Focus on attracting investment to develop An Chau comprehensively.
The An Chau Commune Party Congress will take place on August 14th. With the spirit of "Unity - Democracy - Creativity - Breakthrough - Development," the officials and people of An Chau commune trust and expect the Commune Party Committee to continue leading the comprehensive development of the locality in the new term.

An Chau commune was established by merging the entire area and population of Dien An, Dien Trung, Dien Tan, and Dien Thinh communes (formerly Dien Chau district) according to Resolution No. 1678/NQ-UBTVQH15, dated June 16, 2025, of the Standing Committee of the National Assembly. After the reorganization, An Chau commune has an area of 34.87 km2 and a population of 43,437 people, of which 7,794 are Catholic, accounting for 17.94%. The commune's Party Committee currently has 59 subordinate Party organizations with 1,412 Party members.
During the 2020-2025 term, despite facing many difficulties and challenges, with the spirit of unity and high determination of the entire political system, and the consensus of all strata of the people, the Party Committees of the communes before the merger into An Chau commune today have strived to overcome these challenges and focused on leading the successful implementation of the goals and tasks set forth in the Resolution of the Party Congress for the 2020-2025 term.
The Party Committee of An Chau commune has always paid attention to and implemented Party building and the political system in a comprehensive and effective manner. In particular, the subordinate Party branches and committees have focused on effectively carrying out political and ideological education, contributing to enhancing the political acumen, leadership capacity, and fighting strength of Party organizations and cadres and Party members, especially key officials at all levels. Party grassroots organizations continue to be strengthened; the content and form of Party branch meetings have been innovated, and their quality has improved.
In addition, the Party Committee focused on leading and directing the reform of the growth model; the economic structure shifted towards gradually reducing the proportion of agriculture, forestry, and fisheries, and increasing the proportion of industry, construction, and services.
The scale of economic development continues to expand. The total value of production in the period 2021-2025 (at current prices) is estimated to increase by an average of 9.24%. Average per capita income is estimated to reach VND 61,408 million by 2025, an increase of 1,334 times compared to 2020. Leveraging local strengths, the commune focuses on promoting agricultural restructuring and rural economic development towards modernization, concentrated commodity production, application of high technology, and the creation of many agricultural products with strong brand value.
The entire commune now has 9 OCOP products with 3-4 stars. Rural infrastructure has been gradually invested in quite comprehensively; to date, all four former communes (Dien Trung, Dien Tan, Dien Thinh, and Dien An) have met the standards of new rural communes.
A highlight of An Chau commune's economic development is its strong growth in industrial production, investment attraction, and infrastructure. During the term, the commune attracted numerous investment projects totaling nearly 741 billion VND. Notable examples include the Mareep garment export factory and the HAL handicraft factory. In addition, the locality is currently attracting investment for the first phase of the urban, resort, and sports complex project south of Highway N2 in An Chau commune, with an estimated total investment of 4,500 billion VND.
During the past term, the school network has effectively met the learning needs of students. The quality of the management and teaching staff has improved significantly; the percentage of excellent teachers, the percentage of students passing graduation exams, the percentage of students achieving excellent grades, and the percentage of students admitted to universities have been high; the percentage of schools meeting national standards has reached 100%. Medical examination, treatment, and healthcare for the people have been gradually ensured, and the quality of medical services has been continuously improved. Social security policies have been ensured. National defense and security have been maintained and stabilized.
Breakthrough for development
The An Chau commune's boundaries are mostly located within the Southeast Nghe An Economic Zone, approximately 1km east of Zone A – Tho Loc Industrial Park (VSIP Nghe An 2) and Zone C – Tho Loc Industrial Park (currently under development). Currently, the Provincial People's Committee has approved the 1/2000 scale zoning plan for the urban, commercial, tourism, resort, and sports area south of the N2 road... This presents an advantage and an opportunity for the locality's development in the coming time.
For the upcoming term, the Party Committee has set the following overall goals: to plan and develop An Chau commune into a civilized and modern area; to promote the strength of national unity; to build a strong Party Committee and political system; to develop the economy, culture, and society; to build a progressively synchronized and interconnected infrastructure system that adapts to climate change and ensures safety; to improve the material and spiritual lives of the people; and to maintain national defense and security. The goal is for An Chau to achieve the criteria for becoming an advanced New Rural Area by 2030.
To achieve the above goal, the Party Committee of the commune has set forth the following key tasks:
Enhancing the leadership capacity and fighting strength of Party committees and organizations at all levels; raising awareness and making breakthroughs in innovative thinking; determining strong political determination and decisive leadership and guidance; promoting digital transformation in the operations of agencies within the political system; concretizing the socio-economic development orientation and construction planning of the former Dien Chau district, Nghe An province, for the period 2021-2030, with a vision to 2050; the general construction plan for the Southeast Nghe An Economic Zone until 2040; the general plan for the expanded Phu Dien urban area in the former Dien Chau district; focusing on sustainable and synchronous economic development, creating linkages between regions, components, and types of production and business; strengthening the application and transfer of science and technology, innovation, and creativity; actively coordinating and mobilizing resources to build a synchronous infrastructure system; and caring for cultural and social fields. Perform local defense and military tasks effectively.

The first,Building a team of cadres, civil servants, public employees, and Party members, especially key cadres, who possess the qualities, capabilities, prestige, dedication, and responsibility to meet the requirements of the tasks in the new era.
Monday,Innovation, determination, and focus on digital transformation; building and developing e-government and digital government; improving the efficiency of Public Administrative Service Centers to better serve the needs of the people and businesses.
Tuesday,Strengthen investment attraction; actively mobilize and effectively utilize all resources to build and develop a synchronous and modern interconnected infrastructure; focus on planning, constructing, and developing An Chau commune in the direction of tourism, services, and trade; apply science and technology and leverage potential advantages to develop the marine economy.
Wednesday,Strengthen leadership and guidance, and effectively implement land clearance for projects in the commune, especially key projects (particularly the North-South High-Speed Railway project), to accelerate project implementation, improve investment efficiency, and attract investment to the area.

The Congress announced the Decision of the Provincial Party Standing Committee on the appointment of the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the An Chau Commune Party Committee for the 2025-2030 term and voted to approve the Congress Resolution. Comrade Pham Xuan Sanh was appointed to the position of Secretary of the An Chau Commune Party Committee for the 2025-2030 term.
