Minh Hop commune was established by merging the communes of: Minh Hop (old), Van Loi, and Ha Son.

For the 2025-2030 term, Minh Hop commune has identified five key tasks and main solutions across various fields to achieve an average per capita income of 62.1 million VND/year by 2030; strive to meet the new rural standards by 2030; and reduce the poverty rate by an average of 1-1.5% annually.

Minh Hop commune has identified three breakthroughs: improving the quality of its cadres, civil servants, and public employees; leading and promoting the application of science, technology, innovation, and comprehensive digital transformation across all sectors, fields, agencies, and units; and focusing on prioritizing investment in the development of key agricultural and forestry products with competitive advantages, linked to processing and product consumption.

Quynh Van commune was established by merging the communes of: former Quynh Van, Quynh Tan, and Quynh Thach.

For the 2025-2030 term, Quynh Van commune has identified three development perspectives, key tasks, and main solutions in various fields to strive to achieve advanced new rural standards by 2028, ranking among the top developed communes in Nghe An province.

Quynh Van commune has identified three breakthrough areas: strengthening investment attraction and infrastructure development, especially transportation and industrial park infrastructure; effectively implementing administrative reforms and digital transformation, building a team of highly qualified and responsible officials; and leveraging the internal strengths of the people and the aspirations of officials, civil servants, and citizens to create a strong impetus for development.

At the conference, members of the Task Force and leaders of various departments and agencies analyzed and provided feedback on the content of the commune's congress documents. Specifically, they suggested the need to develop a zoning plan for the commune for the period 2025-2030, oriented towards urbanization, utilizing land resources to create urban development plans; more effectively exploiting the value of forests, possibly through ecotourism; and attracting investment.

Concluding the conference, Provincial Party Secretary Nguyen Duc Trung acknowledged and highly appreciated the sense of responsibility, initiative, and efforts of the Standing Committee, the Executive Committee, and the Party Committees of the three communes: Quy Chau, Minh Hop, and Quynh Van in leading, directing, and organizing the preparation of the congress contents in the context of having to operate the new commune-level administrative units.

The preparation of congress documents was carried out seriously, thoroughly, and meticulously by the communes, demonstrating the determination of each locality and basically meeting the requirements; at the same time, it is requested that the communes seriously consider the opinions of the members of the Working Group, departments, and agencies to finalize the Draft Political Report and the Draft Resolution of the congress.

Provincial Party Secretary Nguyen Duc Trung stated that the themes of the commune-level congresses were too long, lacked focus, and did not reflect the determination of the commune-level Party committees in the next term; they needed to be edited to be more concise and comprehensive.

From a development perspective, it is necessary to clearly demonstrate solutions for implementing the four "pillar" resolutions of the Politburo and digital transformation in Party agencies according to the local situation. In addition, it is necessary to review and select targets that are more appropriate to the requirements of the new term.

Regarding the direction, tasks, and solutions for the next term, the Provincial Party Secretary requested that localities continue to focus on reviewing, arranging, and assigning cadres in Party and government agencies to effectively implement the two-tiered local government model in the spirit of efficiency, effectiveness, and effectiveness.

The staff must be sufficient in number and quality, commensurate with the tasks, possess innovative thinking, a sense of responsibility, and the courage to think, act, take responsibility, and make sacrifices for the common good.

Local authorities must focus on reviewing planning to ensure consistency, build upon the previous general planning of the district-level unit, adjust it to suit new requirements, and ensure connectivity with other regions and areas.

The Provincial Party Secretary also requested that localities review and improve the infrastructure and network of educational and medical facilities to better meet the needs of the people; and at the same time, pay attention to attracting human resources in this field. They should leverage cultural and historical values, as well as existing potential and advantages in the area, to achieve development goals.

Effectively utilize and exploit resources, especially capital from national target programs. Pay attention to the application of science and technology, innovation, digital transformation, and promote the participation of people in these activities; in particular, focus on creating conditions and supporting people to access digital transformation conveniently, quickly, and effectively.

Regarding breakthroughs, Quy Chau commune needs to carefully consider identifying tourism as its main economic sector to suit the actual situation. In addition, a review is needed to ensure that the targets included in the Draft Resolution are realistic.

For Minh Hop commune, it is necessary to review the three key breakthroughs to better suit the commune's development requirements. Regarding tasks and solutions, it is necessary to identify suitable crop conversion and environmental protection solutions.

For the next term and the longer term, Quy Chau commune needs to set a development goal of becoming the center of the Northwest region, linked to development planning based on a comprehensive review and assessment; efficient land use; investment in infrastructure development; planning should be linked to reviewing and arranging residential areas rationally; and strengthening linkages with neighboring communes and other regions.

Regarding Quynh Van commune, the Provincial Party Secretary stated that the commune's development goals need to be clearly defined, aiming to become a relatively developed commune within the province.

Provincial Party Secretary Nguyen Duc Trung also requested that the three communes of Quy Chau, Minh Hop, and Quynh Van develop action programs to implement the Resolution of the Party Congress, including specific tasks, plans, and projects, focusing on key priorities and arranging them for implementation.
