Nghe An provincial leaders inspect and remove difficulties and obstacles in implementing two-level local government in communes.
On the morning of October 22, comrade Nguyen Van De - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of Working Group No. 2 came to inspect, direct, and remove difficulties and obstacles in the implementation of the two-level local government in the communes of Con Cuong, Mon Son, Chau Khe, Binh Chuan, Mau Thach, and Cam Phuc.
Joining the working delegation were comrade Hoang Quoc Viet - Member of the Provincial Party Standing Committee, Director of the Department of Agriculture and Environment; and leaders of relevant departments and branches.

Many bottlenecks need to be overcome
Before working with the commune leaders, comrade Nguyen Van De and members of the Working Group inspected the Chau Khe Commune Public Administration Service Center.
After its establishment, the Chau Khe Commune Public Administration Service Center received 864 administrative procedure files mainly related to the fields of civil status, certification, health insurance, social security, land... As of October 20, the center has resolved 802 files, reaching a rate of 93.8%.

According to the leader of Chau Khe commune, the implementation of the two-level local government still faces some difficulties; the arrangement, salary payment and implementation of policies for cadres and civil servants when transferred face some difficulties; the cadre team still lacks experience in specialized fields...

At the Con Cuong Commune Public Administration Service Center, the total number of records received and returned for administrative procedure settlement results in the third quarter of 2025 was 2,240 records, of which 1,712 records were online, accounting for 76.4%; to date, 1,642 records have been resolved, reaching 73.3%.
According to the leader of Con Cuong commune, the administrative procedure handling system is slow, has forwarding errors, and takes time, leading to late documents. The online document processing process has to go through many intermediate steps, takes a lot of time, resulting in citizens having to wait a long time for results.

Working with the Working Group, the leaders of Mon Son commune reflected that the work of compensation, support, and resettlement to serve the site clearance of works and projects in the area encountered difficulties in implementation. The work of granting Certificates still had many difficulties in determining the origin of land, because the records in mountainous communes were mainly undocumented, the cadastral records were not synchronized, and the cadastral maps had many errors...
In addition, many projects transferred from district to commune level are temporarily halting construction to complete procedures for handover to investors; there is a lack of specific guidance on project approval and management authority.

Leaders of Binh Chuan, Mau Thach and Cam Phuc communes also reflected on emerging issues related to the fields of internal affairs, construction, finance, agriculture and environment...
At the same time, localities recommended to soon issue guidelines for implementing new regulations related to the arrangement of the two-level government apparatus, especially the regimes and policies for cadres and civil servants; supplement the staff of cadres and civil servants for communes with sufficient quantity and professional expertise; have policies to support funding for upgrading IT infrastructure at the grassroots level...

Active coordination between departments, branches and localities
Responding to recommendations related to the land, natural resources and environment sectors of localities, comrade Hoang Quoc Viet - Member of the Provincial Party Standing Committee, Director of the Department of Agriculture and Environment said that the land sector is a hot and difficult issue in many localities, so the Department is responsible for coordinating with communes to resolve difficulties and problems.

Regarding the overlap between the land of the Protection Forest Management Board and the production land and residential land of the people in the communes, the Director of the Department of Agriculture and Environment said that he would direct the specialized agencies to conduct measurements and clearly determine the boundaries of the Protection Forest Management Board and the boundaries of the people's land. On that basis, comrade Hoang Quoc Viet requested that localities rely on actual measurement records to report, coordinate with the Department to review, resolve problems, and issue Land Use Right Certificates to the people...

Regarding the payment of public debt for previous programs and projects of the district level transferred to the commune level, Mr. Nguyen Tien Dung - Deputy Director of the Department of Finance said that the public investment capital sources previously allocated to the district level but not yet disbursed were all transferred to the provincial budget. Therefore, for these projects, the locality needs to submit and transfer the documents so that the Department of Finance can advise the Provincial People's Committee to re-grant according to payment needs.
Regarding the difficulties in the organization of the apparatus, personnel work..., comrade Le Van Linh - Deputy Director of the Department of Home Affairs said that after the two-level local government was put into operation, the Department advised the province to implement temporary staffing. Currently, based on the direction of the Provincial People's Committee, the Department is reviewing all cadres, civil servants and public employees of 130 communes to adjust from surplus to shortage areas.

Regarding localities lacking staff in positions requiring specialized expertise, the Deputy Director of the Department of Home Affairs said that in the past, in the process of organizing cadres, there was a situation of assigning an entire Department of Natural Resources and Environment to a commune, and only working in the Inspection Committee, Party work but not doing specialized work. Therefore, the Deputy Director of the Department of Home Affairs suggested that localities check and review internally to assign cadres to the correct specialized positions; if the locality lacks any positions, if there are any recruitment or acceptance proposals, they should send them to the Department for timely advice. Comrade Le Van Linh - Deputy Director of the Department of Home Affairs also noted that localities can consider signing contracts with qualified and capable people in the specialized positions that are lacking in accordance with the regulations and instructions of the province.
Select urgent projects to prioritize completion
Recognizing and appreciating the proactive and responsible spirit of the Party Committee, the government and the staff and civil servants of the communes in the past time, comrade Nguyen Van De - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee requested the communes, departments and branches to continue to review and improve the organization so that the local government at 2 levels can continue to operate stably and effectively.
Comrade Nguyen Van De assigned departments, branches and sectors based on their functions and tasks to proactively coordinate with localities to focus on removing difficulties and obstacles, especially in the fields of land, finance, internal affairs, construction, agriculture, industry and trade and information technology. In particular, focusing on coordinating with localities to perfect the organizational structure, title standards, job positions; arrange and rotate appropriate staff, giving priority to arranging competent and experienced staff to work at the grassroots level.

At the same time, consider a temporary support mechanism for communes facing difficulties in the initial phase of implementing a two-level government; study increasing the rate of regulating land use fee and registration fee revenue for communes with a large volume of handed over projects.
The Vice Chairman of the Provincial People's Committee noted that departments, branches and localities prioritize capital allocation for unfinished projects and transitional projects to complete, avoiding waste. The Vice Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment and the Department of Construction to coordinate with localities to review and guide the issuance of specific instructions on the procedures, approval authority and management of construction investment at the commune level according to the new model. During that process, review and select urgent projects to prioritize completion and handover in 2025 - 2026.
At the same time, comrade Nguyen Van De requested localities to continue promoting administrative reform and digital transformation; promoting the effectiveness of the Public Administration Service Center, increasing the rate of online records, reducing overlapping procedures...
