An Chau commune was established on the basis of merging and consolidating the entire area and population of Dien An, Dien Trung, Dien Tan and Dien Thinh communes (old Dien Chau district) according to Resolution No. 1678/NQ-UBTVQH15, dated June 16, 2025 of the National Assembly Standing Committee. After the arrangement, An Chau commune has an area of ​​34.87 km2, a population of 43,437 people, of which 7,794 are Catholics, accounting for 17.94%. The commune Party Committee currently has 59 affiliated party organizations with 1,412 party members.

During the 2020-2025 term, despite facing many difficulties and challenges, with the spirit of solidarity and high determination of the entire political system, the consensus of all classes of people, the Party Committees of the communes before merging into An Chau commune today have made efforts to overcome and focused on leading the successful implementation of the goals and tasks set out in the Resolution of the Congress for the 2020-2025 term.

The Party Committee of An Chau commune has always paid attention to and implemented the work of building the Party and the political system in a synchronous and effective manner. In particular, the Party cells and affiliated Party Committees have focused on doing well the work of political and ideological education, contributing to improving the political capacity, leadership capacity, and fighting strength of the Party organization and the contingent of cadres and Party members, especially key cadres at all levels. The grassroots Party organization continues to be firmly consolidated; the content and form of Party cell activities have been innovated, and the quality has been improved.

Besides, the Party Committee focuses on leading and directing the innovation of the growth model; the economic structure shifts towards gradually reducing the proportion of agriculture, forestry and fishery, increasing the proportion of industry - construction and services.

The scale of economic development continues to expand. The total production value in the period 2021 - 2025 (at current prices) is estimated to increase by an average of 9.24%. The average income per capita by 2025 is estimated to reach 61,408 million VND, 1.334 times higher than in 2020. Promoting the strengths of the locality, the commune focuses on promoting agricultural restructuring and developing the rural economy towards modernization, concentrated commodity production, high technology application, many agricultural products with brand value.

The whole commune has 9 OCOP products of 3-4 stars. Rural infrastructure has been gradually invested in quite synchronously; up to now, all 4 old communes (Dien Trung, Dien Tan, Dien Thinh and Dien An) have met the standards of new rural communes.

The highlight of An Chau commune's economic development is industrial production, investment attraction and infrastructure with quite strong development. During the term, the commune has attracted investment in many projects with a total investment of nearly 741 billion VND. Typical projects include the export garment factory project of Mareep Company Limited; HAL Handicraft Factory... Along with that, the locality is implementing investment attraction for the Urban Area, Resort and Sports Service Project South of Road N2 in An Chau commune, phase 1 with a total estimated investment of 4,500 billion VND.

During the past term, the school network has met the learning needs of students well. The quality of the management team and teachers has been significantly improved; the rate of good teachers, the rate of students graduating, achieving excellent results and passing the university entrance exams is high; the rate of national standard schools is 100%. The work of medical examination, treatment and health care for the people has been gradually ensured, the quality of medical examination and treatment has been increasingly improved. Social security policies are guaranteed. National defense and security are maintained and stable.

Breakthrough to develop

The boundary of An Chau commune is mostly located in the Southeast Nghe An Economic Zone, about 1km to the East of Area A - Tho Loc Industrial Park (VSIP Nghe An 2) and Area C - Tho Loc Industrial Park (under implementation). Currently, the Provincial People's Committee has approved the 1/2000 scale zoning plan for the urban, commercial, resort and sports areas south of N2 road... This is an advantage and an opportunity for the locality to develop in the coming time.

In the coming term, the Party Committee has determined the general goals as follows: Planning and building An Chau commune to be developed, civilized and modern; promoting the strength of the great national unity bloc; building a strong Party Committee and political system; developing the economy, culture and society; building a gradually synchronous and interconnected infrastructure system, adapting to climate change, ensuring safety; improving the material and spiritual life of the people; maintaining national defense and security. Strive by 2030, An Chau will complete the criteria to become a commune meeting the advanced New Rural standards.

To achieve the above goals, the Party Committee of the commune sets out the following key tasks:

Improve the leadership capacity and fighting strength of Party committees and organizations at all levels; raise awareness, make breakthroughs in innovation of thinking, determine strong political determination, resolute leadership and direction; promote digital transformation in the activities of agencies in the political system; concretize the orientation of socio-economic development, planning for construction of Dien Chau district (old) Nghe An province, period 2021-2030, vision to 2050; general planning for construction of Southeast Nghe An Economic Zone to 2040; general planning of Phu Dien urban area to expand Dien Chau district (old) in the area; focus on sustainable and synchronous economic development, creating regional linkages between components and types of production and business; strengthen the application and transfer of science and technology, innovation and creativity; actively coordinate to mobilize resources to build a synchronous infrastructure system; take care of cultural and social fields; perform well local defense and military tasks.
