Vinh City prepares the best conditions for Party Congresses at all levels for the 2025-2030 term
Vinh City is one of four Party Committees selected by the Standing Committee of Nghe An Provincial Party Committee to direct the congress for the 2025-2030 term. Currently, Vinh City Party Committee has been directing Party Congresses at all levels with a proactive, focused, urgent spirit and ensuring compliance with the Party's regulations and principles.

Implementing Directive No. 35, dated June 14, 2024 of the Politburo on Party Congresses at all levels, towards the 14th National Congress of the Party; Instruction No. 27, dated August 26, 2024 of the Central Organizing Committee, together with Plan No. 269 and Notice No. 09 of the Standing Committee of Nghe An Provincial Party Committee on Party Congresses at all levels; the Standing Committee of Vinh City Party Committee issued Instruction No. 17, dated September 17, 2024 on Party Congresses at all levels for the 2025-2030 term, in conjunction with organizing conferences to disseminate guiding documents of Party Congresses at all levels in Party committees and organizations.
According to comrade Nguyen Tri An - Deputy Head of the Organization Committee of Vinh City Party Committee: Vinh City is one of the four Party Committees selected by the Provincial Party Committee Standing Committee to direct the model congress for the 2025 - 2030 term. Therefore, the timeline for organizing Party Congresses at all levels for this term was "pushed up" by the Standing Committee of the City Party Committee about 3 months earlier than the previous terms. Specifically, the Party cell congresses under the grassroots Party Committees will start from October 2024 and be completed in December 2024; the Party cell congresses and grassroots Party cells will start from January 2025 and be completed before March 30, 2025 (in which the unit selected for the model congress will be held before January 20, 2025).
The 25th Congress of Vinh City Party Committee, term 2025 - 2030, will be completed before May 30, 2025. Currently, from the city to the grassroots level, subcommittees have been established, including the document subcommittee, personnel subcommittee, propaganda subcommittee, and congress organization subcommittee; each subcommittee is accompanied by a support team.
The viewpoint and guiding ideology of the city's congress, according to comrade Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Secretary of the City Party Committee, Chairman of the Vinh City People's Council, is to closely follow the directives and guidance documents of the Politburo, the Central Organizing Committee and Nghe An Provincial Party Committee to strictly implement the Party's regulations and principles, especially the principle of democratic centralism, fully promote the authority and responsibility of Party committees, Party organizations and heads of Party committees at all levels in developing documents and personnel plans for the congress.
Up to this point, the city has completed the construction of a detailed outline of the political report and is currently focusing on building a draft political report, expected to be submitted to the Standing Committee of the City Party Committee for comments by the end of October 2024.
Also according to the Vinh City Party Secretary, the orientation and key tasks of Vinh city in the period of 2025 - 2030 are to become a civilized and modern coastal city; fast and sustainable economic development, the growth locomotive of the province, the center of the North Central region in the fields of education and training, culture, health, trade, tourism, logistics, science and technology, high-tech industry; infrastructure is gradually synchronized, modernized, adaptable to climate change, ensuring safety; improving the material and spiritual life of the people.
Along with that, it is necessary to strengthen Party building, build a clean and strong political system at all levels; strengthen the strength of the great national unity bloc and people's trust. The development of this period will be an important premise for Vinh city to become a fast-growing, sustainable, civilized and modern smart city by 2045; one of the important development drivers and growth poles of the North Central region.
Therefore, in drafting documents for Party Congresses at all levels, the Vinh City Party Committee Standing Committee directs with an offensive spirit and ideology, a strong desire for development, correctly identifying strengths, development focus and high feasibility in implementation at each level, agency and unit in the overall strategy, tasks and solutions for socio-economic development of the whole country, the province, the industry, the city, locality, agency and unit.
Based on that general direction, for Truong Thi ward - the unit selected by the city to hold a grassroots congress, is currently focusing on drafting documents, ensuring completion in November 2024 to hold the congress in December 2024. Comrade Hoang Ngoc Cu - Secretary of the ward Party Committee said: The key target orientation of the ward for the 2025 - 2030 term is to focus on improving the quality of civilized urban criteria associated with the implementation of Resolution No. 16 of the Provincial Party Committee Standing Committee on building and developing Vinh city to 2030, with a vision to 2045.
Also a model congress unit, comrade Tran Trung Kien - Party Secretary of Hung Chinh commune said: The Party Committee is focusing on building congress documents according to a unified "axis" of orientation, goals, tasks and solutions to focus on building Hung Chinh into a ward, with the typical development direction of "village in the city" of Vinh city and is the highlight of the western gateway of the city.
Proactively solve difficulties
Along with the drafting of congress documents, the work of preparing personnel for the Party Congresses at all levels for the 2025-2030 term has been proactively carried out by the Standing Committee of the City Party Committee from afar, early on. The city always pays attention to directing units to review the professional and political qualifications of cadres, civil servants, public employees, and non-professional workers in the planning source of Party committees and authorities for the 2025-2030 and 2026-2031 terms to nominate them to participate in training and fostering courses to improve the standards of cadre titles. Regarding the level of political theory at the grassroots level, the city currently has 96.5% of Party committee secretaries and 96.8% of Party committee deputy secretaries, and 92% of grassroots Party committee members with intermediate or higher political theory qualifications.
In order to "take a shortcut" in the work of arranging administrative units at district and commune levels for the period 2023 - 2025 and the work of preparing personnel for the congress, the Standing Committee of the City Party Committee seriously implemented Official Dispatch No. 1757, dated March 7, 2023, regarding the temporary suspension of recruitment, reception of civil servants and public employees, and the addition of Party committees and appointments of leaders and managers of the city and grassroots. The city pays special attention to the work of comprehensively reviewing the overall staff and civil servants in terms of quantity due to fluctuations and qualifications, professional capacity, moral qualities, and dedication to carry out transfers and arrangements one step before the congress.
In 2024 alone, Vinh City Party Committee has directed the organization of two reviews of cadres at all levels; one in March 2024 and is currently continuing the final review to serve as a basis for developing a personnel plan, focusing on ideological work for those who do not meet the standards for re-election according to regulations, while proactively developing plans to arrange, assign, and resolve policies for cadres.
Personnel work for block and hamlet Party committees has long been considered difficult, but in recent years, along with changes in policies, the city has directed Party committees and grassroots Party organizations to pay attention to planning and building a "successor" team. Accordingly, many grassroots Party committees have assigned responsibility to the current Party committee cadres to find sources, train, foster, and plan cadres to replace them in the coming time.
On the other hand, to create strength and leadership capacity of the Party cell, the Party cell of the block - hamlet, and at the same time implement the policy of holding concurrent positions: Party cell secretary or deputy party cell secretary is also the block - hamlet chief; the city directs the election of block and hamlet chiefs before conducting the Party cell congress with the requirement that block - hamlet chiefs be Party members to be introduced for election to the Party cell committee, to elect to hold the position of Party cell secretary or deputy party cell secretary who is also the block - hamlet chief. As of October 9, 2024, 265/324 blocks and hamlets in the city have completed the election of block - hamlet chiefs; of which 241/265 block - hamlet chiefs are Party members.
Vinh City Party Committee has also proactively worked with Cua Lo Town Party Committee and Nghi Loc District Party Committee in directing the congresses at grassroots party committees merged into Vinh city, ensuring progress, quality and synchronization when the National Assembly Standing Committee passed the resolution on rearranging administrative units, merging Cua Lo town and 4 communes of Nghi Loc district into Vinh city.
Faced with the urgent requirement of time, and at the same time having to carry out three tasks in parallel, both directing the Party Congresses at all levels, arranging administrative units at district and commune levels, and organizing the end-of-term assessment and review, comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of the Vinh City People's Council affirmed: Vinh City will focus highly on directing the Party Congresses at all levels; assigning specific responsibilities to each Party Committee and the heads of Party Committees at all levels, heads and members of sub-committees and working groups, to successfully organize the Party Congresses at all levels for the 2025 - 2030 term.
