EVALUATION OF 5 YEARS OF IMPLEMENTATION OF THE CONGRESS RESOLUTION

19th Provincial Party Congress

I- Results achieved

Implementing the Resolution of the Provincial Party Congress for the 2020 - 2025 term, in the context of many difficulties and challenges, the Party Committee has led the political system and the People to strive and achieve many important and quite comprehensive results in the following fields:

1. About xconstruction Party and political system building

Party building work in terms of politics, ideology, ethics and mass mobilization; Organizational and personnel work; Inspection, supervision work and internal affairs work, prevention and combat of corruption, waste and negativity have been focused on, strengthened, clearly innovated, and achieved positive results:

Political awareness and trust of cadres, party members and people in the Party's leadership are strengthened and enhanced.

Synchronously and promptly carry out the mobilization, rotation and assignment of cadres in conjunction with the streamlining and restructuring of the cadre team according to 2-level administrative units.

The number of newly admitted party members reached the set target, in which the rate of new party members in private enterprises increased sharply.

Complicated, prominent cases and incidents that attract public attention are regularly monitored, directed, and strictly handled.

People's Councils at all levels have many innovations, improving the quality of supervision, inspection and organization of meetings. The management and operation of the People's Committee and the work of administrative reform, digital transformation, and provision of public services have many positive changes. The Fatherland Front and socio-political organizations operate with diverse and rich content, making practical and effective contributions to the implementation of the province's political tasks.

2. About developmenteconomy, science, technology, environmental protection

The average gross regional domestic product (GRDP) growth rate is about 8.3 - 8.5%/year, higher than the growth rate in the 2016 - 2020 period.

Compared to the previous term, the GRDP scale increased by 1.7 times, the GRDP per capita increased by 1.67 times; Budget revenue reached the set target, 1.7 times; development investment expenditure increased by 1.43 times; Total social investment capital increased by more than 1.7 times.

Industry and construction developed strongly, with an average growth rate estimated at 11.85%. Services developed in a diverse manner, with an average growth rate estimated at 7.7%. Agriculture developed steadily and improved in quality, with an average growth rate estimated at 4.55%. The new rural construction program achieved many important results, and rural life was significantly improved.

The infrastructure system continues to receive investment attention, completing and putting into use many important projects. Key economic zones develop rapidly, contributing greatly to the development of the whole province. The Western region continues to develop in a sustainable direction.

The innovative startup ecosystem has initially taken shape and developed; scientific and technological potential continues to be enhanced; research activities, application of science and technology, and digital transformation are focused on.

The management and exploitation of natural resources and minerals have been rectified and improved in efficiency. Environmental protection measures, pollution prevention and treatment have been focused on, especially in industrial zones and industrial clusters.

3. On socio-cultural development

The number of schools meeting national standards exceeded the set target; the 2025 high school graduation exam results ranked first in the country; continuously maintained the top position nationwide in students achieving high results in national and international exams. The university, college, and vocational education system was restructured and innovated according to a modern model, focusing on output quality.

The work of preserving cultural values ​​has achieved many important results; Grassroots cultural activities and the movement of the whole people uniting to build a cultural life have been promoted and have made new progress in both quality and quantity. Mass physical education, sports and high-performance sports have achieved many new advances.

The health system continues to develop synchronously, improving the quality of medical examination and treatment, implementing many advanced techniques. The health insurance coverage rate reaches the national average.

Job creation, implementation of policies for meritorious people, social security, and poverty reduction have been focused on, achieving many outstanding results, including the elimination of temporary and dilapidated houses.

4. On national defense, security and foreign affairs

The province's armed forces are being cared for and built; their combined strength is increasingly enhanced. The work of managing and protecting borders, seas, and islands for security and order is being deployed synchronously, comprehensively, and effectively.

Ensure firmly, prevent the formation of "hot spots" and complicated cases, reduce crimes, social evils, smuggled goods, counterfeit goods, and poor quality goods.

Foreign affairs, international integration and regional linkages are proactively and substantially implemented, improving efficiency.

II- Limitations and causes

That is, the implementation, concretization and organization of a number of policies and resolutions of the Party in some places are not timely and not synchronous. The education and training of cadres and party members are still limited. The structure and quality of the cadre team in some places do not meet the requirements. The development of party members and the building of party organizations in special areas still face many difficulties. The inspection and supervision work is present and has not been very effective. Although administrative reform has had positive changes, it has not yet met the requirements. The supervision and social criticism activities of the Fatherland Front and socio-political organizations at the grassroots level are not very effective.

The economy has not yet made a breakthrough; GRDP per capita is still low compared to the whole country. High-tech agriculture is slow to be expanded; marine economy and tourism development are not commensurate with their potential. The application of science, technology and innovation in agencies, units and enterprises is not strong. The management of natural resources and environmental protection is not effective.

Human resources, especially highly qualified human resources and vocational skills, have not met the requirements of the labor market. Primary health care is still limited; management of private medical and pharmaceutical practices and food safety is still inadequate. Poverty reduction results are not sustainable; the poverty rate is still high. Security and order, especially non-traditional crimes, are still latent.

In addition to objective causes such as the province's specific conditions and the adverse impacts of the world political and economic situation, epidemics, natural disasters, storms and floods, there are also subjective causes.: The leadership, direction and organization of the implementation of tasks of all levels and sectors in some areas are not resolute, lack initiative and creativity. The coordination of work between departments, agencies, sectors and localities is sometimes not synchronized and delayed, especially in solving and removing difficulties for development. The work of inspection, supervision, urging and handling of responsibilities of organizations and individuals is sometimes not timely. The responsibility, enthusiasm, dynamism, creativity and professionalism in performing tasks of a number of party members, cadres, civil servants and public employees are not high.

Part Two

VIEWPOINTS, GOALS, TASKS, SOLUTIONS

TERM 2025 - 2030

I- Development perspective

Closely following the Central's viewpoints and guiding thoughts and the practical situation of the province, identify the following 5 development viewpoints:

1. Innovate development thinking, towards a more modern growth model; take science, technology, innovation and digital transformation as the main driving force; take institutional and governance innovation as leverage; take Nghe An culture and people as the foundation, create new impetus and breakthrough development.

2. Shift from breadth to depth; develop green economy, digital economy, marine economy, circular economy, high-tech industry and high-quality services. Focus on creating breakthroughs for rapid development in the Eastern region and sustainable development in the Western region of the province.

3. Link economic development with environmental protection, care for cultural, social and human development, and improve the quality of life of the people. Maintain political stability, ensure national defense and security; build a society of order, discipline, and safety for development.

4. Prioritize resources to quickly build and perfect the system of mechanisms and policies under local authority to ensure consistency, stability, clarity, transparency, and create a favorable environment and conditions for socio-economic development.

5. Party committees and organizations at all levels maintain a central role in all policy decisions. Governments at all levels strongly shift from administrative management to creation and service. Promote the strength of national solidarity and cultural and spiritual factors to create a combined strength for the development process.

II-General objectives

By 2030, Nghe An will become a fairly developed province in the country, a national growth pole; the center of the North Central region in high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics, tourism; have a synchronous and modern infrastructure system, effectively adapting to climate change; the material and spiritual life and health of the people will be constantly improved; the value of the ecosystem of forests, seas, islands, culture, history and traditions, especially the culture of Nghe An will be preserved and promoted; national defense, security and sovereignty over borders, seas and islands will be maintained. Vision to 2045, Nghe An will become a province with high income, comprehensive development, civilization and modernity.

Strive to well implement socio-economic targets according to the orientation in Resolution No. 39-NQ/TW dated July 18, 2023 and thematic resolutions of the Central Committee, the Politburo, national target programs, projects of the Government and provincial planning. Focus on implementing 39 main targets and groups of targets for the period 2025 - 2030 including: 05 groups of targets on party building and the political system; 10 groups of targets on economy, science and technology; 17 targets on culture - society; 05 targets on environment; 02 targets on national defense and security.

IV- Key tasks

Focus on implementing 5 key tasks to strongly and drastically innovate leadership and direction; focus on perfecting institutions and operating mechanisms of agencies and organizations in the political system to meet development requirements in the new stage.

V- Breakthrough development

1. Institutional breakthrough: Focus on building and synchronously promulgating mechanisms and policies under the province's authority according to two key groups: Creating development and removing bottlenecks and barriers, liberating and unblocking development resources.

2. Breakthrough in human resource development: Focus on developing human resources, especially high-quality human resources. Improve the quality of general education, vocational education, and university education in a modern and integrated direction. Promote training of cadres, civil servants, public employees, workers, and entrepreneurs. Attract and promote talents and high-tech workers.

3. Breakthrough in infrastructure development: Focus on developing strategic, connected transport infrastructure that has a major impact on development. Develop digital infrastructure, science and technology infrastructure, logistics, energy, multi-purpose irrigation and disaster prevention works. Develop modern urban infrastructure, essential social infrastructure and social housing.

Applying science and technology, improving the capacity of the construction industry to design, construct and manage large-scale projects with modern technology and complex techniques. Encouraging the development and production of new, energy-saving, environmentally friendly and green-standard construction materials.

Adjust agricultural production space, expand concentrated commodity areas, apply safe production processes according to domestic and international standards, strengthen chain linkages. Attract businesses to invest in agriculture, support cooperatives, and develop processing industry.

Developing sustainable forestry, protecting protective and special-use forests; expanding large timber plantations associated with sustainable management certification, forming stable raw material areas for wood and non-timber forest product processing.

Continue to effectively implement the Strategy for Sustainable Marine Economic Development to 2030, with a vision to 2045, expand intensive farming of high-value species; modernize offshore fishing fleets associated with ensuring national defense, security and sovereignty over seas and islands.

3.Development of economic zones, economic corridors and urban areas,rural areas in the direction of connection, modernity and sustainability

Continue to concretize and effectively implement provincial planning on developing key areas, economic corridors and urban systems.

Forming a coordination mechanism for the development of urban systems, sub-regions and inter-commune clusters to implement planning tasks and development linkages.

Building new rural areas in the direction of modernity, comprehensive and sustainable development, associated with urbanization and preservation of cultural identity.

Focus on effectively implementing Resolution No. 57-NQ/TW dated 10/01/2017 of the Politburo towards promoting research, application of science and technology, and developing an innovation ecosystem. Comprehensive digital transformation in all fields ensures the set goals.

Improve the quality of planning and implementation of plans for effective and proper exploitation and use of resources. Focus on protecting and developing sustainable forests in conjunction with good implementation of land and forest allocation and ensuring sustainable livelihoods for people.

Synchronously implement solutions to protect the environment, treat waste and wastewater. Increase the rate of clean water supply meeting standards in urban and rural areas. Proactively deploy solutions to respond to climate change, prevent and mitigate natural disaster risks.

5. Comprehensive development of cultural fields-society, improve the quality of human resources, people's lives and ensure social progress and justice

Continue to build and develop Nghe An culture and people to meet the requirements of the new era. Preserve and promote traditional cultural values, tangible and intangible cultural heritage; promote cultural creativity, connect culture with digital technology, and turn culture into a soft power in development.

Concretize and focus on implementing Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development. Review, complete and synchronously deploy strategies, programs, projects and plans for education and training development of the province until 2030, with a vision to 2045.

Concretize and focus on implementing Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health. Develop the health system in a synchronous, modern, equitable, effective and sustainable direction.

Improve the efficiency of labor, employment and social security work. Focus on sustainable and inclusive poverty reduction, limit re-poverty, especially in communes in particularly difficult areas. Fully and promptly implement policies for people with meritorious services and social security policies, gender equality, and protection of children's rights. Effectively implement the Party and State's policies and guidelines on ethnic and religious affairs.
