Mon Son Commune: Focusing on 3 breakthrough areas on the new development path.
With the spirit of "Unity - Democracy - Discipline - Breakthrough - Development," Mon Son commune is determined to uphold its heroic revolutionary traditions, the strength of national unity, and the aspiration to overcome all difficulties, creating new momentum and strength to successfully implement the Resolution of the Commune Party Congress. This includes focusing on 7 key tasks and 3 breakthrough areas.
Natural and social conditions
Mon Son commune was established in July 2025 based on the merger of the two former communes of Mon Son and Luc Da in the old Con Cuong district. Mon Son commune is a highland border commune with a 36.5 km long border with Laos, marked by 7 border markers. The commune has a natural area of 529.42 km².2The commune covers an area of approximately 52,942 hectares and has a population of 18,836 people, of which ethnic minorities account for 92.64%. The Mon Son commune Party Committee has 40 subordinate branches with a total of 867 Party members.

During the previous term, the two former communes of Mon Son and Luc Da basically completed their socio-economic development goals and targets. The average growth rate by the end of 2025 is estimated at 8.9%; agriculture, forestry, and fisheries account for 50.10%; industry and construction account for 11.65%; and trade, services, and tourism account for 38.25%. Total annual budget revenue consistently exceeded the assigned target by 5%. Average annual per capita income has increased, estimated to reach 33.7 million VND/person/year by the end of 2025; total grain production is estimated at 12,707 tons/year.
In agriculture, forestry, and fisheries, all levels of government, relevant agencies, and the people closely followed production plans, coordinated the regulation of irrigation water resources, and ensured the timely and adequate supply of fertilizers and pesticides, thus maintaining the planted area and crop yields at or above the planned targets. Implementing the thematic resolution on converting crops and livestock to commodity production, many models with high economic efficiency have emerged. Total livestock production is estimated at 98,885 tons. Some livestock models generate incomes of 150-200 million VND per year.

The commune has also effectively implemented the Party's directives and resolutions on forest management, protection, and development, ensuring an average forest cover rate of 88.46%. Regarding trade, services, and tourism, the government prioritizes creating favorable conditions for the development of commerce, small-scale industries, services, community tourism, and local markets. Currently, the commune has 11 businesses and 447 individual business households engaged in mechanical workshops, welding, ironworking, milling, carpentry, motorcycle repair, electrical work, brocade weaving, transportation, general merchandise, restaurants, and homestay services, serving the essential needs of the local community and tourists.
The National Target Program for Building New Rural Areas for the period 2021-2025 has been effectively implemented, maintaining the criteria already achieved. The digital transformation process has also received strong and decisive direction from the Party committees and authorities, especially the implementation of Government Decree 06-DA/CP.
Promote cultural traditions, taking care ofgrandfather defense, security, and foreign affairs
In Mon Son, cultural, artistic, and sporting activities have become a habit, a regular activity that is cared for, maintained, and effectively promoted by the Party committees, government, and people, especially during holidays and festivals. Thanks to this, the commune effectively maintains the activities of Thai folk song clubs. Every year, it coordinates the organization of programs such as the commemoration of the founding of the Mon Son Party branch, the Western Spring Festival, the Mon Son - Luc Da Festival, and the traditional fishing festival on the Giang River… all of which take place vibrantly and richly with the ethnic cultural identity.

The quality of culturally exemplary families and villages has been continuously improved. By the end of 2024, 3,720 out of 4,139 households achieved the title of culturally exemplary family, reaching 89.8%, and 16 out of 25 villages achieved the title of culturally exemplary residential area, reaching 64%. The emulation movements and campaigns launched by the Education sector were effectively implemented. Coordination improved the effectiveness of the "accompanying dormitories in border areas" model for Dan Lai ethnic minority students at the secondary school. Annual surveys on universal education were maintained. Investment in school infrastructure was focused, maintaining 7 out of 7 schools meeting national standards; 100% of teachers met standards; the student promotion rate reached 98%; and the percentage of excellent and good students increased year after year.
We prioritize the effective implementation of primary healthcare for the people. This includes population control, family planning, health education and awareness campaigns, and reproductive health care – family planning, aiming to gradually improve the quality of the population. During the term, we directly reviewed and supported the construction and repair of 279 houses worth 17,193 million VND for poor households, near-poor households, and households with difficult housing circumstances, including 481,994 million VND raised through fundraising for house construction and repair.
As a locality with a "red address" of the revolution, Mon Son focuses on preserving, maintaining, and promoting the values of ethnic cultural identity. The main focus is on preserving, maintaining, and promoting cultural values, especially the historical site of Mr. Vi Van Khang's house. Investment is being made in renovation and planning to mobilize the people to collect documents, pictures, and tools associated with the daily life of ethnic minorities throughout different periods. Activities are organized to publicize, introduce, and promote historical sites and scenic spots in the commune, linking them with the development of ecotourism and community-based homestay tourism.

As a border commune, Mon Son prioritizes local defense and military affairs. Emphasis is placed on building a comprehensive national defense posture linked to a people's security posture and a defense zone within the commune, achieving positive results. Political security and social order are maintained. The movement for all citizens to protect national security continues to be promoted, building a people's security posture linked to a strong foundation of public support. Annually, the percentage of residential areas, agencies, businesses, and educational institutions meeting safety and security standards reaches 100%.
Maintain and enhance the effectiveness of diplomatic cooperation activities between the Government, people, and border guard station of Mon Son and the villages of Xaysamphon district, Polykhamsay province of Laos, such as: regular and annual meetings and exchanges of information, exchange activities, twinning programs, visits, and greetings during holidays and festivals. Coordinate with the police and border guard forces of Laos to effectively carry out bilateral patrols and control, and promptly resolve any issues arising on the border between the two countries.
Development orientation
Following the restructuring into a two-tiered local government model, Mon Son commune, with its large area, dense population, unique geographical location, and border with Laos, possesses significant potential and advantages for developing ecotourism and community-based tourism. This creates favorable conditions for comprehensive socio-economic development while firmly safeguarding border security and sovereignty. The achievements of the province and the commune during the past term serve as a foundation, creating new momentum and strength for the commune's robust development in the coming period.

However, the commune is also facing numerous difficulties and challenges. Uneven development between regions; inconsistent infrastructure; limited endogenous capacity; unpredictable negative impacts of climate change, natural disasters, and epidemics; and the increasingly high demands of the people for access to public services and quality of life... all pose new requirements for development thinking, leadership methods, and actions throughout the entire political system.
Therefore, the Party Committee of Mon Son commune has identified 7 key tasks and 3 breakthroughs in achieving the goals and targets of the new term. These include focusing on promoting a proactive, self-reliant, and decisive spirit in leadership, guidance, and organization of the commune's tasks; and reviving the patriotic spirit and heroic revolutionary traditions of Mon Son – the birthplace of the first Party branch in Western Nghe An province – to build and protect the Fatherland in the new era.

Promoting innovation, applying science and technology, and digital transformation to enhance labor productivity, boost economic growth and development; encouraging and protecting cadres and Party members who dare to think, dare to act, and dare to take responsibility for the common good. Promoting sustainable economic development, effectively exploiting the potential and advantages of the locality. Focusing on restructuring agriculture, forestry, and fisheries; industry and construction; services and tourism; developing key crops and livestock such as buffalo, cattle, pigs, chickens, medicinal plants, fruit trees, and raw material crops.
Focus on developing the forest economy in conjunction with forest protection, and developing cooperatives and production and processing groups for agricultural products. Encourage the development of ecotourism and community tourism, linked to the preservation of ethnic cultural identity (festivals, architecture, cuisine, etc.). Emphasis should be placed on attracting investment in tourism development programs and projects. Strengthen linkages with communes with developed tourism industries in the province and communes of the former Con Cuong district to develop tourism tours and routes, attracting tourists from within and outside the province.

Pay attention to and create favorable conditions to promote the development of the private economy in the area in accordance with Resolution No. 68-NQ/TW, dated May 4, 2025, of the Politburo. Invest in upgrading the transportation system at the commune and inter-village levels, irrigation, electricity, clean water, office buildings, schools, and health stations to ensure service for production and daily life. Continue to promote the new rural development program; strive to achieve 15 out of 19 new rural development criteria by 2030, with some villages achieving advanced criteria.
Improving the quality of education and healthcare, achieving sustainable poverty reduction, and developing human resources. Promoting the application of science and technology and digital transformation in all areas of social life, in accordance with Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on breakthroughs in national science, technology, innovation, and digital transformation. Promoting grassroots democracy and enhancing the supervisory and critical role of the Vietnam Fatherland Front and its member organizations. Effectively carrying out national defense and security tasks; maintaining the three key aspects of security: "people's security, border security, and local security." Maintaining political stability and social order and safety in the area.

To successfully implement the Resolution of the First Party Congress of Mon Son Commune, term 2025-2030, Mon Son has set out three breakthroughs: Focusing on propaganda and raising people's awareness and mindset, eliminating the mentality of dependence and striving for sustainable poverty alleviation. Focusing on removing and resolving difficulties and obstacles, concentrating on attracting investment resources to develop eco-tourism and community tourism. Transforming the structure of crops and livestock towards high-value commercial products; mobilizing maximum investment resources to build the commune to achieve the new rural development goals as soon as possible.
