Comments on the draft documents of the 14th National Party Congress: Intelligence, responsibility and aspiration for national development

At the Congress, comrade Ngoc Kim Nam - Member of the Standing Committee, Head of the Propaganda and Mass Mobilization Department of Nghe An Provincial Party Committee presented a report summarizing comments on the draft documents to be submitted to the 14th National Congress of the Party.

The report affirmed that the collection of opinions in Nghe An was carried out seriously, closely following Directive 45 of the Politburo and Instruction 29 of the Central Office. This was a large-scale political activity, mobilizing the intelligence, enthusiasm and responsibility of the entire Party, people and army. The majority of opinions were highly unanimous, assessing that the draft document was carefully prepared, tightly structured, accurately reflecting achievements, frankly pointing out limitations; at the same time, setting out strategic goals and solutions for the country's development until 2030, with a vision to 2045. The document aroused confidence and aspiration for strong development in the new era.

The Head of the Propaganda and Mass Mobilization Department of Nghe An Provincial Party Committee also emphasized: Many opinions assessed that the Congress's theme clearly demonstrated the spirit of consistent leadership and high appeal; at the same time, it was suggested to emphasize the element of "building a clean and strong Party and political system in all aspects"; adding the phrase "the whole Party, the whole people, the whole army", associated with "vision to 2045", in order to emphasize the implementing subject, while promoting the internal strength of the whole society, demonstrating the spirit of great solidarity and unity between the Party and the people joining hands and working together to achieve the goal of national development.

Some opinions suggested adding a clearer assessment of the advantages that have impacted the implementation of the Resolution of the 13th National Congress, especially achievements in science and technology, innovation, digital transformation, labor and employment. In addition, it is necessary to frankly point out limitations such as inadequate food safety management, unbalanced education and training between knowledge education and practical skills, ethics and physical education; corruption and waste are still serious at many levels, sectors and fields.

On the other hand, it is necessary to supplement viewpoints on improving the Party's capacity for strategic planning and forecasting; institutional reform, administrative reform, first of all in Party and State agencies. At the same time, supplement goals and solutions on science - technology, start-ups, innovation, digital transformation; building a standard culture, managing entertainment culture, social networks, developing cultural industries; policies to support innovative enterprises, attracting talent, developing data infrastructure, strengthening network security; solving the problem of social housing and workers' housing.

Research and supplement the tasks of transforming the economic model towards green, digital, innovative and promoting the development of the processing and manufacturing industry towards modernity and high automation. In particular, it is necessary to supplement the tasks and solutions to implement the 3 Resolutions 70, 71, 72 on energy security, education, and health.

Regarding the draft Action Program of the Central Committee, opinions focused on suggesting clearly adding new tasks in the fields of health, education, and energy; at the same time, clearly defining the subjects, resources, and implementation time to ensure feasibility.

With the Summary Report on 40 years of innovation, many opinions suggested a deeper analysis of the context of knowledge economy, digital transformation, and circular economy; clarifying the historical role of the district level in the innovation process; emphasizing the exemplary responsibility of key officials, as well as the role of culture as a pillar in building socialism today.

Regarding the Summary Report on 15 years of implementing the Party Charter, opinions emphasized the need to comprehensively assess the quality of Party cell activities, the work of developing and managing Party members, and improving the fighting capacity of grassroots Party organizations. Many opinions proposed continuing to streamline the apparatus, tighten discipline, promote administrative procedure reform within the Party, and at the same time, enhance the vanguard and exemplary role of Party members, especially leaders.

In addition to the specific comments on the Document, the Head of the Propaganda and Mass Mobilization Department of Nghe An Provincial Party Committee also made a number of recommendations and proposals to the Central Committee. Notably, research should be conducted to extend the term of the Party Congress of the Party cell directly under the Party Committee at the grassroots level to 5 years, instead of 2.5 years as at present. Continue to summarize, research the theory and practice of reforming the organization of the local government apparatus, especially the implementation of a 2-level government to have appropriate adjustment solutions. The Central Committee should pay attention to having policies to support funding for the construction of educational facilities in disadvantaged and mountainous areas.

Arousing the spirit of daring to think and daring to do, creating motivation for sustainable development

Speaking at the Congress, delegate Vuong Quang Minh - Principal of Nghe An Provincial Political School emphasized the spirit of "dare to think, dare to do" and promoting the role of the private economy. Specifically, regarding the guiding viewpoint, the delegate proposed adding the phrase "Dare to speak, dare to innovate, be creative, dare to face difficulties and challenges, dare to act for the common good". This is a necessary spirit in the new period, inheriting the Party's tradition of daring to think and dare to do through the periods, while raising it to a new level, suitable for the current context, to encourage the pioneering, proactive, dynamic and creative spirit of cadres and party members in all fields.

Regarding economic development, delegates proposed creating an equal business environment, encouraging large enterprises and supporting small and medium enterprises to successfully implement Resolution No. 68, dated May 4, 2025 of the Politburo. Thereby, affirming: "The private economy is an important driving force of the national economy".

Regarding education, it is necessary to supplement and clarify in the spirit of Resolution No. 71, dated August 22, 2025 of the Politburo on breakthroughs in education and training development, in which the effectiveness of the autonomous model of public service units is assessed; linking the education strategy with the development of high-quality human resources in priority sectors: Artificial Intelligence, digital technology, green economy, digital transformation, core technology; innovating the program in the direction of practical learning - practice; focusing on developing critical thinking, creativity, digital skills, and international integration skills.

Promoting solutions to link economy with environmental protection and social security care

Participating in the discussion and giving comments on the Documents of the 14th National Party Congress, delegate Ngo Thi Huong - Party Secretary, Chairman of the People's Council of Vinh Phu Ward suggested that the part evaluating the results of the 13th term should add more data to reflect more specifically the achievements of the country over the past 5 years; at the same time, add an assessment of how many targets set out in the Resolution of the 13th National Party Congress have been completed during the term.

Regarding limitations and weaknesses, it is necessary to highlight more clearly the fields of land management, food safety, and education on the imbalance between knowledge - skills - ethics. In the work of Party building, the organization of implementation and bringing resolutions into life is still a weak link. The struggle for criticism and self-criticism still shows deference, avoidance, and fear of conflict. Some Party members and cadres are still afraid to study and research the Party's directives and resolutions. The work of leading and directing the building of mass organizations has not received due attention, especially the Ho Chi Minh Communist Youth Union. The building of youth organizations and youth movements at the grassroots level has not been given due importance.

Regarding development orientation, delegate Ngo Thi Huong proposed clarifying the relationship between economic and social development and environmental protection - considering this a vital factor for sustainable development; at the same time, emphasizing the investment in environmental protection, especially in the collection and treatment of solid waste, medical waste, toxic waste, waste classification right from the source, contributing to ensuring a green - clean - beautiful living environment... At the same time, attention should be paid to investment in health development, especially in human resource training, strengthening facilities, transferring new and specialized techniques to the grassroots health system; support programs for building and repairing houses for poor households and households with housing difficulties.

In the Party building work in the coming period, delegates proposed: Our Party needs to focus on "Improving the leadership capacity and fighting strength of the Party" - considering this a key and vital issue; regularly renewing and rectifying itself to meet the requirements of leading the country. Continuing to build "4 good" Party cells and Party committees; innovating the assessment of Party member quality; improving the quality of Party cell activities by topic; supplementing the content of digitizing Party member data, moving towards building a synchronous and modern database.
