The 33rd session of the 18th term People's Council of Nghe An province passed 19 Resolutions.

Attending the meeting were comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Head of the Provincial National Assembly Delegation.

Comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.

Creating an important legal basis to contribute to promoting socio-economic development

At this session, the Provincial People's Committee submitted to the Provincial People's Council 19 reports and draft resolutions, including 8 legal resolutions on mechanisms and policies; 11 individual resolutions, including: 3 resolutions in the field of agriculture - environment, 8 resolutions in the field of budget, public investment, and national target programs.

After nearly a session of urgent, serious, democratic and highly responsible work, the 33rd Session completed all the proposed program content and was a great success.

The Provincial People's Council unanimously passed 19 Resolutions to create a legal basis for implementing important projects and works contributing to promoting socio-economic development of localities as well as the province; allocating budget sources; and regulating the level of support for overcoming animal diseases in Nghe An province.

Regulating support policies for a number of social protection beneficiaries in addition to the Government's social assistance policies in Nghe An province; regulating the scope of tasks and powers of the Chairman of the People's Committee at the commune level authorized to civil servants of the People's Committee at the commune level to perform in the field of Justice.

Stipulate specific mechanisms and policies to support socio-economic development of Do Luong commune in the period of 2026 - 2030; approve the list of land plots for bidding to select investors to implement investment projects using land in Nghe An province; approve the list of projects requiring land recovery in Nghe An province; and propose to change the purpose of forest use to other purposes to implement projects in Nghe An province.

Deploy simultaneously and synchronously to make the newly passed Resolutions effective.

In his closing speech, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, on behalf of the Provincial People's Council, requested that immediately after this session, the Provincial People's Committee, all levels, sectors, localities and relevant units focus on implementing the Resolutions that have just been passed in a synchronous and comprehensive manner so that they can be effective.

In order to promptly deploy the preparation work for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, the Chairman of the People's Committee of Nghe An province requested all levels, sectors, localities and units to continue to thoroughly grasp and seriously and effectively implement the directive documents of the Central Government, the National Assembly, the Government and the province, ensuring that the election work is conducted democratically, in accordance with the law, safely, economically and is truly a festival for all people.

There is not much time left from now until the regular meeting at the end of 2025; the workload is large, many contents are very important, the Provincial People's Council requests the Provincial People's Committee to direct departments and branches to review and carefully prepare the contents, ensure compliance with procedures and regulations; urgently complete the documents of the Draft Resolution to submit to the meeting and send them to the Standing Committee of the Provincial People's Council to direct the Provincial People's Council Committees to review according to the assignment.

Comrade Hoang Nghia Hieu requested the Provincial People's Council Committees to prepare well the work of examining reports and draft resolutions submitted to the session according to assigned tasks to ensure quality; carefully review draft resolutions by field after examination, acceptance and explanation of the drafting agencies before submitting them to the Provincial People's Council session.

At the same time, the provincial People's Council delegates promoted their sense of responsibility, researched and gave opinions at the meeting, contributing to promoting collective intelligence and improving the quality and effectiveness of the provincial People's Council meeting.

Towards the 43rd Anniversary of Vietnamese Teachers' Day (November 20, 1982 - November 20, 2025), on behalf of the Provincial People's Council, Comrade Hoang Nghia Hieu sent congratulations and gratitude to teachers and those working in the education sector; acknowledged and commended the contributions of the education sector in improving the quality of human resources, serving the cause of economic - cultural - social development of the province.
