In the atmosphere of the whole country enthusiastically competing to achieve achievements to welcome the 14th National Congress of the Party, the 20th Congress of Nghe An Provincial Party Committee, term 2025 - 2030 is a political event of great significance, not only summarizing the past 5 years but also opening up a new vision and major orientation on the development journey of the province; affirming the aspiration and determination to bring Nghe An to become a fairly developed province, a national growth pole and making worthy contributions to the prosperous development of the country in the new era of development.

In his opening speech, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee affirmed: The Congress is an opportunity for the entire Party Committee to deeply realize its responsibility to the people of all ethnic groups in the province and the whole country regarding the position and role of the homeland of President Ho Chi Minh, affirming strong political determination, promoting the strength of solidarity, urging the desire for development; encouraging and motivating the Party Committee and the people of the province to continue to promote the tradition of the heroic Soviet homeland, innovate more comprehensively, make stronger breakthroughs, and make more persistent efforts for a rich, civilized, modern Nghe An with a worthy position in the region and the whole country.

Next, the Congress listened to and unanimously approved the Report on the results of the verification of the qualifications of delegates. The results showed that 500/500 delegates from 136 Party Committees under the Provincial Party Committee were qualified to attend the Congress.

On behalf of the Presidium, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee briefly presented the Political Report to the Congress, evaluating 5 years of implementing the Resolution of the 19th Provincial Party Congress, term 2020 - 2025.

The report affirmed: Party building and political system building are regularly focused on, strongly innovated, and efficiency is improved; economic development, science, technology, and environmental protection have achieved many important results; culture and society have achieved many new results and achievements.

National defense is consolidated and enhanced, security, social order and safety are firmly ensured; foreign affairs work achieves many positive results.

Along with that, the Report also frankly pointed out the limitations, weaknesses and causes. Entering the 2025-2030 term, the Political Report presented to the Congress identified 5 development perspectives; 39 main targets and groups of targets for the period including: 5 groups of targets on Party building and the political system; 10 groups of targets on economy, science and technology; 17 targets on culture and society; 5 targets on environment; 2 targets on national defense and security; 5 key tasks; 3 development breakthroughs; 6 main tasks and solutions.

The general goal is to strive by 2030 for Nghe An to become a fairly developed province in the country, a national growth pole; a center of the North Central region in high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics, tourism; with a synchronous and modern infrastructure system that effectively adapts to climate change; the material and spiritual life and health of the people are constantly improved; the value of the ecosystem of forests, seas, islands, culture, history and traditions, especially the culture of Nghe An are preserved and promoted; national defense, security and sovereignty over borders, seas and islands are maintained. Vision to 2045, Nghe An becomes a province with high income, comprehensive development, civilized and modern.

Next, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council presented the Review report of the Provincial Party Executive Committee, term XIX, 2020 - 2025, to the Congress.

The report assessed the advantages and results achieved in the leadership work of concretizing and organizing the implementation of the Resolution of the 13th National Party Congress; the resolutions and policies of the Central Committee and the Resolution of the 19th Provincial Party Congress.

The report also clearly stated the compliance with the Party's principles, regulations and statutes, innovation in leadership methods, working style and manners; implementation of resolutions, conclusions and regulations of the Central Executive Committee and the Politburo on Party building and rectification, setting examples and implementing revolutionary ethical standards; at the same time, frankly pointed out limitations and shortcomings, analyzed the causes and solutions to overcome them.

Nghe An "self-reliant, confident, moving forward in the new era"

On behalf of the Politburo, comrade Phan Dinh Trac - Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission delivered a speech directing the Congress.

He sent the Politburo, the Secretariat and General Secretary To Lam's regards, encouragement and condolences to the Party Committee, government and people of the province for the losses and damages caused by storm No. 10; hoping that the comrades would not only organize the Congress well, but also pay attention to directing, promptly overcome the consequences and stabilize the people's lives.

He acknowledged and commended the achievements that the Party Committee and people of Nghe An province had achieved in the past term; at the same time, pointed out shortcomings and limitations that needed to be promptly overcome.

In particular, the Head of the Central Internal Affairs Commission has oriented and suggested key tasks and solutions that are both immediate and long-term in the coming term and the following years so that the Party Committee and people of the whole province can pay attention and focus on deploying and implementing them.

Regarding viewpoints, goals, breakthroughs, tasks and solutions in the coming term, he suggested that the Congress carefully study and thoroughly grasp Resolution 39-NQ/TW of the Politburo, the direction of General Secretary To Lam at the working session with Nghe An on May 15, 2025 and the context and actual situation to determine suitability and feasibility.
