Nghe An deploys guidelines for drafting documents and preparing for party congresses at all levels
On the afternoon of October 15, in Vinh City, the Nghe An Provincial Party Committee Office held a conference to guide the drafting of documents and preparations for party congresses at all levels for the 2025-2030 term.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee attended and directed the Conference. Attending the conference were comrades: Pham Trong Hoang - Member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Party Committee Inspection Committee; Nguyen Dinh Hung - Member of the Provincial Party Committee Executive Committee, Chief of the Provincial Party Committee Office.
Attending the conference were representatives of the Standing Committees of the District, City, Town Party Committees, Party Committees directly under the Provincial Party Committee, the Editorial Team of the Document Subcommittee and staff of the District Party Committee Office.

In his opening speech, Standing Deputy Secretary of Nghe An Provincial Party Committee Hoang Nghia Hieu emphasized: The Politburo issued Directive No. 35-CT/TW dated June 14, 2024 "on Party congresses at all levels towards the 14th National Congress of the Party"; The Standing Committee of the Provincial Party Committee issued Plan No. 269-KH/TU dated August 15, 2024; Notice No. 09-TT/TU dated September 10, 2024 on "Party congresses at all levels".
In order for party congresses at all levels to ensure compliance with Party principles and regulations and to be successful, the preparation and organization of the congresses is extremely important.

Comrade Hoang Nghia Hieu suggested that the Provincial Party Committee Office direct the departments, divisions and assigned comrades to well organize the conference.
The participating units and delegates strictly followed the schedule, focused on listening to the content and actively discussed unclear or lingering issues, to effectively implement the proposed content.

On this occasion, to celebrate the 94th anniversary of the Traditional Day of the Party Committee Office (October 18, 1930 - October 18, 2024), on behalf of the Standing Committee of the Provincial Party Committee, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee presented flowers to congratulate the Provincial Party Committee Office, District Party Committee Offices and equivalent.

On behalf of the leaders and office staff of Party committees at all levels, Comrade Nguyen Dinh Hung - Member of the Provincial Party Executive Committee, Chief of the Provincial Party Committee Office thanked the attention of the Provincial Party Standing Committee; accepted the direction of the Standing Deputy Secretary of the Provincial Party Committee to effectively implement the conference, as well as the advisory and service work, contributing to the successful organization of Party congresses at all levels.

First of all, on drafting documents to be submitted to the district-level Party Congress and equivalent, focusing on requirements, content, process, implementation roadmap and some key tasks and experience in preparing for the congress.
The second content focuses on providing guidance on the type, authority to issue and format of congress documents; preparing and submitting congress records to the agency's archives. Accordingly, congress documents and party congress records at all levels are among the important documents and records that need to be complete in terms of document format, and must be prepared and submitted to the archives in full in accordance with regulations.

Learning from the experience of the previous congress, the format of congress documents in some units has not been implemented consistently according to regulations, there are still errors in format, type, and issuing authority such as: Documents without positions, signatures, stamps, dates, etc. Most congress documents are incomplete, unscientific, and lack documents, do not ensure legal value, and have low practical value.
Therefore, the training content focuses on how to present the format of congress documents, the responsibilities of agencies, organizations and individuals in preparing and submitting records to the agency's archives in accordance with regulations.

Compared to the previous congress, there are many changes in the budget regime for party congresses at all levels for the 2025-2030 term. Therefore, the Provincial Party Committee Office will provide specific guidance on the regime and budget for party congresses at all levels.
