The delegation of the 19th Provincial Party Executive Committee and the Heads of the delegations, representing 500 official delegates attending the Congress, respectfully offered a beautiful flower basket to his spirit; expressing their sincere respect and infinite gratitude for the immense merit of President Ho Chi Minh - the genius leader, the great teacher of the Vietnamese revolution, the Hero of National Liberation, and an outstanding cultural celebrity.

Reporting to Uncle Ho on the results that the Party Committee and people of the province have achieved in the past term, Provincial Party Secretary Nguyen Duc Trung emphasized that over the past 5 years, implementing the Resolution of the 19th Provincial Party Congress, in the context of favorable conditions mixed with difficulties and challenges, the Party Committee and people of the whole province have united, unified, strived, and achieved many positive and quite comprehensive results in all fields.

The economy grew quite well, averaging over 8% per year, the economic scale increased 1.7 times; the economic structure continued to change positively, growth quality was improved, GRDP per capita was 1.67 times higher than in 2020.

Budget revenue reached the set target, foreign direct investment attraction had a breakthrough, being among the top in the country for 3 consecutive years; high-tech projects were initially formed, opening up a new development direction for the province's industry.

Agriculture has shifted strongly to high-tech commodity production, associated with new rural construction, creating profound changes in rural areas and improving people's lives.

Education continues to maintain its leading position in the country, with many students achieving high scores in national and international competitions. Healthcare has developed remarkably, with many specialized techniques being deployed, contributing to affirming its role as a medical center in the North Central region.

Culture and sports have developed in the right direction, achieving many important results, and Nghe An's identity has been spread. Social security has been ensured, Nghe An is one of the leading localities and has completed the goal of eliminating temporary and dilapidated houses for the poor and meritorious people in the whole province by 2025. National defense and security have been maintained, regional connectivity has been strengthened, and foreign affairs have been expanded.

Party building and rectification work has been promoted; the leadership capacity and fighting strength of Party organizations have been enhanced; discipline and order have been tightened; and the responsibility of leaders has been enhanced. Unity and consensus within the Party and the political system have been maintained.

The organizational structure has been streamlined, improving effectiveness and efficiency; the two-level local government model has initially come into operation smoothly to meet the requirements of serving the people. Focus on building a team of cadres at all levels with qualities, capacity, prestige, daring to think, daring to do, daring to take responsibility, daring to innovate and be creative for the common good.

The results achieved in the past term are a solid premise for the Party Committee and people of the province to enthusiastically enter a new era of development with new momentum.

In addition to the achieved results, the 19th Provincial Party Executive Committee also seriously reviewed and realized that, up to now, the province's economic development has not been commensurate with its potential, opportunities and development requirements.

The lives of a segment of the population, especially in remote and isolated areas, are still difficult. Culture, society, national defense, security, Party building, and political system building are still limited.

Before the spirit of President Ho Chi Minh and the moment of the important political event of the homeland, the Provincial Party Executive Committee together with all cadres, party members and people of all walks of life in the province would like to express their absolute trust in the revolutionary cause of the Party and the nation.

At the same time, we must continue to unite, build a clean and strong Party organization and political system; comprehensively innovate, develop breakthroughs, and strive to make Nghe An a well-off province in the country in the new era of development, worthy of the expectations of the Party, State and people, as well as what Uncle Ho always wished for during his lifetime.
