I would like to send the regards, encouragement and sympathy of the Politburo, the Secretariat and General Secretary To Lam to the Party Committee, the Government and the People of the province for the losses and damages caused by storm No. 10. I hope that you will not only organize the Congress well but also pay attention to directing, quickly overcome the consequences and stabilize the lives of the people.

Dear Congress!

The Politburo highly appreciated the meticulousness, seriousness, scientific spirit and open-mindedness of Nghe An Provincial Party Committee in preparing for the Congress; the draft documents and personnel plans for the Congress closely followed the major ideas and viewpoints in the Draft Documents of the 14th Party Congress, Directive No. 45-CT/TW of the Politburo and were close to the local reality.

During the past term, in the face of many difficulties and challenges, the Party Committee, Government and People of the province have promoted the tradition of the revolutionary homeland, strived with great will and determination, made breakthroughs in many fields, and achieved many important, outstanding and quite comprehensive results. Notably:

The average economic growth rate is over 8.3%, higher than the national average; the total GRDP in 2025 is estimated to reach nearly 250 trillion VND, ranking 10th out of 63 provinces and cities before the merger and 19th out of 34 provinces and cities nationwide; the budget revenue in 2025 is estimated to reach 26 trillion VND, ranking 17th out of 63 provinces and cities before the merger and 18th out of 34 provinces and cities. A notable highlight is that from a low-lying area in attracting FDI, Nghe An has risen to the top 10 provinces out of the previous 63 provinces and cities, with a total registered capital of more than 4.8 billion USD, 4.5 times higher than the whole period before 2020. In particular, it has attracted investment from a number of the world's leading technology corporations, initially creating a new foundation, forming high-tech industrial production chains and deep processing.

Export turnover is estimated at 4.5 billion USD, nearly 3 times higher than in 2020, nearly 2 times higher than the target set by the Congress Resolution. The economic structure has shifted positively, with the industrial, construction and service sectors accounting for nearly 80% of GRDP; the agricultural sector has shifted strongly, especially increasing high-tech agricultural production, developing green, smart and sustainable agriculture. The new rural construction program has achieved many results; the socio-economic infrastructure is increasingly synchronized, the appearance of urban and rural areas has improved a lot.

Culture and society have achieved many results. Always maintaining the leading position in the country in terms of high school graduation exam results and the rate of excellent students at national and international levels. The health system has developed rapidly, successfully implementing many new and specialized techniques, leading the North Central region; the quality of health care and protection for the people has many positive changes. Poverty reduction, social security and implementation of policies for people with meritorious services have received attention; basically completing the goal of eliminating temporary and dilapidated houses for the poor in the whole province by 2025.

National defense is strengthened, political security, order and social safety are ensured, preventing the formation of"hot spot"and complex cases. Foreign affairs activities are implemented flexibly and effectively, consolidating and developing special friendship relations with Lao provinces sharing borders; participating in many international and regional events to promote, promote, mobilize investment, and expand cooperative relations.

The work of building the Party and the political system has been given comprehensive attention. The resolute implementation of the arrangement and streamlining of the apparatus, the rapid stabilization and smooth operation of the two-level local government. The leadership capacity and fighting strength of Party committees, Party organizations, and the management and operation of governments at all levels have been enhanced. The activities of the Fatherland Front, mass organizations, and socio-political organizations have had positive innovations; the great national unity bloc and the people's trust in the Party and the State have been consolidated and strengthened.

The achievements that the Party Committee, Government and People of the province have achieved in the past term are the result of persistent and continuous efforts over many terms, inheriting and promoting the experience of many generations of cadres. The Party Committee and Government have clearly seen the potential, advantages, as well as difficulties and challenges; have researched and proposed many correct and creative policies and solutions, with appropriate steps and methods. The cadres at all levels have closely followed the Party Committee's Resolution and have been flexible in direction and management, with many efforts and attempts.

On behalf of the Politburo and the Secretariat, I warmly commend and congratulate the important results that the Party Committee, Government and People of the province have achieved in the past term.

Dear Congress!

Besides the important results achieved, there are still limitations and weaknesses as mentioned in the Political Report. In particular, the economy has grown quite well but has not yet reached the set target; GRDP per capita is still low.(72 million VND/person)Compared to the region and the whole country; most enterprises are small-scale, numerous but not strong; there are not many large projects with the driving force to collect large budgets, creating breakthroughs in both economic restructuring and technology diffusion; "Going ahead, lagging behind in many fields"; many models, many new, creative points, leading in the economy but not being able to be replicated and spread.

Poverty reduction results are not really sustainable; the poverty rate is still over 3.12%, higher than the national average; the lives of a part of the people are still difficult, especially in remote areas, ethnic minority areas in border areas and highlands. Social order and security still have potential complications. Party building work in some aspects is still inadequate; solidarity, cooperation, determination, decisiveness, confidence, bold innovation, breakthroughs are sometimes, in some places, in some things still limited and sometimes very limited.

The Congress is requested to analyze in depth the causes of limitations and weaknesses, especially subjective causes, in order to propose effective solutions in the coming term.

Dear Congress!

After 40 years of renovation, our country's foundation, potential, position and international prestige have been raised to a new level. The revolution in streamlining the political system's organizational apparatus and the Party's recent strategic decisions have created a historic opportunity, a turning point for the country's breakthrough development in the new era - the era of strong, prosperous, civilized and prosperous development. This is a great opportunity for Nghe An and the provinces in the coming term.

With an important strategic position in terms of defense, security and foreign affairs; located in the East-West economic corridor, on the North-South expressway and in the near future the Hanoi-Vientiane expressway, conveniently connecting Thanh Hoa and Ha Tinh economic zones; the Politburo issued a separate Resolution on the construction and development of Nghe An province until 2030, with a vision to 2045; the National Assembly granted a special mechanism for the province to become the center of the North Central region. Nghe An has many potentials and advantages, always receiving special attention from the Central Government and the people of the whole country. It can be affirmed that the 20th Provincial Party Congress is an important milestone, of strategic significance, a historical opportunity for Nghe An to "progress, break through, accelerate", become a well-off province of the country, fulfilling the wish of beloved Uncle Ho.

However, Nghe An is also facing many difficulties and challenges; in which, the biggest difficulties and challenges are the high mountainous areas, remote areas, with many ethnic minorities living, accounting for 83% of the province's area; long border (468.7 km), rugged, bordering 3 provinces of Laos, complicated in both security and social order; greatly affected by natural disasters, harsh climate; large human resources but not yet a source of quality human resources, lacking high-quality human resources in a number of fields; thinking, style, working methods of the team of cadres, party members, especially leaders and managers have not kept up with the requirements of new tasks; aspirations to rise and confidence, breakthroughs are still limited; the risk of falling behind other localities is very high...

We propose that the Congress devote all its wisdom and energy to discussing and clarifying opportunities, advantages, difficulties, and challenges, and reach high consensus on directions, tasks, and breakthroughs to achieve the following goals:“By 2030,Nghe An becomes a fairly developed province of the country, a national growth pole; the center of the North Central region in high-tech industry and agriculture.,health, education and training, science and technology, trade, logistics, tourism andBy 2045, Nghe An will become a high-income, comprehensively developed, civilized and modern province.

Regarding viewpoints, goals, breakthroughs, tasks and solutions for the coming term, I propose that the Congress carefully study and thoroughly grasp Resolution No. 39-NQ/TW of the Politburo; the direction of General Secretary To Lam at the working session with Nghe An on May 15, 2025 and the context and actual situation to determine suitability and feasibility. I basically agree, I would like to raise the following 3 major issues for comrades to study and discuss:

Problem one:It is necessary to unify awareness, strongly arouse the desire for development, strongly innovate thinking and action, boldly step out of the old development inertia, and create new momentum for Nghe An. To do so, it is necessary to clearly identify what and where the new driving force and resources for growth are. I suggest 4 points:

1.There must be a breakthrough in perfecting institutions and policies, especially in developing the private economy, science, technology, innovation, digital transformation and administrative reform, and improving the investment and business environment. Strive to be among the leading provinces in the country in terms of digital transformation index, provincial competitiveness index (PCI), administrative reform index, satisfaction index of people and organizations with administrative agencies' services and public administration performance index (PAPI) in accordance with the direction of General Secretary To Lam at the meeting with the Standing Committee of Nghe An Provincial Party Committee. There must be real"roll out the red carpet"Calling for investment, calling for talent, to make Nghe An a land of famous businessmen, strategic investors, and creative entrepreneurial spirit.

There needs to be a mechanism."outstanding"and take drastic actions to build, nurture and develop a team of Nghe An entrepreneurs who are ambitious, brave, intelligent, have heart, vision and business ethics, not only know how to get rich legitimately but also pioneer in contributing to the prosperous development of the homeland; create conditions for the development of large-scale enterprises with strong potential and high competitiveness domestically and internationally. It is necessary to determine that the success of enterprises is the success of the locality, proactively remove difficulties, protect property rights, ensure investment safety and create a transparent, fair, trustworthy and low-cost business environment; Especially when businesses have incidents, risks, or even violations, they must carefully consider and thoroughly handle them in accordance with the spirit of Resolution No. 68-NQ/TW of the Politburo on developing the private economy into the most important driving force of the economy and Resolution No. 198/2025/QH15 of the National Assembly on a number of special mechanisms and policies for developing the private economy.

2. Pay more attention to planning, management and implementation of planning. Urgently adjust and supplement the province's planning in accordance with the orientation, strategy and new development space of the region and area. Prioritize investment in developing key infrastructure, creating breakthroughs in strategic infrastructure. In particular, focus on investing and completing the coastal route; timely implementing the construction progress of Vinh - Thanh Thuy expressway, high-speed railway through Nghe An; upgrading Vinh International Airport and building Cua Lo deep-water port; proposing to expand National Highways 7A, 7C, 48A, 48C. From there, strongly develop both the East and the West with 4 economic corridors: Coastal economic corridor with a focus on urban development, high-tech industry, general services and marine economic sectors; Ho Chi Minh Road economic corridor with a focus on developing high-tech agriculture; agro-forestry processing industry, construction materials and ecotourism; National Highway 7 economic corridor with a focus on developing large-scale commodity agriculture and forestry associated with processing industry and ecotourism, adventure tourism, and community tourism; National Highway 48A and 48D economic corridor with a focus on developing forestry, forest economy, and high-tech agriculture associated with processing industry, in accordance with Resolution No. 39-NQ/TW of the Politburo.

3.Focus on leadership and direction to create stronger changes in culture, health and education, improve the quality of human resources to meet the development requirements of the province, according to the new Resolutions of the Politburo on cultural revival, on breakthroughs in education and training development, on a number of breakthrough solutions, strengthening the protection, care and improvement of people's health. Nghe An has the conditions and important premises, therefore, Nghe An must be one of the leading provinces in the country in implementing these 3 Resolutions. It is necessary to focus on investing in and developing Vinh University to become a prestigious training center in the region and the world; build scientific and technological research centers connected with businesses on par with the ASEAN region; Develop the health system to become the core of the specialized medical center of the North Central region, including developing a number of hospitals into Special-class hospitals, end-line hospitals and improving the quality of training and developing medical human resources to reach regional and national levels.

At the same time, it is necessary to pay special attention to investing in embellishing and promoting the value of the Kim Lien National Special Historical Relic Site to become a place to educate patriotism and revolutionary traditions worthy of the great contributions of President Ho Chi Minh; to preserve, restore, embellish and promote the value of the system of tangible and intangible cultural heritages associated with tourism development, development of cultural industries, smart tourism, experiential and creative education, turning culture into an economic resource, soft power of competition. It is necessary to establish the pillar of cultural and human development as a soft ecosystem, the foundation to create a unique identity, with endogenous vitality in the entire development process of the province, as directed by General Secretary To Lam at the recent working session with the province.

4.Focus on ensuring harmony between economic growth and solving social problems and protecting the environment. Continue to invest in synchronous rural, mountainous and border infrastructure - from transportation, electricity, water, healthcare, education to digital infrastructure; improve the quality of new rural construction; promote the transfer of science and technology, improve people's knowledge, vocational training, create sustainable livelihoods, better care for ethnic minorities, policy families, people with meritorious services and strive to have basically no poor households. Strengthen management of exploitation, effective and sustainable use of resources, environmental protection, proactively prevent and combat natural disasters, and respond to climate change; especially, it is necessary to evaluate and conduct comprehensive, systematic and scientific research to have fundamental and sustainable solutions for the Western Nghe An region.

Second problem:The most decisive factor to turn the Congress Resolution into reality is people, associated with the organizational apparatus, first of all leaders and managers at all levels.

We must focus on building a truly clean, strong, and exemplary Party and political system in the province in all aspects. This is a key task. In particular, we must build a team of cadres at all levels, especially leaders and managers, first of all, leaders who are truly exemplary, have heart, vision, and aspiration to contribute, dare to face difficulties and challenges, dare to think, dare to do, dare to take responsibility, dare to innovate for the common good; talk goes with action, do goes with talk, know how to turn difficulties into motivation, turn challenges into aspirations to rise up; with new baggage of new thinking, new vision, new knowledge, new determination and drastic action. Strongly innovate working style and manners, thoroughly overcome the mindset of avoidance, waiting, and dependence,"clear above, blocked below". Build a collective of Standing Committee, Standing Committee, and Provincial Party Executive Committee that is truly united, united, pioneering, responsible, exemplary, capable, and decisive, truly the core of leadership. Unity must start from the Standing Committee, Standing Committee, and Executive Committee, serving as the core for unity within the Party, unity among ethnic groups, unity between religions and between all people.

Strengthening control of power, resolutely and persistently promoting the prevention and fight against corruption, waste and negativity according to the direction of General Secretary To Lam: Prevention and fight against corruption, waste and negativity must ensure the best service for the task of socio-economic development; The work of preventing and fighting against corruption, waste and negativity must be strengthened and synchronized with the process of operating a two-level local government that is truly honest, close to the people, serving the people, operating effectively and efficiently; The work of preventing and fighting waste must be on par with the work of preventing and fighting corruption; Shifting the focus of the work of preventing and fighting corruption, waste and negativity to prevention, proactively identifying, forecasting, warning, detecting and handling violations appropriately, early and from afar, not allowing small violations to accumulate into major violations.

A new, central task of this term is to focus on leadership and direction so that the two-level political system model at the local level operates smoothly, effectively and efficiently; is truly honest, close to the people, and improves the quality of service to the people; the new apparatus must be better than the old one; all legitimate requests of the people must be handled and resolved from the grassroots level.

The current requirement is to strongly change the thinking and working style of the political system from"administrative management"luxurious"serving and creating development", "from administrative orders"luxurious“listen, understand and accompany”with people and businesses; with the motto"Local decision, local action, local responsibility".The revolution in organizational apparatus has placed the commune level in a completely new position and role, as the level directly managing, operating, and developing the socio-economy in the commune, as the level close to the people, directly solving all the people's problems. Commune-level cadres must have comprehensive and in-depth knowledge and experience in the field in charge, understand the area, be proficient in their work, be dedicated, diligent, truly serve the people, and be guaranteed working conditions and means to be able to perform well the assigned responsibilities.

The Provincial Party Committee needs to closely monitor, accurately and fully identify and promptly resolve or propose to competent authorities to resolve these issues.bottleneck, shortcomings in the operation of the commune-level political system, especially in terms of staffing, arrangement of professional and technical staff, digital transformation infrastructure, headquarters and research on building comprehensively developed commune cluster centers suitable to local characteristics; strengthen inspection, supervision, guidance, training, ensuring that the commune-level political system operates smoothly, effectively and efficiently, serving people and businesses without interruption, stagnation, and without missing tasks, but must improve every day and be measured by the satisfaction of people and businesses.

The Party Congress and the revolution in organizational restructuring are opportunities for us to review, evaluate, and rearrange the staff, especially leaders and managers at all levels. We need to boldly screen and replace corrupt, negative, weak, unqualified, evasive, and fear-of-responsibility officials who do not dare to do things, who lack diligence and professionalism; at the same time, we must respect, encourage, and protect officials who have the desire to contribute, who dare to face difficulties and challenges, who dare to think, dare to do, dare to take responsibility, and dare to innovate for the common good.

Third problem:Special attention should be paid to the province's important strategic position in terms of defense and security. Timely detect and proactively handle complex security and order issues and respond to non-traditional security challenges; ensure security in religious areas, ethnic minority areas, mountainous areas and border security; have plans ready to respond and promptly handle incidents, natural disasters, storms and floods, not to be passive or surprised. Resolutely and effectively fight and suppress all types of crime, especially organized crime, high-tech crime, drug crime, and armed crime. Do a good job of receiving people, promptly resolving complaints, denunciations and pressing issues of the people right at the grassroots level, not allowing complaints and denunciations to become complicated, go beyond the level, or drag on.

Continue to deepen the traditional friendship and special solidarity with localities of Laos bordering the border; expand and improve the effectiveness of foreign affairs activities, and make good use of resources for the socio-economic development of the province.

One of the important tasks of the Congress is to contribute opinions to the draft documents to be submitted to the 14th National Congress of the Party and to elect the new Provincial Party Executive Committee and the Delegation to attend the 14th National Congress of the Party. I request the delegates to concentrate their intelligence and contribute many quality opinions to the documents of the Central Committee; at the same time, uphold responsibility, democracy, solidarity, and wisely choose and elect the 20th Provincial Party Executive Committee to ensure standards and structure, representing the qualities, capacity, enthusiasm, and ability to successfully organize and implement the Resolution of the Congress and elect the Delegation representing the intelligence and voice of the Party to attend the 14th National Congress of the Party.

Up to this point, I have basically completed the task assigned by the Politburo, having done the "easy part" first, that is, speaking and writing; the remaining part, which is also the most difficult part, is to do and do it well, which is the duty of the Party Committee, the Government and the People of the province, first and foremost the Congress delegates in this hall.
