The 33rd session of the 18th term of the Nghe An Provincial People's Council adopted 19 resolutions.
On the afternoon of November 3rd, the 18th Provincial People's Council of Nghe An, term 2021-2026, held its 33rd session (a specialized session) to consider important issues within its authority and promptly decide on urgent matters to serve socio-economic development and ensure national defense and security in the province.

Attending the meeting were: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province, Head of the Provincial National Assembly Delegation.
Comrades Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; and Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, presided over the session.

Creating an important legal framework that contributes to promoting socio-economic development.
At this session, the Provincial People's Committee submitted 19 proposals and draft resolutions to the Provincial People's Council, including 8 normative resolutions on mechanisms and policies; and 11 individual resolutions, including: 3 resolutions in the field of agriculture and environment, and 8 resolutions in the field of budget, public investment, and national target programs.
After nearly a full session of urgent, serious, democratic, and highly responsible work, the 33rd Session successfully completed all the planned agenda items.

The Provincial People's Council unanimously approved 19 resolutions, creating a legal basis for implementing important projects that contribute to promoting socio-economic development of localities and the province; allocating budget resources; and regulating the level of support for overcoming animal disease outbreaks in Nghe An province.

Regulations on support policies for certain social welfare beneficiaries outside the government's social assistance policies in Nghe An province; regulations on the scope of duties and powers of the Chairman of the People's Committee at the commune level that can be delegated to civil servants of the People's Committee at the commune level in the field of Justice.


Regulations on specific mechanisms and policies to support socio-economic development in Do Luong commune during the 2026-2030 period; approval of the list of land areas for bidding to select investors to implement investment projects using land in Nghe An province; approval of the list of projects requiring land acquisition in Nghe An province; and the policy on converting forest land to other uses for project implementation in Nghe An province.


Implement the resolutions simultaneously and synchronously so that they can be effectively put into effect.
In his closing remarks, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, on behalf of the Provincial People's Council, requested that immediately after this session, the Provincial People's Committee, all levels, sectors, localities, and relevant units focus on implementing the resolutions that have just been passed simultaneously and synchronously so that they can be effectively put into practice.

To ensure timely preparation for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, the Chairman of the People's Committee of Nghe An province requested that all levels, sectors, localities, and units continue to thoroughly understand and effectively implement the directives of the Central Government, the National Assembly, the Government, and the province, ensuring that the election is conducted democratically, lawfully, safely, economically, and truly as a festival for the entire population.

With limited time remaining until the end-of-year 2025 regular session and a large workload with many important issues, the Provincial People's Council requests the Provincial People's Committee to direct relevant departments and agencies to thoroughly review and prepare the content, ensuring compliance with procedures and regulations; and to promptly finalize the draft resolutions to be submitted to the session and send them to the Standing Committee of the Provincial People's Council for guidance to the Provincial People's Council's committees for review as assigned.

Comrade Hoang Nghia Hieu requested that the Provincial People's Council Committees prepare well for the verification of reports and draft resolutions to be submitted to the session according to their assigned tasks, ensuring quality; and carefully review the draft resolutions by field after verification, incorporating feedback and explanations from the drafting agencies before submitting them to the Provincial People's Council session.
At the same time, the delegates of the Provincial People's Council demonstrated a high sense of responsibility, conducting research and contributing opinions at the session, helping to promote collective intelligence and improve the quality and effectiveness of the Provincial People's Council session.

In anticipation of the 43rd anniversary of Vietnamese Teachers' Day (November 20, 1982 - November 20, 2025), on behalf of the Provincial People's Council, Comrade Hoang Nghia Hieu extended congratulations and gratitude to all teachers and those working in the education sector; acknowledging and commending the contributions of the education sector in improving the quality of human resources and serving the socio-economic development of the province.

(1). Resolution on allocating additional revenue from the Central budget in 2024 to the Nghe An provincial budget for reinvestment as stipulated in Resolution No. 36/2021/QH15 dated November 13, 2021 of the National Assembly.
(2). Resolution on adjusting the 2025 public investment plan from local budget sources.
(3). Resolution amending and supplementing some articles of Resolution No. 01/2023/NQ-HĐND dated July 7, 2023 of the Provincial People's Council on some policies to support fishing vessels exploiting offshore fisheries in Nghe An province.
(4). Resolution stipulating the level of support for overcoming animal diseases in Nghe An province.
(5). Resolution amending and supplementing Clause 1, Article 1 of Resolution No. 03/2025/NQ-HĐND dated April 28, 2025 amending and supplementing Resolution No. 19/2019/NQ-HĐND dated December 12, 2019 on the approval of land price list in Nghe An province for the period from January 1, 2020 to December 31, 2024.
(6). Resolution stipulating mechanisms and policies to support socio-economic development of Do Luong commune in the period 2026 - 2030.
(7). Resolution amending some articles of Resolution No. 06/2025/NQ-HĐND dated April 28, 2025, stipulating the principles, scope, support levels and use of funds to support the protection of rice cultivation land in Nghe An province.
(8). Resolution approving the list of projects requiring land acquisition in Nghe An province.
(9). Resolution approving the list of land plots for bidding to select investors to implement investment projects using land in the province.
(10). Resolution on the policy of changing the purpose of forest use to other purposes to implement the Industrial Pig Farming Project in Thach Ngan commune, Con Cuong district, Nghe An province (now Mau Thach commune, Nghe An province).
(11). Resolution on the allocation of additional development investment capital plan from the Central budget to implement the National Target Program for building new rural areas in the period 2021 - 2025 and 2025 in Nghe An province.
(12). Resolution on adjusting the allocation of recurrent expenditure from the central budget for the implementation of the National Target Program for Sustainable Poverty Reduction in 2025.
(13). Resolution on the plan for investment capital from the central budget to implement the National Target Program for socio-economic development of ethnic minority and mountainous areas in 2025 (phase 2) in Nghe An province.
(14). Resolution on adjusting and allocating recurrent expenditure funds from the central budget in Resolution No. 16/NQ-HĐND dated April 28, 2025 of the People's Council implementing the National Target Program for socio-economic development of ethnic minority and mountainous areas in 2022, 2023, 2024 for units and localities after implementing the 2-level government model.
(15). Resolution adjusting the allocation of recurrent expenditure from the central budget in Resolution No. 20/NQ-HĐND dated June 17, 2025 of the People's Council implementing the National Target Program for socio-economic development of ethnic minority and mountainous areas in 2025 for units and localities after implementing the 2-level government model.
(16). Resolution amending and supplementing some Resolutions of the Provincial People's Council on the plan for investment capital development from the Central Budget for the period 2021-2025 and supplementing the capital plan for 2025 (phase 3) to implement the National Target Program for socio-economic development of ethnic minority and mountainous areas in Nghe An province.
(17). Resolution stipulating support policies for some social protection subjects outside the Government's social assistance policies in Nghe An province.
(18). Resolution stipulating the scope of tasks and powers of the Chairman of the People's Committee of the commune to be delegated to civil servants of the People's Committee of the commune to perform in the field of Justice.
(19). Resolution amending and supplementing some Articles of Resolution No. 11/2022/NQ-HĐND on civil registration fees in Nghe An province and Resolution No. 12/2024/NQ-HĐND stipulating the expenditure level for implementing the work of disseminating and educating law, standards for access to law and mediation at the grassroots level in Nghe An province.
