People from Nghe An living away from home have high expectations for the 20th Congress of the Nghe An Provincial Party Committee, term 2025-2030.

Like many people in the province, those from Nghe An living away from home place much faith and hope in the 20th Congress of the Nghe An Provincial Party Committee, term 2025-2030, hoping that it will make new decisions, continue to open up the right and effective path, contributing to the further development of Nghe An province and the increasingly prosperous and happy lives of its people.

Like many people in the province, those from Nghe An living away from home place much faith and hope in the 20th Congress of the Nghe An Provincial Party Committee, term 2025-2030, hoping that it will make new decisions, continue to open up the right and effective path, contributing to the further development of Nghe An province and the increasingly prosperous and happy lives of its people.

Over the past period, the Nghe An Hometown Association in Ho Chi Minh City has carried out many practical activities, strengthening the bond between people living far from home and their homeland, such as: promptly launching and organizing fundraising and support for compatriots in their hometowns affected by natural disasters and floods, sharing difficulties with families facing hardship and misfortune. Especially during the Covid-19 pandemic, the Association coordinated relief efforts and organized many flights to bring people from southern provinces back home safely and stabilize their lives.

Responding strongly to programs launched by Nghe An province, the Association annually calls for support and builds hundreds of charitable and compassionate houses for poor households with a total amount of tens of billions of VND, supporting education and talent promotion programs, including supporting poor students in mountainous areas through the "Warm Clothes for Children" and "Supporting Students to School" programs.

In particular, the Hometown Association contributed 2.5 billion VND to the construction of My Ly Primary School (formerly Ky Son district), and the Business Association donated 1 billion VND to build a boarding house for ethnic minority students... contributing to creating better learning conditions for children of people in mountainous areas. In 2025, the Association launched and coordinated with benefactors to raise 4.3 billion VND for flood victims.

In addition, the Association regularly gathers and assists children from Nghe An living away from home in their studies, job searching, and stabilizing their material and spiritual lives; it also organizes many activities to exchange and connect with hometown associations in other provinces, strengthening solidarity and cohesion within the community.

Looking forward to the 20th Congress of the Nghe An Provincial Party Committee, term 2025-2030, people from Nghe An living abroad hope that: Provincial leaders will continue to pay attention to the community of people from Nghe An living away from home, maintain regular meetings, and create a bridge to strengthen their ties with their homeland. They also hope for timely information on the province's economic, cultural, and social situation so that people living away from home can stay informed and participate in the overall development.

Furthermore, the province creates favorable conditions for businesses, entrepreneurs, and dedicated individuals from Nghe An to return to invest, produce, and conduct business, contributing to the development of their homeland. Continuing to uphold the tradition of unity and innovation, the province aims to build a sustainably developing Nghe An, worthy of being the homeland of the beloved President Ho Chi Minh, so that every son and daughter living away from home can always feel proud, connected, and ready to contribute to the common cause.

We – the people of Nghe An living and working far from home – always look towards this land of rich history and talented people with all our love and pride. We believe that, under the leadership of the Provincial Party Committee, the 20th Provincial Party Congress will usher in a new era of development, making Nghe An increasingly prosperous, beautiful, and civilized. This is also the motivation for each of us living far from home to become more connected, united, and contribute even more to our homeland.

The Nghe Tinh Business Association in Ho Chi Minh City was established in late 2004 and officially began operations in early 2005. Over 20 years of formation and development, from over 30 members, the Association has now gathered nearly 500 members, including leaders and business owners from Nghe An and Ha Tinh provinces.

In line with the Association's operational direction and the aspirations of all its members, we strive to overcome the difficulties and challenges of the market economy to develop our businesses, enrich ourselves, fulfill our obligations to the State, and contribute to building Ho Chi Minh City, a civilized and compassionate city named after the infinitely beloved President Ho Chi Minh.

In addition, businesses and entrepreneurs, with the tradition of loyalty and affection of the people of Nghe An, always turn their attention to their homeland with responsible actions.

Over the past period, the Association has effectively fulfilled its role in connecting and truly serving as a common home for the business community and entrepreneurs from Nghe An province in Ho Chi Minh City. In particular, through the Association's activities in connecting, promoting trade, cooperation, and investment, many investment projects have been implemented and have proven effective in Nghe An, specifically: Saigon Beer Factory, Sabeco Packaging Factory of Saigon Beer, Beverage and Soft Drink Joint Stock Company, Hoa Sen Steel Sheet Factory of Hoa Sen Group, Nghe An Eye Hospital, Nghe An Provincial General Hospital Phase 2, and several projects of Tuan Loc Investment Joint Stock Company, Eurowindow, etc.

Furthermore, member businesses of the Association have recruited, trained, and provided employment for tens of thousands of workers from Nghe An province in general and Nghe An province in particular. In addition, the Association has actively participated in social welfare and charitable activities, supporting people in their hometowns in preventing and overcoming the consequences of natural disasters, storms, floods, epidemics, and in building new rural areas, amounting to tens of billions of VND.

Building on the achievements of the past, in the upcoming 2025-2030 term, the Nghe Tinh Business Association in Ho Chi Minh City will proactively innovate its operating methods with the goal of bringing practical benefits to its members and actively contributing to the socio-economic development of its homeland.

First and foremost, the Association will continue to play a role of fostering deep and targeted connections with provincial departments and agencies, actively participating in introducing and promoting the economic development potential and investment opportunities of Nghe An to new businesses and investors in Ho Chi Minh City, the southern provinces, and internationally; effectively acting as a bridge to introduce, guide, and facilitate businesses and investors to invest in Nghe An. At the same time, the Association will continue to work alongside the locality in participating in social welfare activities with specific and practical goals.

At the same time, the Association hopes that, in the spirit of the "four pillars," especially Resolution 68 of the Politburo on the development of the private economy, the leaders of Nghe An province will continue to pay attention to, support, and accompany businesses and investors in a substantive and responsible manner. In particular, the province needs special preferential mechanisms and policies to attract investors in the fields of technology, agriculture, and green and clean environment… It should also provide timely and appropriate encouragement and support to businesses that operate efficiently or have made achievements in building and developing the Association, contributing to social welfare, and creating favorable conditions for the Nghe Tinh business community and entrepreneurs in Ho Chi Minh City to contribute more and accompany the development of their homeland, Nghe An.

The 20th Congress of the Nghe An Provincial Party Committee, for the 2025-2030 term, holds special significance in the era of national development. We expect the Congress to formulate a strategic vision, laying the groundwork for the province to successfully achieve its goal of building Nghe An into a relatively prosperous province of the country, a national growth pole by 2030, confidently joining the rest of the country in entering an era of strong, civilized, and prosperous development.

We overseas Vietnamese are delighted that the Party and State affirm that Vietnamese people abroad are an inseparable part of the Vietnamese nation, an important bridge between Vietnam and the world. For Nghe An province, in recent times, the Provincial Party Committee has issued many directives, resolutions, and plans to concretize the Central Government's documents on the work with overseas Vietnamese, including specific orientations such as: "Actively participate in mobilizing and gathering overseas Vietnamese, especially those from Nghe An, to turn towards their homeland and contribute to building and protecting the Fatherland..."; "Effectively carry out the work of mobilizing, gathering, and attracting people from Nghe An living and working abroad to contribute to building their homeland"...

In addition, every year Nghe An province organizes the program "Meeting with overseas Vietnamese returning home to celebrate the traditional Lunar New Year" and receives enthusiastic participation from hundreds of people from Nghe An who are working, living, and studying in countries around the world. At these meetings, provincial leaders inform about the socio-economic development situation, preferential policies for the Vietnamese community abroad, especially investment incentives.

Like other overseas Nghe An residents, I hope that through the 20th Provincial Party Congress, for the 2025-2030 term, Nghe An province will continue to have many diverse, practical, and effective activities in investing in and developing our homeland. In particular, overseas residents are very pleased that the draft document of the 20th Party Congress proposes: Building a mechanism to attract and promote the role of intellectuals, entrepreneurs, and overseas Nghe An residents both domestically and internationally in investment, technology transfer, entrepreneurship, and innovation, contributing to the province's development. Forming a global network of Nghe An experts to mobilize intellectual resources and connect international resources to serve the development of our homeland, as outlined in the draft document of the 20th Party Congress.

We hope that Nghe An province will continue to refine its policies and guidelines to suit the realities of the country, as well as Nghe An itself; and develop specific policies for people from Nghe An living abroad, giving them the conditions and opportunities to return to their homeland to invest, develop the economy, and contribute to the further development of their hometown.

From July 1st, 2025, the entire country will implement a two-tiered local government system, abolishing the district level, meaning there will no longer be cities, towns, or townships as administrative units. This raises entirely new issues in urban development, not only for Nghe An but for many other localities as well.

In Nghe An province specifically, the new model means there will no longer be administrative units named Vinh City, Hoang Mai town, Thai Hoa town, or the entire system of townships as before. Currently, two important laws are being reviewed for amendment: the Planning Law and the Urban and Rural Planning Law. Regarding the Urban and Rural Planning Law, we propose that the Government amend it to suit the current context, first and foremost by reviewing and clarifying the concept of "urban area".

For example, Vinh will no longer be considered a "city" in its administrative designation, but will be defined as an "urban area" or "Vinh city." This urban area will be directly managed by provincial-level leaders, while the six wards will act as "extensions," serving as the final administrative level. This approach ensures unified management while creating conditions for developing comprehensive, long-term development strategies, aiming to become a regional center in the North Central region. Similarly, the former towns of Hoang Mai and Thai Hoa should also be defined as "urban areas," with provincial leaders directly in charge and providing overall guidance.

In addition, other areas designated for development into cities and towns according to the Provincial Planning for the period 2021-2030, with a vision to 2050, such as Dien Chau, Do Luong, Con Cuong, etc., also need to be considered in the development strategy according to the urban regional system when there is no longer a district level.

Similarly, for commune-level units in the province, to increase the urbanization rate, I believe the method should be based on linkages between communes, forming new centers by selecting a focal point for investment and development into an urban area. On that basis, gradually forming large cities in the future, linked to the planned development axes.

I believe that the 2025-2030 term is a very important one for Nghe An. With this congress, and with the Politburo's Resolution 39 already in place, Nghe An is opening up a path towards the vision of 2045, when our country will essentially become a modern industrialized nation. So, what development challenges will the province face in the coming term?

The first,That is sustainable development, based on green growth.Monday,We must develop steadily in all areas: socio-economic, security, defense, and many other issues.

In numerous international strategic forecasts or documents, the timeframes of 2030 and 2045 indicate that the world will focus its development strongly in three directions:The first,Development is based on a very strong digital transformation;Monday,Prioritizing food security and energy security;Tuesday,Continuing green growth, aiming for net emissions of zero by 2050. If Nghe An focuses on development in these directions, the province will not only become a developed locality in Vietnam but also demonstrate full international integration.

We have many favorable conditions and potentials, strengths in geography and resources. These have contributed to the province's development in recent years. However, there are still many potentials and advantages that we have not fully utilized.

Nghe An is a land of culture, a land of great intellect and a long-standing tradition of learning. We also have a revolutionary tradition, with a very strong spirit that has enabled us to carry out revolutions throughout history. Therefore, in this term, with a sound political report combined with a very strong action program, I hope that Nghe An will achieve these goals and become a rich and strong province. That is also my wish to this congress.
