stage in the hall.

- Left:

COMMUNIST PARTY OF VIETNAM - LEADER AND ORGANIZER OF ALL VICTORIES OF THE VIETNAMESE REVOLUTION

- Right: The content of the action slogan or theme of the Congress is associated with the goals and determination to implement the resolutions and tasks of the Party Congress.

1.4. Below the foot of the backdrop, you can arrange a row of potted plants, fresh flowers...

- Decorative flowers placed below, in front of the statue of President Ho Chi Minh.

- The placement of flower baskets and ornamental plants must be suitable for the space of the altar and have high aesthetic value.

1.5. In the middle of the stage is the Presidium table.

1.6. The podium is placed at 1/3 of the width of the stage from right to left.

1.7. On the left side of the stage is the Congress Secretary's desk.

1.8. Fresh flowers can be arranged in front of the stage (depending on the conditions of each unit).

1.9. Main background mockup: Placed below the pictures of Karl Marx and Lenin (overall look balanced and harmonious).

2. Outside the meetinguhng

- Arrange banners and slogans to welcome the Congress.

- Potted plants and fresh flowers should be arranged outside the hall to suit the space and conditions of each unit to ensure solemnity and aesthetics.

- The hallway can be decorated with propaganda paintings or photo exhibitions about outstanding activities of Party committees at all levels in the past term and display some achievements in socio-economic development of the locality, agency, or unit.

3. Outside the locationtomountaindrivechcongestionc Congress

- Focus on visual propaganda, such as arranging flags, billboards, posters, banners, pink flags (or colorful pennants)... in administrative centers, squares, main roads leading to the Congress venue, densely populated areas in the area, especially around the Congress venue.

- Guide people to hang the Party flag and the national flag solemnly, balanced and harmoniously to welcome the Congress.

- Organize exhibitions of propaganda paintings, photos, and documents about the Party Congresses at all levels, the 20th Provincial Party Congress (abbreviated as the 20th Provincial Congress) and the 14th National Party Congress (abbreviated as the 14th Party Congress); beautify urban areas and residential areas to make them green, clean, and beautiful.

- Attach signs to welcome the Party Congresses at all levels, the 20th Provincial Congress and the 14th Party Congress (if any).

4. Perform the greeting ceremonyyeah

4.1. Opening of the Congress

- Moderator: "We invite delegates, distinguished guests and the entire Congress to the flag-saluting ceremony."

- The conductor shouted the command: "Attention! Salute the flag!"

All participants stand at attention, facing the National Flag, the Party Flag and sing the National Anthem and the International Anthem (units play tapes or CDs without lyrics and sing along to the music; correct lyrics and music are required).

- When the National Anthem and the Internationale end, the conductor calls out: "That's it."

4.2. Closing of the Congress:

- Moderator: "We invite delegates, distinguished guests and the entire Congress to the flag-saluting ceremony."

- The conductor shouted the command: "Attention! Salute the flag!"

Delegates sang the National Anthem and the Internationale.

- When the National Anthem and Internationale ended, the moderator said: "Sincerely thank the delegates, distinguished guests and the entire Congress!"

Note:

+ Armed forces units perform according to the industry's prescribed rituals.

+ Use the National Anthem including music and lyrics 1, the song Tien Quan Ca; use the Internationale including music and lyrics composed by French musician Pierre Degayter (1888).

The Provincial Party Committee's Propaganda Department requests district, city, town Party Committees, Party Committees directly under the Provincial Party Committee; the Fatherland Front Committee and socio-political organizations at the provincial level to direct and inspect the decoration of celebrations in halls, meeting rooms, offices, etc. in localities, agencies and units to ensure strict implementation of Regulation No. 99-QD/TW, dated February 27, 2023 of the Central Party Secretariat on the flag of the Communist Party of Vietnam and the use of the Party flag and the guidance in this document in organizing the decoration of celebrations of Party Congresses at all levels, to avoid being taken advantage of by hostile forces to sabotage the Party.
