Some issues that need attention in directing and guiding personnel preparation for Party Congresses at all levels for the 2025 - 2030 term
One of the important issues in the preparation for Party Congresses at all levels is the personnel work at the Party Committee level. Besides the advantages, there are difficulties at the grassroots level that need specific direction and guidance to meet the requirements of personnel innovation at the Party Congresses at all levels in the next term.

Be proactive early
The quality of the Party Committee team plays a decisive role in the quality and effectiveness of leadership, ensuring the completion of tasks for the entire term in each Party organization. Therefore, the work of preparing personnel for the 2025 - 2030 congress term is proactively carried out by Party Committees at all levels in the province "from afar, from early on".
In addition to paying attention to the work of training and fostering qualified cadres in terms of professional qualifications and political theory; from the province to the grassroots level, review and supplement the planning for the 2025 - 2030 term right from the end of 2023 and another review and supplement plan in early 2024. Currently, Party committees at all levels are also continuing to review and supplement the planning to prepare personnel for the congress for the 2025 - 2030 term with the province's required milestone of completion in October 2024. The Provincial Party Committee and Party committees of some localities such as Vinh city, Yen Thanh, Nghia Dan, Hung Nguyen, Con Cuong... have organized the mobilization, rotation, and arrangement of a number of positions and job titles at a number of provincial-level departments, branches, and sectors and district-level departments, branches, sectors, and unions, along with a number of key positions at the grassroots level.

Preparations for congresses at all levels leading up to the 14th National Party Congress are currently being focused on and directed by Party committees at all levels in Nghe An according to procedures and progress.
At Nghi Lam Commune Party Committee (Nghi Loc District), the commune Party Committee has thoroughly grasped and implemented the directives and instructions; at the same time, completed the establishment of sub-committees, including the document sub-committee, personnel sub-committee, propaganda sub-committee and congress service sub-committee. Currently, the commune Party Committee is focusing on directing and directly working with Party cell committees, reviewing personnel to prepare for the congresses of subordinate Party cells with a completion date of December 2024; electing the village chief first with the requirement that the village chief be a Party member to introduce him to the Party cell committee and electing him to hold the position of deputy secretary of the Party cell, taking on the responsibility of village chief.
Comrade Tran Van Binh - Secretary of Nghi Lam Commune Party Committee said: Regarding the grassroots Party Committee, in terms of personnel, the advantage is that the team of cadres and civil servants has been given attention in training. Of the total 23 positions of full-time cadres and civil servants, there are currently 19 people with university degrees or higher, 4 people with intermediate degrees; 23/23 people have intermediate political qualifications. The viewpoints and guiding ideas for building personnel for the new term 2025 - 2030 are closely followed by the Party Committee in the spirit of innovation in cadre work and personnel work of the Central, Nghe An Provincial Party Committee and Nghi Loc District Party Committee in order to build a team of Party Committees for the new term with sufficient standards, capacity, prestige, meeting the requirements of tasks in the new situation.

In Yen Thanh district, from the beginning of 2024 up to now, the district has organized the mobilization and rotation of 8 cadres; including the mobilization and rotation of 4 district-level department and branch heads to take on key positions at the commune level; the mobilization and rotation of 2 grassroots cadres to become district civil servants and the mobilization and rotation of 1 key cadre of a merged commune to a non-merged commune, and the rotation of 1 district-level cadre.
This mobilization, rotation and arrangement, according to comrade Nguyen Thi Kim Anh - Deputy Head of the District Party Committee's Organization Board, aims to strengthen the direction of the Party Congress for the grassroots, and stabilize the organizational structure to build a personnel plan, especially building a team of key cadres at all levels with capacity, qualifications, prestige, and leadership to effectively implement the resolutions of the new term congress.

The Party Committee of Tang Thanh Commune (Yen Thanh District) is also focusing on the preparation for the Party Congress at all levels for the 2025-2030 term, step by step, with quality requirements. In the immediate future, the direction is to elect hamlet chiefs with the goal of 100% of hamlet chiefs being party members to be introduced for election to the Party cell committee for the 2025-2027 term.
Regarding personnel for the commune Party Committee, comrade Le Manh Giam - Secretary of the Party Committee of Tang Thanh Commune said: Currently, 100% of full-time cadres and civil servants of the commune have university degrees and intermediate political qualifications; non-professional workers have 70% of university degrees and 50% of intermediate political qualifications. Therefore, in terms of standards and conditions, the source for building Party Committee personnel for the new term is very reassuring. However, in the process of building the Party Committee and Standing Committee personnel project for the next term, the Standing Committee and Standing Committee of the Commune Party Committee have met and agreed on the view that, in addition to ensuring standards and conditions, it is necessary to focus on the capacity and enthusiasm of cadres, while at the same time training successor cadres to include in the personnel project.

Some issues need specific guidance
Personnel work for Party Congresses at all levels leading up to the 2025-2030 National Congress of the Party, in general, is basically favorable when the training and planning of cadres are systematically implemented at all levels. However, the new point of Directive No. 35, dated June 14, 2024 of the Politburo on Party Congresses at all levels leading up to the 14th National Congress of the Party, with the orientation of arranging the structure of the Standing Committee of the Party Committee at the commune level including the following positions: Secretary, Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Chief of Police, Military Commander, Chairman of the Fatherland Front Committee; but there are only 5 Standing Committees.
Currently, localities in Nghe An are implementing the model of secretary concurrently being chairman of the People's Council, or permanent deputy secretary concurrently being chairman of the People's Council, deputy secretary concurrently being chairman of the People's Committee. Thus, in addition to the three key positions of secretary, chairman of the People's Council; permanent deputy secretary and deputy secretary, chairman of the People's Committee of the commune being "rigidly" structured into the standing committee of the commune-level Party Committee; the remaining three positions of police chief, military commander and chairman of the Fatherland Front Committee of the commune have only two positions being structured as permanent positions.

The issue of choosing which position is a concern at the grassroots level, requiring specific guidance and direction from all levels, and each grassroots Party Committee must also promote initiative and consider objectively, arranging positions based on the job, not people.
In addition to the above concerns, the two positions of police chief and military commander of the commune are not included in the planning of the Standing Committee, while some localities have completed the review and supplement of the second cadre planning in 2024, and the current planning is sufficient. This is also an issue that needs to be thoroughly addressed so that the personnel work of the congress meets both practical requirements and Party regulations.

As well as the difficulties at the grassroots level, according to comrade Nguyen Tri An - Deputy Head of the Vinh City Party Committee's Organization Committee: Directive No. 35 of the Politburo stipulates that the age of candidates for re-election to the Party Committee must have at least half of their term (30 months) of service remaining; meanwhile, through review, there are currently in the city a number of heads of political and social organizations in wards and communes who are "rigidly" structured in the Party Committee but have less than 30 months of service remaining. People in this case are not eligible to transfer to civil servants and if they transfer to "semi-" full-time positions, it will be disadvantageous for the cadres. Currently, the Vinh City Party Committee's Organization Committee is reviewing, synthesizing, and proposing to competent authorities to pay attention to policies and mechanisms on cadres for this group.
Directive No. 35 of the Politburo sets out requirements for personnel work to ensure the succession, innovation and continuous development of the staff; to promote and attach importance to quality, have reasonable quantity and structure, and strengthen in important and crucial positions, areas and fields.
Directive 35 of the Politburo also emphasized: The new Party Committee must be exemplary in political mettle, intelligence, qualities, ethics, lifestyle, capacity, and prestige; truly central, united, clean, strong, unified in will and action; have steadfast political mettle, vision, innovative thinking, closely connected with the people; have leadership and governing capacity, and high fighting strength, meeting the requirements of tasks in the new development stage to successfully implement the resolutions of Party congresses at all levels and the Resolution of the 14th National Party Congress.
