Nghe An issues plan to build documents for Party congresses at all levels for the 2025-2030 term

The summary and development of thematic reports aim to comprehensively and deeply assess the results of implementing major orientations and policies of the Party, State and the Resolution of the 19th Provincial Party Congress, especially the resolutions, projects and key plans of the Provincial Party Committee and the Provincial Party Committee Standing Committee in the 2020-2025 term; at the same time, research and propose goals, tasks and solutions in various fields in the next term.

The results of summarizing, evaluating, and developing thematic reports are important databases for preparing documents for the 20th Provincial Party Congress; at the same time, they create a basis for directing and orienting the development of documents for lower-level Party congresses and contributing comments to draft documents for higher-level Party congresses.

The Standing Committee of the Provincial Party Committee requested that the implementation process must be carried out seriously, urgently, scientifically, demonstrating the high responsibility of the industry's leadership, promoting the intelligence of the staff, civil servants, public employees and the opinions of experts. The members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee Executive Committee, and leaders of the Provincial People's Committee in charge of the field direct the summary, evaluation and review, and unify the content before reporting to the Standing Committee of the Provincial Party Committee.

Thematic reports include: (1) Summary report, evaluation of results of implementation of goals and tasks in the 2020 - 2025 term by sector and field; (2) In-depth thematic report on implementation of major orientations and policies of the Party, State and key resolutions, projects and plans of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee in the 2020 - 2025 term.

The content of the thematic report ensures succinctness, conciseness, accurate and objective information, in which it clarifies and highlights the concretization and implementation of policies, resolutions, conclusions and projects of the Central and Provincial Party Committees; achieved and unachieved results, reasons for unachievement in the 2020 - 2025 term; proposes goals, tasks and solutions that need to be focused on leading implementation in the 2025 - 2030 period and the following years (data up to 2025 can use estimated information).

For the contents that have been reported to the Provincial Party Standing Committee on the implementation results annually, or periodically, continue to update, supplement, and complete them into specialized reports according to the above requirements.

The plan also specifically assigns each content and implementing unit.

The Standing Committee of the Provincial Party Committee assigns the Party Executive Committee of the Provincial People's Committee, Party delegations, Party committees and advisory and supporting agencies of the Provincial Party Committee to base on the plan to organize and direct the implementation; assigns departments, branches, sectors and advisory agencies to implement and assigns leaders and heads of agencies and units to take charge of the topics.

Implementation period: From October 20, 2024 to December 15, 2024, complete and submit report no later than December 31, 2024.
