Like many people in the province, Nghe An people living far from home have placed their trust and expectations in the 20th Congress of Nghe An Provincial Party Committee, term 2025-2030, which will have new policies, continue to open up the right and correct direction, contributing to the further development of Nghe An province, and the people's lives becoming more prosperous and happy.

Like many people in the province, Nghe An people living far from home have placed their trust and expectations in the 20th Congress of Nghe An Provincial Party Committee, term 2025 - 2030, which will have new decisions, continue to open up the right and correct direction, contributing to the further development of Nghe An province, and the people's lives becoming more prosperous and happy.

In recent times, the Nghe An Association in Ho Chi Minh City has had many practical activities, connecting the feelings of people far from home with their homeland such as: promptly launching and organizing donations, supporting compatriots in the homeland when suffering from natural disasters, floods, sharing difficulties with families in difficulty and misfortune. Especially during the Covid-19 pandemic, the Association has coordinated relief and organized many flights to bring people from the southern provinces back to their homeland safely and stabilize their lives.

Responding strongly to the programs launched by Nghe An province, every year, the Association has called for support and built hundreds of houses of gratitude and charity for poor households with a total amount of tens of billions of VND, supporting the program of encouraging learning and talent, including supporting poor students in mountainous areas through the programs "Warm clothes for children" and "Support to go to school".

In particular, the Association of Fellow Countrymen contributed to the construction of My Ly Primary School (former Ky Son district) worth 2.5 billion VND, the Business Association supported 1 billion VND to build boarding houses for ethnic minority students... contributing to creating better learning conditions for children of ethnic minorities in mountainous areas. In 2025, the Association launched and coordinated with benefactors to support 4.3 billion VND for flood victims.

In addition, the Association also regularly gathers and helps Nghe An children living far from home in studying, finding jobs, stabilizing their material and spiritual lives; at the same time, it organizes many exchange activities, connecting with fellow countrymen associations of other provinces, strengthening solidarity and cohesion in the community.

Towards the 20th Congress of the Nghe An Provincial Party Committee, term 2025 - 2030, the Nghe An people living far from home wish: The provincial leaders continue to pay attention to the Nghe An community living far from home, maintain regular meetings, create a bridge for people to be more attached to their homeland. Regularly provide timely information on the economic, cultural, social situation... of the province so that the people living far from home can grasp and accompany the common development.

In addition, the province creates favorable conditions for businesses, entrepreneurs and enthusiastic people from Nghe An to return to invest, produce, do business, and contribute to the construction of their homeland. Continue to promote the tradition of solidarity, innovation, and build Nghe An to develop sustainably, worthy of being the homeland of beloved President Ho Chi Minh, so that each child far from home is always proud, attached and ready to contribute to the common cause.

We - the children of Nghe An living and working far from home - always look towards the land of talented people with all our love and pride. We believe that, under the leadership of the Provincial Party Committee, the 20th Provincial Party Congress will open a new stage of development, making Nghe An increasingly rich, beautiful and civilized. This is also the motivation for each child far from home to be more attached, united, accompany and contribute more to the homeland.

Nghe Tinh Business Association in Ho Chi Minh City was established in late 2004 and officially started operating in early 2005. After 20 years of formation and development, from more than 30 members to date, the Association has gathered nearly 500 members who are leaders and business owners from Nghe An and Ha Tinh.

In the Association's operational orientation as well as the wishes of all members, it is always to strive to rise up, overcome the difficulties and challenges of the market economy to develop businesses, enrich themselves, fulfill their obligations to the State, and contribute to building Ho Chi Minh City, a civilized and affectionate city named after beloved Uncle Ho.

Besides, businesses and entrepreneurs with the tradition of loyalty and affection of Nghe An people always turn to their homeland with responsible actions.

In recent times, the Association has performed well its connecting role and has truly been a common home for the business community and entrepreneurs of Nghe An in Ho Chi Minh City. In particular, through the Association's trade promotion, cooperation and investment connection activities, many investment projects have been implemented and effectively promoted in Nghe An, specifically: Saigon Beer Factory, Sabeco Packaging Factory of Saigon Beer Alcohol Beverage Joint Stock Company, Hoa Sen Steel Factory of Hoa Sen Group, Nghe An Eye Hospital, Nghe An Provincial General Hospital Phase 2, a number of projects of Tuan Loc Investment Joint Stock Company, Eurowindow...

At the same time, the Association's member enterprises have received, trained and created jobs for tens of thousands of workers who are children of Nghe An in general and Nghe An in particular. In addition, the Association has actively participated in social security and volunteer activities, supporting the people of the homeland to prevent and overcome the consequences of natural disasters, storms, floods, epidemics, and build new rural areas,... amounting to tens of billions of VND.

Promoting the results achieved in the past time, in the upcoming term 2025 - 2030, Nghe Tinh Business Association in Ho Chi Minh City will proactively innovate its operating methods with the goal of bringing practical efficiency to members and actively accompanying the socio-economic development of the homeland.

First of all, the Association will continue to play a role of deep connection and specific goals with the departments and branches of the province, actively participating in introducing and promoting the economic development potential and investment opportunities of Nghe An to new businesses and investors in Ho Chi Minh City and the southern provinces and internationally; playing a good role as a bridge to introduce, guide and create favorable conditions for businesses and investors to invest in Nghe An. At the same time, the Association will continue to accompany the locality to participate in social security activities with specific and practical goals.

At the same time, the Association hopes that in the spirit of the "four pillars", especially Resolution 68 of the Politburo on private economic development, the leaders of Nghe An province will continue to pay attention to supporting and accompanying businesses and investors in a practical and responsible manner. In particular, the province needs to have special incentive mechanisms and policies to attract investors in the fields of technology, agriculture, green and clean environment, etc. Timely and appropriately pay attention and encourage businesses that produce and trade effectively or have achievements in building and developing the Association, contributing to social security, creating favorable conditions for the business community and businessmen of Nghe Tinh in Ho Chi Minh City to contribute more and accompany the development of their homeland, Nghe An.

The 20th Congress of the Nghe An Provincial Party Committee, term 2025 - 2030, is of special importance in the era of national development. We expect the Congress to outline a strategic vision, laying the foundation for the province to successfully implement the goal of building Nghe An province into a fairly developed province of the country, a national growth pole by 2030, confidently entering the era of rich, civilized and prosperous development with the whole country.

We, the overseas Vietnamese, are very happy when the Party and the State affirm that overseas Vietnamese are an inseparable part of the Vietnamese people, an important bridge between Vietnam and the world. Regarding Nghe An province, in recent times, the Provincial Party Committee has issued many directives, resolutions, and plans to concretize the Central's documents on overseas Vietnamese affairs, including specific directions, such as: "Actively participate in mobilizing and gathering overseas Vietnamese, especially Nghe An people, to turn towards the homeland, contribute to building and protecting the Fatherland..."; "Do a good job of mobilizing, gathering, and attracting Nghe An people living and working abroad to turn towards building the homeland"...

At the same time, Nghe An province annually organizes the program "Meeting overseas Vietnamese returning to their homeland to celebrate the traditional New Year" and receives enthusiastic participation from hundreds of Nghe An people who are working, living and studying in countries around the world. At the meetings, provincial leaders inform about the socio-economic development situation, preferential policies for the Vietnamese community abroad, especially investment incentives.

I, as well as overseas Vietnamese from Nghe An, hope that through the 20th Provincial Party Congress, term 2025 - 2030, Nghe An province will continue to have many diverse, practical and effective activities in investing in building and developing the homeland. In particular, overseas Vietnamese are very happy when the draft documents of the 20th Party Congress propose: Building a mechanism to attract and promote the role of intellectuals, businessmen, and overseas Vietnamese from Nghe An at home and abroad in investment, technology transfer, start-ups, innovation, contributing to the development of the province. Forming a global network of experts from Nghe An to mobilize brainpower, connecting international resources to serve the development of the homeland as the spirit of the draft documents of the 20th Party Congress proposes.

We hope that Nghe An province will continue to improve policies and strategies that are suitable to the reality of the country, as well as Nghe An; build separate policies for Nghe An people living abroad to have the conditions and opportunities to return to their homeland to invest, develop the economy, and build their homeland to develop more and more.

From July 1, 2025, the whole country will implement a two-level local government, abolishing the district level, meaning there will be no more cities, towns, and townships according to administrative units. This raises completely new issues in urban development, not only for Nghe An but also for many other localities.

In Nghe An alone, the new model means that there will no longer be administrative units named Vinh city, Hoang Mai town, Thai Hoa or the entire town system as before. Currently, two important laws are being studied for amendment: the Planning Law and the Urban and Rural Planning Law. In particular, with the Urban and Rural Planning Law, we propose that the Government amend it to suit the current context, first of all, it is necessary to review and clarify the concept of "urban".

For example, Vinh is no longer an “urban area” by administrative title but will be identified as an “urban area” or “Vinh city”. This urban area will be directly led by provincial leaders, while the 6 wards will play the role of “extended arms”, the final administrative level. This approach both ensures unified management and opens up conditions for building comprehensive, long-term development orientations, becoming the center of the North Central region. Similarly, Hoang Mai town and Thai Hoa town in the past should also be identified as “urban areas”, with provincial leaders directly in charge and in general direction.

In addition, other areas identified to be built into cities and towns according to the Provincial Planning for the period 2021 - 2030, with a vision to 2050 such as Dien Chau, Do Luong, Con Cuong... also need to be calculated in the development strategy according to the urban system when there is no longer a district level.

For the commune-level units of the province, to increase the urbanization rate, I think the method is based on the connection between communes, forming new centers by choosing a focal point to invest in urban development. On that basis, gradually form large cities in the future, linked to the planned development axes.

I think the 2025-2023 term is a very important term for Nghe An. With this congress, when Nghe An has Resolution 39 of the Politburo, it is opening a direction towards the vision of 2045, when our country basically becomes a modern industrialized country. So, what development issues will the province face in the coming term?

The first,It is sustainable development, based on green growth.Monday,We must develop steadily in all areas of socio-economy, security, defense, and many other issues.

In many strategic forecasts or international strategic documents, the two time frames are 2030 and 2045, the world will focus on strong development in 3 directions:The first,development based on very strong digital transformation;Monday,attach importance to food security and energy security;Tuesday,continue green growth, bringing net zero emissions by 2050. If Nghe An focuses on developing in these directions, the province will not only become a developed locality of Vietnam but also demonstrate full international integration.

We have many conditions and potentials, geographical and resource advantages. These have partly contributed to the development of the province in the past time. However, there are still many potentials and advantages that we have not fully utilized.

Nghe An is a land of culture, a land of great intelligence and a long tradition of learning. We are also a place with a revolutionary tradition, with a very strong spirit to carry out revolutions up to now. Therefore, in this term, with a correct political report, combined with a very strong action program, I hope that Nghe An will achieve the above goals, becoming a rich and strong province. That is also my wish to this congress.
