Promoting the achievements
Implementing the Resolution of the Central Committee and Decision No. 3594-QD/TU dated June 18, 2025 of the Nghe An Provincial Party Committee on the establishment of the new Minh Chau Commune Party Committee on the basis of merging 04 communes: Dien Cat, Dien Nguyen, Hanh Quang and Minh Chau, Dien Chau district (old). After the merger, Minh Chau commune has a total natural area of 39.68 km2, the total population of the commune in 2025 is 44,173 people, living in 38 villages and hamlets. The Party Committee has 63 affiliated party organizations with 2,007 party members.
In the 2020-2025 term, in the context of many difficulties and challenges, with the spirit of solidarity, determination, proactiveness, promoting the sense of responsibility, mobilizing the strength of the entire political system, the joint efforts and consensus of all classes of people, the Party Committee and the government of Minh Chau commune have focused on leading, synchronously and effectively implementing tasks; directing and well resolving the political tasks of the commune. The work of organizing and building the Party has been focused on. The Party Committee of the commune has focused on leading and perfecting the Party organizations and the political system right after implementing the 2-level local government model.
The economy continues to develop stably, maintaining a good growth rate. The average growth rate of total product value in the commune in the period of 2020-2025 is estimated at 9.35%. In 2025, the average income per capita is estimated at 65 million VND, an increase of 29.2 million VND compared to 2020. The economic structure has shifted in the right direction, increasing the proportion of industry - construction and services, reducing the proportion of agriculture. Budget revenue and expenditure have achieved good results, promptly serving political, security - defense tasks; social security, ensuring commune budget balance. With the synchronous efforts of the entire political system and people, the communes before the merger have been recognized as meeting new rural standards, including Dien Nguyen (old) which has been recognized as a commune meeting advanced new rural standards.
The highlight of Minh Chau commune's economic development is the industrial and handicraft sector, with the average growth rate of gross product value in the 2021-2025 period reaching 10.52%. In addition, attention is paid to the planning and investment in building industrial cluster infrastructure.
In particular, the commune has attracted 01 industrial production project with a scale of 40 hectares, the largest in the district (old) outside the Southeast Economic Zone with a total investment of 321 billion VND; currently, 05 secondary enterprises have registered for investment, of which 01 electronic assembly enterprise has been operating since June 2025 with a total investment capital of about 3 million USD, a capacity of 200,000 products/year, initially creating jobs for 500 workers. Some other small-scale handicraft products maintain production higher year after year, such as: 30,000m2 block bricks/year, 10,000m of sewer pipes/year, 20,000m of curbs/year...
The locality has paid attention to investing in and upgrading the infrastructure system. Currently, 100% of schools and medical stations in the commune have been solidified, key works on transportation, irrigation, rural infrastructure... basically meet the requirements of production and people's lives. The fields of culture - society, education, and health have many positive changes. The number of schools meeting national standards accounts for 93.75%, the number of excellent teachers and excellent students is ranked among the top in the province. The rate of people participating in health insurance is 93.39%. The rate of trained workers is 73%. Social security work, taking care of people's lives, national defense and security are guaranteed.

Minh Chau Commune is located on National Highway 7A, the economic corridor of National Highway 7A, with roads and interchanges connecting the North-South Expressway, Provincial Road 538C, the North-South high-speed railway, adjacent to Tho Loc Industrial Park, abundant labor force, infrastructure that has been and is being invested in... will be effective, a driving force to create new momentum for the socio-economic development of the commune. Inheriting and promoting the achievements that have been achieved, the Party Committee of Minh Chau Commune has entered a new stage of development, carrying on itself an important role and mission in the era of strong rise of the nation.
With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", in the 2025-2030 term, Minh Chau Commune Party Committee strives for an average growth rate of total product value in the 2025-2030 period of 12-12.5%; average income per capita of 110-120 million VND/person/year; 06 OCOP products with 3 stars or more; State budget revenue increases by an average of 10-12%/year; strives for the commune to meet advanced new rural standards by 2030...
The Congress's objectives also emphasize the mobilization, management, and effective use of resources for rapid and sustainable economic development; focusing on shifting the economic structure towards increasing the proportion of industry, trade, and services; developing high-tech agriculture, linking production and consumption along the value chain. In addition, comprehensively developing cultural and social fields, improving the quality of education, health care, material and spiritual life of the people; ensuring social security.
To realize these goals, the Commune Party Committee focuses on 6 key tasks, 3 breakthroughs and 5 main groups of solutions. In particular, the focus is on improving the leadership capacity and fighting strength of the Party, building a clean and strong political system; promoting administrative reform, digital transformation and application of science and technology in production; prioritizing resources to build a socio-economic infrastructure system, focusing on supporting and creating favorable conditions to complete the construction of Dien Thang industrial cluster with a scale of 40 hectares (expected to be completed in 2025) to attract businesses to invest, develop production and business, solve jobs for local workers; prioritize attracting projects using advanced, modern technology, green industry, deep processing to create great added value, save resources, and protect the environment.
Along with that, the Party Committee and the government mobilize all resources to invest in upgrading, renovating, and building key traffic and irrigation infrastructure; strengthen traffic connections between residential areas, inter-village roads... to serve the development of tourism, services, production and trade; improve the quality of public administrative services, improve the commune-level competitiveness index, simplify administrative procedures; promote cultural development associated with economic development, improve the quality of the movement "All people unite to build a cultural life"; focus on building school facilities, striving for 100% of schools to meet national standards by 2030 in the whole commune.

The Congress announced the Decision of the Provincial Party Standing Committee on appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Minh Chau Commune Party Committee for the 2025-2030 term and voted to pass the Congress Resolution. Comrade Dang Quang Hong was appointed to hold the position of Secretary of the Minh Chau Commune Party Committee for the 2025-2030 term.
