In accordance with the Central Committee's Resolution and Decision No. 3594-QD/TU dated June 18, 2025, of the Nghe An Provincial Party Committee on the establishment of the new Minh Chau Commune Party Committee based on the merger of four communes: Dien Cat, Dien Nguyen, Hanh Quang, and Minh Chau, in the former Dien Chau district. After the merger, Minh Chau commune has a total natural area of ​​39.68 km2, a population of 44,173 people in 2025, residing in 38 villages and hamlets. The Party Committee has 63 subordinate Party organizations with 2,007 Party members.

During the 2020-2025 term, despite numerous difficulties and challenges, with a spirit of unity, decisiveness, proactiveness, and a sense of responsibility, mobilizing the strength of the entire political system and the collective efforts of all strata of the people, the Party Committee and government of Minh Chau commune focused on leading and implementing tasks comprehensively and effectively; directing and resolving the commune's political tasks well. Party building and organization work was emphasized. The commune Party Committee focused on leading and consolidating Party organizations and the political system immediately after implementing the two-tiered local government model.

The economy continues to develop steadily, maintaining a relatively high growth rate. The average growth rate of the total product value in the commune for the period 2020-2025 is estimated at 9.35%. By 2025, the average per capita income is estimated at 65 million VND, an increase of 29.2 million VND compared to 2020. The economic structure is shifting in the right direction, increasing the proportion of industry - construction and services, and decreasing the proportion of agriculture. Budget revenue and expenditure have achieved good results, promptly serving political, security - defense, and social welfare tasks, ensuring a balanced commune budget. With the concerted efforts of the entire political system and the people, the communes before the merger have been recognized as achieving new rural standards, including Dien Nguyen (formerly) which has been recognized as achieving advanced new rural standards.

A highlight of Minh Chau commune's economic development is the industrial and handicraft sector, with an average growth rate of 10.52% in total product value during the 2021-2025 period. In addition, planning and investment in the construction of industrial cluster infrastructure have received significant attention.

Notably, the commune has attracted one large-scale industrial production project, covering 40 hectares – the largest in the former district outside the Southeast Economic Zone – with a total investment of 321 billion VND. Currently, five secondary enterprises have registered for investment, including one electronics assembly enterprise that has been operational since June 2025 with a total investment of approximately 3 million USD, a capacity of 200,000 products per year, and initial employment for 500 workers. Several other small-scale handicraft products maintain higher production levels each year, such as: concrete blocks (30,000 m²/year), drainage pipes (10,000 m/year), curb stones (20,000 m/year)...

The local government has invested in and upgraded the infrastructure system. Currently, 100% of schools and health stations in the commune have been modernized, and key projects in transportation, irrigation, and rural infrastructure basically meet the requirements of production and people's lives. The fields of culture, social affairs, education, and health have seen many positive changes. 93.75% of schools meet national standards, and the number of excellent teachers and students ranks among the top in the province. The rate of people participating in health insurance reaches 93.39%. The rate of trained labor reaches 73%. Social welfare, care for people's lives, and national defense and security are ensured.

Transforming potential into a driving force for development.

Minh Chau commune is located on National Highway 7A, part of the National Highway 7A economic corridor, with access to the North-South expressway, Provincial Road 538C, and the North-South high-speed railway. It borders the Tho Loc Industrial Zone, boasts an abundant workforce, and has been and continues to be invested in infrastructure… all of which will effectively contribute to the socio-economic development of the commune. Inheriting and building upon these achievements, the Minh Chau Commune Party Committee embarks on a new phase of development, shouldering a crucial role and mission in the era of the nation's strong progress.

With the motto "Unity - Democracy - Discipline - Breakthrough - Development", for the 2025-2030 term, the Minh Chau Commune Party Committee strives for an average growth rate of total product value of 12-12.5%; average per capita income of 110-120 million VND/person/year; 6 OCOP products with 3 stars or higher; average annual increase in state budget revenue of 10-12%; and aims for the commune to achieve advanced new rural standards by 2030...

The Congress's objectives also emphasized the mobilization, management, and effective use of resources for rapid and sustainable economic development; focusing on shifting the economic structure towards increasing the proportion of industry, trade, and services; developing high-tech agriculture, and linking production and consumption along the value chain. In addition, it stressed the comprehensive development of socio-cultural fields, improving the quality of education, healthcare, and the material and spiritual well-being of the people; and ensuring social security.

To realize these goals, the Party Committee of the commune focuses on 6 key tasks, 3 breakthroughs, and 5 main groups of solutions. The focus is on improving the leadership capacity and fighting strength of the Party, building a clean and strong political system; promoting administrative reform, digital transformation, and the application of science and technology in production; prioritizing resources to build socio-economic infrastructure, with a focus on supporting and creating favorable conditions for the completion of the Dien Thang industrial cluster with a scale of 40 hectares (expected to be completed in 2025) to attract businesses to invest, develop production and business, and create jobs for local workers; prioritizing attracting projects using advanced and modern technology, green industries, and deep processing that create high added value, conserve resources, and protect the environment.

Along with that, the Party Committee and the government mobilize all resources to invest in upgrading, renovating, and building key transportation and irrigation infrastructure; strengthening transportation connections between residential areas and inter-village roads… to serve the development of tourism, services, production, and trade; improving the quality of public administrative services, improving the competitiveness index at the commune level, and simplifying administrative procedures; promoting cultural development in conjunction with economic development, improving the quality of the "All people unite to build a cultured life" movement; focusing on building school facilities, striving to have 100% of schools in the commune meet national standards by 2030.

With the outstanding achievements made in the past term and a strong aspiration to rise further, the Party Committee, government, and people of Minh Chau commune are steadfastly building a bright future - transforming Minh Chau into a dynamic, creative, and developed commune in the new era.
