Part One

ASSESSMENT OF 5 YEARS OF IMPLEMENTING THE CONGRESS RESOLUTION

19th Provincial Party Congress

I- Results achieved

Implementing the Resolution of the Provincial Party Congress for the 2020-2025 term, amidst numerous difficulties and challenges, the Party Committee has led the political system and the people in striving and achieving many important and fairly comprehensive results in various fields:

1. Regarding xconstruction The Party and the construction of the political system.

Party building work in politics, ideology, ethics, and mass mobilization; organizational and personnel work; inspection and supervision work; and internal affairs, including the fight against corruption, waste, and negative phenomena, have been emphasized, strengthened, and significantly reformed, achieving positive results.

The political awareness and confidence of cadres, Party members, and the people in the Party's leadership have been strengthened and enhanced.

Implement the deployment, rotation, and placement of cadres in a synchronized and timely manner, in conjunction with streamlining and restructuring the cadre workforce according to the two-level administrative system.

The number of newly admitted party members met the set target, with a significant increase in the proportion of new party members in private enterprises.

Complex and high-profile cases that attract significant public attention are subject to regular monitoring and guidance, and are handled strictly and fairly.

People's Councils at all levels have shown creativity, improving the quality of supervision, verification, and the organization of sessions. The management and operation of the People's Committees, as well as administrative reform, digital transformation, and public service delivery, have seen many positive changes. The Fatherland Front and other political and social organizations have diverse and rich activities, making practical and effective contributions to the province's political tasks.

2. Regarding developmenteconomyscience, technology, environmental protection

The average growth rate of gross regional domestic product (GRDP) reached approximately 8.3 - 8.5% per year, higher than the growth rate during the 2016 - 2020 period.

Compared to the previous term, the size of the GRDP increased 1.7 times, GRDP per capita increased 1.67 times; budget revenue reached the set target, increasing 1.7 times; development investment expenditure increased 1.43 times; total social investment capital increased more than 1.7 times.

Industry and construction developed strongly, with an estimated average growth rate of 11.85%. Services developed diversely, with an estimated average growth rate of 7.7%. Agriculture developed steadily and improved in quality, with an estimated average growth rate of 4.55%. The New Rural Development Program achieved many important results, and the living standards in rural areas improved significantly.

Infrastructure continues to receive investment, with many important projects completed and put into use. Key economic zones are developing rapidly, making a significant contribution to the province's overall development. The western region continues to develop in a sustainable direction.

The innovation and startup ecosystem is beginning to take shape and develop; scientific and technological potential continues to be enhanced; and research, application of science and technology, and digital transformation are being prioritized.

The management and exploitation of natural resources and minerals have been reformed and improved in efficiency. Measures to protect the environment, prevent and treat environmental pollution have been emphasized, especially in industrial zones and clusters.

3. Regarding socio-cultural development

The number of schools meeting national standards exceeded the set target; the results of the 2025 high school graduation exam ranked first nationwide; and the province consistently maintained its position among the top in the country for students winning high awards in national and international competitions. The higher education, college, and vocational training systems were restructured and modernized according to a model that prioritizes the quality of graduates.

Significant achievements have been made in the preservation of cultural values; grassroots cultural activities and the nationwide movement for solidarity in building a cultured life have been promoted and have made new qualitative and quantitative advancements. Mass sports and high-performance sports have also made significant progress.

The healthcare system continues to develop comprehensively, improving the quality of medical examination and treatment, and implementing many advanced techniques. The health insurance coverage rate has reached the national average.

Efforts to address employment issues, implement policies for war veterans and their families, ensure social security, and reduce poverty have been prioritized and achieved many outstanding results, including the elimination of temporary and dilapidated housing.

4. Regarding defense, security, and foreign affairs.

The province's armed forces are being well-developed; their overall strength is being increasingly enhanced. The management and protection of borders, seas, and islands, as well as security and order, are being implemented comprehensively, effectively, and in a coordinated manner.

Ensure firm control, prevent the formation of "hot spots" and complex incidents, and reduce various types of crime, social vices, smuggling, counterfeit goods, and substandard products.

Foreign affairs and international integration, as well as regional linkages, have been implemented proactively, substantively, and with improved effectiveness.

II. Limitations and Causes

This includes the fact that the implementation of some Party policies and resolutions has not been timely or consistent in some areas. The education and training of cadres and Party members still have limitations. The structure and quality of the cadre workforce in some areas do not meet the requirements. The development of Party members and the building of Party organizations in special regions still face many difficulties. Inspection and supervision work has not been highly effective in some aspects and contents. Administrative reform, although showing positive progress, still does not meet the requirements. The effectiveness of social supervision and criticism by the Fatherland Front and other political and social organizations at the grassroots level is still low.

The economy has not yet achieved breakthrough development; per capita GRDP remains low compared to the national average. High-tech agriculture is slow to be widely adopted; the marine economy and tourism have not developed commensurate with their potential. The application of science, technology, and innovation in agencies, units, and businesses is not yet strong. Resource management and environmental protection are ineffective in some aspects.

Human resources, especially highly qualified and skilled personnel, have not yet met the demands of the labor market. Primary healthcare remains limited; the management of private medical and pharmaceutical practices and food safety is still inadequate. Poverty reduction results are not sustainable; the poverty rate remains high. The security and order situation, especially regarding non-traditional crimes, still presents potential challenges.

Besides objective reasons such as the province's specific conditions and the adverse impact of the global political and economic situation, epidemics, natural disasters, storms, and floods, there are also subjective reasons, including:Leadership, direction, and organization of task implementation at all levels and in some areas have not been decisive, proactive, or creative. Coordination in handling work among departments, agencies, and localities has sometimes been inconsistent and delayed, especially in resolving and overcoming difficulties for development. Inspection, supervision, urging, and accountability for organizations and individuals have sometimes been untimely. The responsibility, dedication, dynamism, creativity, and professionalism in task performance of some Party members, officials, and civil servants are not yet high.

Part two

PERSPECTIVES, OBJECTIVES, TASKS, AND SOLUTIONS

TERM 2025 - 2030

I- Development perspective

Adhering closely to the guiding principles and ideas of the Central Committee and the practical situation of the province, the following five development perspectives have been identified:

1. Innovate development thinking, aiming for a more modern growth model; using science, technology, innovation, and digital transformation as the main driving force; using institutional and governance reform as leverage; using the culture and people of Nghe An as the foundation, creating new impetus and breakthroughs in development.

2. Shift strongly from extensive to intensive development; develop a green economy, digital economy, marine economy, circular economy, high-tech industries, and high-quality services. Focus on creating breakthroughs for rapid development in the eastern region and sustainable development in the western region of the province.

3. Link economic development with environmental protection, care for cultural and social development, human development, and improving the quality of life for the people. Maintain political stability, ensure strong national defense and security; build a society that is orderly, disciplined, and safe for development.

4. Prioritize resources to expedite the construction and completion of mechanisms and policies under the local authority's jurisdiction, ensuring they are synchronized, stable, clear, transparent, and create a favorable environment and conditions for socio-economic development.

5. Party committees and organizations at all levels maintain their central role in all decision-making. Governments at all levels shift strongly from administrative management to creation and service. The strength of national unity and cultural and spiritual factors are leveraged to create a combined force for development.

IIButOverall objective

By 2030, Nghe An strives to become a relatively prosperous province nationwide, a national-level growth pole; a center of the North Central region for high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics, and tourism; with a synchronous and modern infrastructure system that effectively adapts to climate change; continuously improving the material and spiritual lives and health of the people; preserving and promoting the value of forest, marine, and island ecosystems, culture, history, and traditions, especially the culture of Nghe An; and maintaining national defense, security, and sovereignty over borders, seas, and islands. The vision for 2045 is for Nghe An to become a high-income province, comprehensively developed, civilized, and modern.

Strive to effectively implement socio-economic targets as outlined in Resolution No. 39-NQ/TW dated July 18, 2023, and other specialized resolutions of the Central Committee, the Politburo, national target programs, government projects, and provincial planning. Focus on implementing 39 key targets and groups of targets for the 2025-2030 period, including: 5 groups of targets on Party building and the political system; 10 groups of targets on economics, science, and technology; 17 targets on culture and society; 5 targets on the environment; and 2 targets on national defense and security.

IV- Key Tasks

Focus on implementing five key tasks to vigorously and decisively innovate leadership and guidance; concentrate on perfecting the institutions and operational mechanisms of agencies and organizations within the political system to meet the requirements of the new development phase.

V - Breakthrough in Development

1. Institutional breakthroughs: Focus on building and promulgating a comprehensive set of mechanisms and policies within the province's authority, categorized into two key areas: fostering development and removing bottlenecks and barriers, unleashing and unlocking development resources.

2. Breakthroughs in human resource development: Focus on developing human resources, especially high-quality human resources. Improve the quality of general education, vocational education, and higher education in a modern and integrated direction. Promote the training of cadres, civil servants, public employees, workers, and entrepreneurs. Attract and utilize talented individuals and highly skilled technical workers.

3. Breakthroughs in infrastructure development: Focus on developing strategic transportation infrastructure with strong connectivity and significant impact on development. Develop digital infrastructure, science and technology infrastructure, logistics, energy, multi-purpose irrigation and disaster prevention works. Develop modern urban infrastructure, essential social infrastructure and social housing.

VI. Main tasks and solutions

1. Innovate and build a clean and strong Party organization and political system; streamline and improve the quality, efficiency, effectiveness, and effectiveness of the operations of Party organizations, government agencies, the Fatherland Front, and other political and social organizations.i

Continue to improve and enhance the quality of the organizational structure, leadership capacity, political acumen, fighting spirit, revolutionary ethics, and practical skills of Party committees, Party organizations, and cadres and Party members, especially key cadres at all levels and in all sectors. Strongly innovate the methods of ideological work, and continue to extensively implement the study and emulation of Ho Chi Minh's thought, morality, and style, in conjunction with building and rectifying the Party and the political system. Innovate and improve the effectiveness of patriotic emulation movements and campaigns, linking them with the development and replication of successful models and examples of "skillful mass mobilization."

Innovate and improve the effectiveness and efficiency of government operations in a constructive and service-oriented direction. Diversify the content and methods of operation of the Fatherland Front and other political and social organizations, enhance the effectiveness of social supervision and criticism, and strengthen the great national unity.

Improve the quality of grassroots Party organizations, develop Party members and socio-political organizations at the grassroots level; pay special attention to the non-state enterprise sector and disadvantaged and unique regions.

Innovate thinking, methods, and organizational approaches in inspection and supervision work, especially proactively preventing and warning against violations. Establish a regular and comprehensive monitoring mechanism, and strengthen inspections in areas and tasks prone to violations, corruption, and negative practices.

Industrial and construction development should be oriented towards modernity, greenness, sustainability, and high added value. Priority should be given to developing industries that utilize new technologies, processing industries, and foundational industries. Labor-intensive industries should be developed rationally in the midland and mountainous regions. Policies should be implemented to develop environmental industries, supporting industries, promote industrial development, and develop small-scale industries and traditional craft villages.

Applying science and technology to enhance the capacity of the construction industry for designing, constructing, and managing large-scale projects with modern technology and complex engineering. Encouraging the development of new building materials that are energy-efficient, environmentally friendly, and meet green standards.

Adjusting agricultural production spaces, expanding concentrated commodity areas, applying safe production processes according to domestic and international standards, and strengthening supply chain linkages. Attracting businesses to invest in agriculture, supporting cooperatives, and developing the processing industry.

Developing sustainable forestry, protecting protective and special-use forests; expanding large-timber plantations associated with sustainable management certification, and forming stable raw material areas for wood processing and non-timber forest products.

Expanding the scale, improving efficiency and competitiveness of service industries, prioritizing the development of those with comparative advantages. Developing sustainable, professional, and high-quality tourism, striving to make it a key economic sector by 2030.

Continue to effectively implement the Strategy for Sustainable Development of the Marine Economy until 2030, with a vision to 2045, expanding intensive farming of high-value species; modernizing the offshore fishing fleet while ensuring national defense, security, and sovereignty over the sea and islands.

3.Developing economic zones, economic corridors, and urban areas.,rural areas in a connected, modern, and sustainable direction.

Continue to concretize and effectively implement the provincial plan for the development of key areas, economic corridors, and urban systems.

Establish a mechanism for coordinating the development of urban systems, sub-regions, and inter-communal clusters to implement planning tasks and promote integrated development.

Building new rural areas in a modern, comprehensive, and sustainable direction, linked to urbanization and preserving cultural identity.

4. Developing science, technology, innovation, and digital transformation will create new impetus for rapid and sustainable development. Qmanaging and utilizing resources effectively,Protecting the environment and proactively responding to climate change and natural disasters.

Focus on effectively implementing Resolution No. 57-NQ/TW of the Politburo, aiming to promote research and application of science and technology, and develop an innovation ecosystem. Ensure comprehensive digital transformation across all sectors to achieve the set goals.

Improve the quality of planning and implementation of plans for the efficient and proper exploitation and use of resources. Focus on protecting and developing forests sustainably, while effectively implementing land and forest allocation and ensuring sustainable livelihoods for the people.

Implement comprehensive solutions for environmental protection, waste and wastewater treatment. Increase the rate of access to clean water meeting standards in urban and rural areas. Proactively implement solutions to respond to climate change and prevent and mitigate natural disaster risks.

5. Comprehensive development of all cultural fields.Butsociety, improving the quality of human resources, people's living standards, and ensuring social progress and equity.

Continue to build and develop the culture and people of Nghe An to meet the requirements of the new era. Preserve and promote the value of traditional culture, tangible and intangible cultural heritage; promote cultural creativity, connect culture with digital technology, and make culture a soft power in development.

Specifically, focus on implementing Resolution No. 71-NQ/TW dated August 22, 2025, of the Politburo on breakthroughs in education and training development. Review, refine, and synchronously implement the province's strategies, programs, projects, and plans for education and training development until 2030, with a vision to 2045.

Specifically, we will concretize and focus on implementing Resolution No. 72-NQ/TW dated September 9, 2025, of the Politburo on some breakthrough solutions to strengthen the protection, care, and improvement of people's health. We will develop the healthcare system in a way that is comprehensive, modern, equitable, efficient, and sustainable.

Improve the effectiveness of labor and employment work and ensure social security. Focus on sustainable and inclusive poverty reduction, preventing re-poverty, especially in particularly disadvantaged areas. Fully and promptly implement policies for people with meritorious services and social security policies, gender equality, and child protection. Effectively implement the Party and State's guidelines and policies on ethnic and religious affairs.

6.Ensuring strong national defense and security.;nEnhancing the effectiveness of foreign affairs, proactively integrating comprehensively into the international community, and promoting regional development linkages.

Thoroughly and effectively implement the Party's guidelines and policies, and the State's laws and regulations on building and consolidating the all-people national defense, the all-people national defense posture, and the people's security, the people's security posture, in conjunction with building a solid foundation of public support.

Building a clean, strong, comprehensive, revolutionary, regular, elite, and modern armed force; improving the quality, level, and combat readiness of the armed forces. Increasing investment in equipment to meet the requirements for effectively carrying out civil defense tasks.

Implement comprehensively and synchronously the tasks and solutions to ensure security, prevent and combat crime, violations of the law and social evils; curb and reduce crime, traffic accidents, and fires.

Innovate thinking and methods for implementing foreign affairs and international integration comprehensively, deeply, substantively, and effectively, in accordance with the orientation set forth in Resolution No. 59-NQ/TW dated January 24, 2025, of the Politburo.
