The sentiments, responsibilities, and aspirations of the delegates conveyed to the 20th Congress of the Nghe An Provincial Party Committee.
From October 1st to 3rd, 2025, at the Provincial Labor Culture House (Thanh Vinh Ward), the Nghe An Provincial Party Committee solemnly held its 20th Congress, for the 2025-2030 term, with the participation of 500 official delegates representing over 200,000 Party members throughout the province. This is a major political event, marking a new turning point in the province's development.

Like many people in the province, I am very pleased to witness in recent years, thanks to the united efforts of all levels and sectors in the province, overcoming difficulties and challenges to bring about significant improvements in the province's socio-economic development, especially in attracting investment and developing infrastructure.
The 20th Provincial Party Congress, for the 2025-2030 term, is a momentous political event, a turning point, and of special significance in the process of building and developing Nghe An province; it is the starting point for a new development path, contributing to realizing the goal of building Nghe An into a prosperous province of the country, a national-level growth pole.
With a spirit of innovation and development, a team of young, dynamic, and enthusiastic leaders, and the diligent and creative traditions of the people in the province, I expect this Congress to propose many groundbreaking policies and solutions to strongly promote the socio-economic development of the province.

We – Party members who have experienced many stages of the country's and province's development – have high expectations that the delegates attending the 20th Congress of the Nghe An Provincial Party Committee, term 2025-2030, will focus intensely on discussing and proposing appropriate solutions to help the province lead and direct socio-economic development tasks, ensure national defense and security, and especially build a strong, comprehensive, and exemplary Party and political system in the 2025-2030 term.
At the same time, I hope that the Congress will continue to inspire the spirit of innovation and the aspiration to build Nghe An into an increasingly prosperous, beautiful, and civilized province, worthy of the traditions of the beloved homeland of President Ho Chi Minh.

Having the honor of attending the 20th Congress of the Nghe An Provincial Party Committee, for the 2025-2030 term, I deeply appreciate the seriousness and responsibility of the Provincial Party Committee in all stages of preparing for the Congress, especially the political report and personnel work. Joy, excitement, and confidence are spreading among cadres, Party members, and the people regarding this Congress.
The Congress is not only a major political event for the province, but also a historical milestone opening a new phase of development, as Nghe An aims to become a "prosperous province, a national-level growth pole" in the context of strong promotion of innovation, integration and digital transformation, along with the revolutionary tradition, the spirit of solidarity, and the will to strive of cadres, party members and people in the beloved homeland of President Ho Chi Minh, which are continuing to be highly promoted.

As someone directly involved in grassroots management, I expect the Congress to discuss and decide on strong solutions to ensure the two-tiered government model truly works effectively, creating a foundation for modern, people-oriented, and people-serving governance. In particular, special attention should be paid to decentralization and granting more autonomy to the commune level, especially in the recruitment and placement of qualified officials with a rational professional structure. This is a "key" factor for the commune level – the closest level of government to the people – to effectively perform its service functions and implement policies efficiently and effectively.
In parallel, I hope that, in its overall development strategy, the province will pay more attention to the Western Nghe An region – a unique ecological and cultural space, and also a potential new driving force.
Specifically for Dong Hieu, I expect the province to continue directing and supporting the locality to soon meet the criteria for establishing a ward, in accordance with the planning and the two-tiered government model, thereby effectively exploiting urban potential, attracting investment, improving infrastructure quality and people's lives.

Furthermore, allowing the simultaneous creation of zoning plans within the urban area alongside the overall urban plan of Thai Hoa will be a necessary solution to accelerate development, ensuring consistency, scientific rigor, and practical relevance. If implemented, these orientations and policies will contribute to a significant breakthrough for the province's dynamic urban areas, especially Thai Hoa in general and Dong Hieu in particular.
The 20th Provincial Party Congress not only affirmed the collective determination, will, and wisdom but also ignited the faith and aspirations of the entire Party Committee and people of Nghe An to strive for progress. I believe that, with the wise leadership of the Provincial Party Committee and the consensus of the entire people, Nghe An will soon break through, become a national growth pole, and bring increasingly prosperous and happy lives to its people.



Attending the momentous political event of the Provincial Party Committee – the 20th Provincial Party Congress, for the 2025-2030 term – is a great honor and source of pride for me. This congress is not only significant in shaping the development direction for the next five years, but also the first congress after Nghe An implemented the two-tiered local government model. Being honored to attend the congress, I am even more aware of my responsibility to contribute my intellect, propose solutions for building practical directions and tasks, and select a truly outstanding Provincial Party Committee Executive Board for the new term, one that is exemplary in terms of character, capacity, and prestige.

As a delegate representing over a thousand Party members in Tan Mai ward – an area located in the key development zone of the northern part of the province, within the coastal economic corridor as defined by Resolution 39 of the Politburo – I have high expectations that the Congress will continue to leverage collective intelligence, proposing breakthrough and strategic decisions to effectively exploit the potential and advantages of the region and each locality. In particular, the development of the marine economy should be identified as one of the key directions, with strong solutions including investment in port infrastructure, fisheries logistics services, development of a large-capacity fleet, seafood processing industry, and related marine services.

In particular, the effective exploitation of key projects such as the Quynh Lap seaport, LNG power plants, and coastal tourism will open up new growth drivers, creating a ripple effect to boost the socio-economic development of the entire province. This is also an opportunity for coastal localities like Tan Mai ward to make good use of their potential and contribute positively to the overall development of the province.
Attending this Congress, I not only carry the trust and expectations of local officials, Party members, and people, but also recognize my responsibility to contribute my intellect and constructive voice so that the Congress truly becomes an important milestone, further affirming the comprehensive leadership role of the Provincial Party Committee, and leading Nghe An to rapid and sustainable development in the new period.



I am deeply honored and proud to be a representative of ethnic minorities attending the 20th Congress of the Nghe An Provincial Party Committee, term 2025-2030, and to contribute opinions reflecting the aspirations and wishes of ethnic minorities in particular and the people of the province in general to the Congress.
Nghe An province has a large population of ethnic minorities and shares a border with Laos. Its geopolitical characteristics place high demands on ensuring national defense and security, as well as harmonious and sustainable development.
Over the years, the lives of ethnic minority communities have undergone many positive changes thanks to the attention of the Party, the State, and all levels and sectors in the province. Ethnic programs and policies have been implemented effectively; traditional culture has been preserved and promoted; and the material and spiritual lives of the people have improved significantly.


I also expect that through this Congress, the province will continue to have mechanisms and policies to promote socio-economic development in mountainous areas; pay attention to local government and infrastructure in mountainous regions, prioritize investment resources in regional and inter-regional transportation systems; national power grid infrastructure; projects for disaster prevention and response to climate change; and support livelihoods for the people… The province will continue to have policies to make community tourism and ecotourism key economic sectors to increase people's income.
At the same time, the province continues to focus on ensuring social welfare to build national unity, contributing to maintaining national defense and security in mountainous areas.




Like the general sentiment of the delegates attending the Congress, I am extremely happy and excited. The Congress's political report addressed many important issues regarding development perspectives, goals, tasks, and solutions for the 5-year period from 2025 to 2030.
As a Women's Union official from a rural area attending the Congress, I am very interested in agricultural and rural issues, as well as empowering women. In agriculture, officials, Party members, and the people are concerned about the comprehensive and sustainable development of agriculture; therefore, I hope that through collective wisdom, the Congress will propose effective solutions to develop Nghe An's agriculture in accordance with the orientation of green, smart, ecological agriculture, adapting to climate change, enhancing value and linkages in the product chain; building new rural areas in a sustainable direction, improving the lives of the people in a substantive way, so that every rural area becomes a livable place.

I also expect that this Congress will continue to issue practical policies and solutions to provide more comprehensive care and support for women: from creating sustainable livelihoods and jobs, improving their material and spiritual lives, to expanding opportunities for learning, training, and development so that women can achieve holistic development.
This attention not only helps women rise up, develop their roles and responsibilities, and unite with all sectors of society to contribute to the province's overall movement, but also serves as an important driving force in building prosperous, progressive, and happy families – a sustainable foundation for society.
I have full confidence that the Congress will open up new development opportunities for the province as a whole, and for each sector, agency, unit, locality, and individual within the province.




Attending the 20th Congress of the Nghe An Provincial Party Committee as the youngest Party member fills me with immense honor, pride, and excitement. This is a memorable milestone in my personal development and journey, and also a great responsibility, reminding me to continue striving even harder to live up to the trust that the Party organization has placed in the younger generation.
As a young teacher, I am particularly interested in Resolution 71-NQ/TW dated August 22, 2025, of the Politburo on breakthroughs in education and training. This is a very important resolution, demonstrating a strategic vision in considering education and training as a key driving force for national development.
I hope that, with the attention and guidance of the provincial leadership, the implementation of Resolution 71 of the Politburo will become a reality, thereby creating conditions for the province's education and training to continue making progress in improving the overall quality of education.

For me, my greatest responsibility is to continuously improve my professional skills, innovate teaching methods, and apply technology to achieve the best results for students. In addition, I am clearly aware that I must be a bridge to spread the spirit of the Resolution, inspire students to learn and develop, and work with colleagues to effectively implement new policies in the school.
I believe that, with the support and attention of the Party, the State, and the province, along with the innovative efforts of the staff and teachers, we will contribute to realizing the goal of making Nghe An a high-quality education and training center in the region.
I also expect that this Congress will see more policies and initiatives from the province that pay more attention to the younger generation: creating an environment for young people to study, contribute, and start businesses, thereby contributing to the development of their homeland and country.
