National conference to deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term

Speaking at the opening of the conference, National Assembly Chairman and Chairman of the National Election Council Tran Thanh Man affirmed that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is an important political event of the country, and election preparation is the most important factor to ensure the election's success.

This election has many important new points and up to this point, the agencies according to their functions and tasks and the localities have issued documents to lead, direct, guide and organize the implementation of the election work in accordance with the regulations and schedule; Comrade Tran Thanh Man requested that all levels and sectors focus on studying documents and properly implementing the requirements in Directive No. 46 of the Politburo.

Accordingly, the entire political system must unite, strengthen coordination, and concentrate on preparing the necessary conditions to successfully organize the election, ensuring that the election is conducted democratically, equally, legally, safely and economically. This election is a broad democratic activity among all classes of people, selecting and electing excellent representatives to represent the people of the whole country in the National Assembly and People's Councils at all levels.

Comrade Tran Thanh Man also requested all levels and sectors to be focused, determined, thorough, proactive, creative, flexible, and close to the practical situation and geographical conditions of each locality; to assign and coordinate closely and effectively between relevant agencies and organizations in the entire election work, creating transparency, clarity, unity, and continuity from the central to grassroots levels.

The conference heard the leaders of the Government, the National Election Council, the Central Organizing Committee, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front disseminate a number of important documents of the Central Committee on the election. The focus was on Directive 46 of the Politburo on leading the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; Instructions on personnel work for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Focus on good leadership of human resources work

Speaking at the conference, General Secretary To Lam emphasized: Each election is an important milestone, associated with a different historical period and revolutionary mission of the nation. From the first General Election in 1946 to now, our country has successfully organized 15 National Assembly elections.

The 16th election, taking place on the 80th anniversary of the first General Election, will continue the country's democratic tradition, affirming the strength of national unity to bring the country steadily to development in the new era.

Affirming that the success of the election will create an important first step for building and perfecting the State apparatus for the new term, creating a solid political and social foundation to successfully implement the Resolution of the 14th National Party Congress; General Secretary To Lam emphasized 5 key issues that need to be thoroughly grasped.

First, focus on good leadership of personnel work - the most crucial part of the election. "We strive to elect enough representatives in terms of quantity and structure, but the quality of representatives must be given top priority. Priority must be given to introducing people with innovative thinking, who dare to think, speak, do, and take responsibility; who have the vision and capacity to participate in policy making to create development for the locality and the country in the new period," the General Secretary pointed out.

Second, the entire process of consultation, selection and introduction of candidates must be conducted democratically, objectively, publicly and transparently in accordance with legal regulations; inspection and supervision of implementation must be strengthened, and negative phenomena such as unhealthy campaigning, "running" for candidacy, "running" for votes or group interests that distort the meaning of the election must be resolutely prevented.

It is necessary to create the most favorable conditions for all citizens to fully exercise their right to run for election and their right to vote in accordance with the law, and absolutely not allow any illegal obstruction to infringe upon the people's right to mastery.

Third, promote propaganda and mobilization work, create an atmosphere of excitement and consensus in society and raise the awareness and responsibility of voters. Each locality, agency and organization should launch exciting emulation movements to welcome the election; organize forums, conferences to meet voters, competitions to learn about election laws... suitable to specific conditions, creating a vibrant political atmosphere, truly a festival for all people.

Fourth, the work of protecting election security and safety must be proactively, comprehensively and closely prepared; strengthen the situational awareness, promptly detect and thoroughly handle arising problems, avoid being passive or surprised in any situation; proactively have effective response plans to unusual situations of natural disasters, storms, floods, epidemics, extreme weather, especially in remote areas, border areas, islands, ensuring absolute safety for people, facilities and the entire election process.

Fifth, strengthen the application of information technology and coordinate smoothly between agencies and organizations in the entire political system to successfully organize the election.

The General Secretary also expressed his belief that with the determination and drastic leadership and direction of Party committees at all levels; the close coordination of agencies and organizations in the political system; and the consensus and active response of nearly 100 million voters and people nationwide, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be a great success, truly becoming a festival of the entire nation - where the Party's will blends with the people's hearts, continuing to arouse the aspiration to rise up and build a strong, prosperous Vietnam, with free, prosperous and happy people.
