Nghe An simultaneously commences construction of 9 multi-level schools in border areas.

On the morning of November 9th, the Ministry of Education and Training, in coordination with 15 border provinces, held a groundbreaking ceremony for 72 multi-level boarding schools in land border communes. This event has profound political, social, and humanitarian significance.

According to Conclusion Notice No. 81-TB/TW dated July 18, 2025, of the Politburo on the policy of investing in school construction for border communes and Resolution No. 298/NQ-CP dated September 26, 2025, of the Government, the whole country will invest in building 248 boarding schools for primary and lower secondary levels in 248 land border communes.

In 2025, 100 schools will have their plans approved and construction will begin. Nghe An province has 10 schools located in the communes of Nhon Mai, Na Ngoi, Keng Du, Mon Son, Bac Ly, Tam Thai, Que Phong, Tri Le, Hanh Lam, and Anh Son. Of these, Keng Du and Bac Ly schools will have approximately 27 classes and over 1,000 students, with a total investment of about 200 billion VND each; the remaining 8 schools will have 30 or more classes, with an investment of 200 billion VND each, and are expected to be completed and put into use in August 2026.

Speaking at the event, Professor Dr. Thai Van Thanh - Member of the Provincial Party Committee, Director of the Nghe An Department of Education and Training, affirmed: Implementing the Politburo's policy, the Government's and Prime Minister's directives; and the guidance of central ministries and agencies, Nghe An province has identified this as an important and strategic project in the development of education in border areas; an extremely favorable opportunity for students in mountainous, highland, and border areas to access equitable education, to study and train in a spacious, synchronized, modern, and safe environment; ensuring comprehensive education in morality, intellect, physical fitness, and aesthetics; contributing to improving the quality of human resources, raising the intellectual level of the people, and discovering and nurturing talents for students in mountainous and border areas.

Speaking at the groundbreaking ceremony at the main school site in Hanh Lam commune, on behalf of the provincial leadership, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - emphasized that these projects have profound humanitarian significance and demonstrate a strategic vision.

At the same time, it is concrete evidence of the Party and State's deep concern for the cause of education and training, especially in mountainous, highland, and border regions with the mission of guarding the border; spreading cultural values ​​and friendship between Vietnam and Laos as President Ho Chi Minh always wished, "Vietnam and Laos, our two countries, have a deep friendship like the Red River and the Mekong River."

To ensure the project is completed as soon as possible, the Chairman of the People's Committee of Nghe An province requested that all departments, agencies, Party committees, and local authorities actively participate, considering this a crucial political task and linking it to the responsibility of the head of each organization.

Local authorities must proactively coordinate closely and create the most favorable conditions for land clearance, allocate land, resources, and support the construction unit, ensuring progress, quality, and absolute safety during implementation.

The head of the Provincial People's Committee also requested the investor, design, construction, and supervision units to work with all their dedication, responsibility, and professional ethics, considering this not just an ordinary construction project, but a project of faith, dreams, and the future.

"Every brick, every column erected must contain affection, love, and responsibility, so that this school truly becomes a symbol of a new, comprehensive, modern, safe, friendly, green, clean, and beautiful school, worthy of the expectations of the Party, the State, and the people in the border region," the Chairman of the Provincial People's Committee stated.

The Chairman of the People's Committee of Nghe An province expressed confidence that, with the decisive direction of the Party committees at all levels, the synchronized involvement of the entire political system, the efforts of the locality, departments, agencies, construction units, and the solidarity of the ethnic people in the border highlands, the Hanh Lam Primary and Secondary Boarding School and 8 other schools that will be started construction today in the province will be completed on schedule and with the highest quality.

“The Party Committee, government, and people of Hanh Lam commune in particular, and the 8 communes in Nghe An province selected for this phase of the project, pledge to closely coordinate with relevant departments, agencies, and construction units, uphold a high sense of responsibility, and create the most favorable conditions for the project to be implemented safely, on schedule, and with the highest quality,” the Secretary of the Party Committee of Hanh Lam commune committed.

TAdherence to the "5 guarantees"

Speaking from the central location of the Yen Khuong Primary and Secondary School boarding school in Thanh Hoa province, Prime Minister Pham Minh Chinh emphasized the significance of the program and highlighted several key tasks for the future.

In particular, to ensure that the new schools are put into operation for the 2026-2027 school year, no later than August 2026, the Prime Minister requests the Minister of Education and Training, the heads of relevant ministries and agencies, especially the Secretaries and Chairmen of border provinces, and leaders of relevant departments and agencies to directly supervise, closely monitor, regularly inspect, and promptly resolve difficulties and obstacles, striving to complete the projects on schedule, ensuring quality, technical and aesthetic standards, preventing corruption, negative practices, waste, and losses, and avoiding unreasonable cost overruns; and improving the overall quality of education in schools in border areas.

The Prime Minister requested that Party committees, government agencies, construction units, and relevant organizations adhere to the "5 guarantees": quality and progress; land clearance and material supply; technical standards, aesthetics, environmental sanitation, landscape, and labor safety; preventing corruption, negative practices, losses, and waste; ensuring that investments are effective and bring practical benefits to students, teachers, parents, and contribute to the socio-economic development of the area.

The Prime Minister respectfully requested the Central Committee of the Vietnam Fatherland Front to continue calling on all organizations, businesses, entrepreneurs, philanthropists, and the entire society to join hands in supporting the construction and renovation of schools in border communes with the spirit of "those who have much contribute much, those who have little contribute little, those who have labor contribute labor, those who have resources contribute resources, contribute wherever it is convenient," all for the sake of our beloved students.

On the occasion of Vietnamese Teachers' Day, November 20th, the Prime Minister wishes the entire education and training sector and all teachers good health, happiness, and success, and encourages them to continue dedicating themselves to the "century-long endeavor of cultivating human resources"; wishes the students to be diligent, excel in their studies, and continuously nurture their dreams, ambitions, and aspirations to become good citizens, useful to society, and contribute to building a more prosperous and beautiful community, homeland, and country; and wishes the dear parents to always give their children the most complete, full, and comprehensive love and support for their children and for the education and training cause of our country.

Immediately following the Prime Minister's speech, from the central location of the Mường Khương Commune Inter-level Boarding School for Primary and Secondary Education in Thanh Hóa Province, Prime Minister Phạm Minh Chính and the delegates performed the groundbreaking ceremony.

At the same time, at the Hanh Lam Primary and Secondary School boarding school, leaders from central ministries and departments, Nghe An province, and Hanh Lam commune pressed the button to perform the groundbreaking ceremony for locations across the country.

On the morning of November 9th, Nghe An province simultaneously commenced construction on 9 integrated primary and secondary boarding schools in the communes of Hanh Lam, Keng Du, Bac Ly, Nhon Mai, Tam Thai, Mon Son, Anh Son, Que Phong, and Tri Le.

Earlier, on the morning of October 11th, the Na Ngoi Primary and Secondary Boarding School, the first of 10 schools approved for construction in 2025, was officially launched with the attendance of General Secretary To Lam.

On the local government side, there was Comrade Nguyen Huu Sang - Member of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of the commune, along with a large number of teachers, students, and residents of the commune.

Anh Son commune was established according to Resolution No. 1678 of the Standing Committee of the National Assembly, based on the merger of Kim Nhan town, Duc Son commune and Phuc Son commune. It is a border commune, adjacent to Bolikhamsai province - Lao People's Democratic Republic.

In accordance with Decision No. 2231/QD-TTg dated October 9, 2025, of the Prime Minister and the Conclusion Notice No. 81-TB/TW dated July 18, 2025, of the Politburo on the policy of building schools for disadvantaged children.border communeAnh Son commune is honored to be selected by the Ministry of Education and Training and the Provincial People's Committee as one of the 100 border communes nationwide, and one of the first 10 schools in Nghe An province to begin construction of a boarding school for primary and secondary levels in 2025.

Based on the policies of the Central Government and the province, Anh Son commune has reviewed relevant planning documents; conducted field surveys of infrastructure conditions and the current student situation. Accordingly, the Anh Son Primary and Secondary Boarding School will be built in Phuc Son 1 village, Anh Son commune, on a total planned area of ​​5.6 hectares. The school is located in a high-lying area, not prone to flooding; has convenient transportation, and electricity, water, and telecommunications connections are already available, making it ready for operation.

With an estimated student population of 1,400, the investment in constructing a multi-level boarding school in Anh Son commune is a project of particular importance in terms of education, economy, society, and national defense and security.

When the project is completed and put into operation, it will create conditions to improve the overall quality of education for students in the commune in general and in border areas in particular, contributing to sustainable socio-economic development, and strengthening and maintaining national defense and border security.

Currently, the policy of building a multi-level school has been included in the Resolution of the First Congress of the Anh Son Commune Party Committee, term 2025-2030. The Commune People's Committee has also issued a plan to implement the Resolution of the Commune Party Congress, which identifies investment in the multi-level school project as one of the key goals and tasks of the commune in the 2025-2030 period.

In Anh Son commune, there are 14 schools, 11 of which are under the commune's management, and Phuc Son Primary and Secondary School has 5 campuses. Most schools have dilapidated, scattered, and inconsistent facilities, and there are no boarding or semi-boarding schools that meet the standards to serve the educational needs of children in remote areas.

Speaking at the groundbreaking ceremony, on behalf of the provincial leadership, Mr. Dau Dinh Duong - Deputy Director of the Department of Internal Affairs - once again affirmed the investment in the construction of Anh Son Primary and Secondary Boarding School.nThe aim is to ensure that children in border areas and areas after annexation have the opportunity to receive continuous education from primary to lower secondary school; and to reduce the dropout rate due to long distances, weather conditions, and family circumstances.

At the same time, it facilitates comprehensive education, nurturing, career guidance, and the preservation of local cultural identity.

This project carries profound humanitarian significance, reflecting the affection, responsibility, concern, and trust of the Party and State towards the people in the border region with the mission of guarding the frontier; spreading cultural values ​​and friendship between Vietnam and Laos as President Ho Chi Minh always wished, "Vietnam and Laos, our two countries, our friendship is as deep as the Red River and the Mekong River."

Attending the ceremony were representatives from the Department of Education and Training, the Department of Ethnic Minorities and Religion of Nghe An province, along with the Party committee, government, mass organizations, teachers, students, and a large number of people from Mon Son commune.

The commencement of construction of the Mon Son Ethnic Minority Boarding School is a concrete implementation of the Politburo's Conclusion Notice No. 81-TB/TW dated July 18, 2025, on the policy of investing in school construction for border communes; and the Prime Minister's Decision No. 2231/QĐ-TTg dated October 9, 2025, approving the Project "Building a system of ethnic minority boarding schools at the primary and lower secondary levels in land border communes". This demonstrates the special attention of the Party, the State, and the provincial government to the cause of education in mountainous areas, contributing to the completion of educational infrastructure and creating favorable conditions for students in border regions to study and train in a spacious, comprehensive, modern, and safe environment.

Mon Son CommuneLocated in the mountainous, border region of southwestern Nghe An province, Nghe An has 8 public educational institutions with 25 school locations and nearly 3,500 students across all levels. Although the school system has been gradually invested in over the years, many scattered school locations are still far from the center, with dilapidated facilities, a lack of specialized classrooms, cafeterias, and dormitories for ethnic minority students. Many children in remote areas have to travel over 20 km to attend school.

Therefore, the construction of the Mon Son Ethnic Minority Boarding School is an urgent need, aiming to create conditions for children from border villages to study in a spacious, safe, and well-equipped environment.

The school is being built on a plot of land approximately 5 hectares in size in Nam Son village, with a flat terrain and convenient transportation and infrastructure. The school is expected to have 68 primary school classes with over 1,400 students and 33 secondary school classes with over 1,100 students, of which over 1,400 will be boarding or day students.

Upon completion, this will be one of the key schools in the border region, contributing to improving the overall quality of education and developing human resources to serve the socio-economic development of western Nghe An province.

At the ceremony, delegates heard reports on the project, implementation plans, and directives from leaders of the Department of Ethnic Minorities and Religions and the Department of Education and Training of Nghe An province; and a speech from the leader of Mon Son commune expressing determination to cooperate and create all favorable conditions for the project to be implemented on schedule.
