Nghe An holds conference to review work on preventing and combating corruption, waste and negativity
On the morning of November 13, the Provincial Party Standing Committee held a conference to review the work of preventing and combating corruption, waste and negativity during the 13th Party Congress term to evaluate the results achieved, point out the limitations and causes, and propose directions and key tasks in the coming time.
Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the conference. Comrade Ho Le Ngoc - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Deputy Head of the Provincial Steering Committee on preventing and combating corruption, waste and negativity co-chaired.
Attending the conference were comrade Dang Van Dung - Deputy Head of the Central Internal Affairs Commission. Also attending were comrades of the Provincial Party Standing Committee, comrades of the Provincial Party Executive Committee and leaders of departments, branches, sectors and localities.
Identifying the work of preventing corruption, waste and negativity as a key and regular task, associated with the implementation of political tasks of each level, each sector and each locality. The Standing Committee of the Provincial Party Committee has focused on leading and directing the timely, complete and effective dissemination and implementation of the Party's guidelines and policies and laws of the State on the work of preventing corruption, waste and negativity. Promoting the responsibility of leaders, strictly handling violating officials, and resolutely replacing those who lack moral qualities and show signs of negativity.
The prosecution agencies have accelerated the investigation, prosecution and trial of cases; the activities of the Provincial Steering Committee for Anti-Corruption, Wastefulness and Negativity have been maintained in an orderly and effective manner, contributing to the timely detection and handling of many serious cases in the spirit of "no forbidden zones, no exceptions".
The work of receiving citizens, receiving, processing, resolving petitions, complaints, denunciations, inspection and examination is focused on and implemented in accordance with the regulations of the Party and the State. The work of investigation, prosecution, trial and execution of judgment is strict, ensuring political, legal and professional requirements.
The organizational structure of agencies with the function of preventing and combating corruption, waste and negativity at the local level has been regularly consolidated and improved. Functional units have detected and advised the Standing Committee of the Provincial Party Committee and the Provincial Steering Committee to monitor and direct many complicated cases and incidents that have attracted public attention. The role of supervision and social criticism of the Vietnam Fatherland Front at all levels and socio-political organizations has been promoted.
The fight against corruption, waste and negativity in the province during the 13th Party Congress term was comprehensively implemented, achieving many important results, creating clear and positive changes in the awareness and actions of Party committees, leaders, cadres and Party members, contributing to maintaining political stability and serving local socio-economic development.
Speaking at the Conference, comrade Dang Van Dung - Deputy Head of the Central Internal Affairs Commission highly appreciated the efforts and achievements of Nghe An province. At the same time, he requested Nghe An province to Continue to pay attention to leading and directing the work of detecting and promptly and strictly handling corruption, waste and negativity cases and cases according to the principle: "If there is a case, it must be verified and clarified; handle it actively, urgently and clearly as far as possible; if there are signs of crime, it must be prosecuted, investigated, prosecuted and tried according to the provisions of the law; if the case does not reach the level of criminal prosecution, it must be strictly disciplined according to the regulations of the Party, State and organizations; there are no forbidden zones, no exceptions".
Concluding the conference, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized that continuing to identify the prevention and fight against corruption, waste and negativity as a key and regular political task, closely linked with the work of Party building and rectification, and consolidation of the political system.
To effectively carry out the work of preventing and combating corruption, waste and negativity, the Standing Deputy Secretary of the Provincial Party Committee requested members of the Provincial Party Committee Standing Committee, leaders of departments, branches and localities to focus on leading and directing the timely, synchronous and effective concretization of the Central resolutions, directives and regulations on preventing and combating corruption, waste and negativity, creating unity in awareness and action throughout the Party Committee.
Enhance the exemplary responsibility of cadres and party members, especially heads of Party committees, authorities, agencies and units; promptly rectify and strictly handle cases of lax leadership and direction or allowing corruption, waste and negativity to occur in the fields and areas under their responsibility.
Regularly review and supplement mechanisms and policies, overcome loopholes and inadequacies that can easily lead to corruption, waste and negativity; at the same time, strengthen inspection, supervision and monitoring to ensure timely and strict detection and handling, with no forbidden areas and no exceptions.
Direct the promotion of propaganda and education work, and promote the supervisory role of the Fatherland Front, socio-political organizations, the People and the press; consider this an important driving force and strength in the fight against corruption, waste and negativity.
Promote the core role of agencies with the function of preventing and combating corruption, waste and negativity in the province, especially agencies in the internal affairs sector. Strengthen monitoring, urging and checking the implementation in agencies, units and localities. Proactively coordinate closely with inspection, auditing, investigation, prosecution, trial and execution agencies to improve the effectiveness of detecting and handling corruption, waste and negativity; advise and direct the final handling of serious and complicated cases and incidents that are of public concern, not allowing them to drag on or remain stagnant.
Continue to promote administrative reform, streamline the apparatus, improve the quality of cadres, civil servants and public employees, especially in areas prone to corruption, waste and negativity.
Strengthening the application of information technology, digital transformation, building shared databases, interconnecting, contributing to publicity and transparency in management and operation.
Promote the supervisory role of the People's Council, the Fatherland Front, socio-political organizations, the press and the people; build a mechanism to encourage and protect whistleblowers and those fighting against corruption, waste and negativity.
