Bac Ly commune strives to overcome difficulties and improve the quality of life for people
Located 263 km from the center of Vinh City (old), Bac Ly commune has more than 10,900 natural hectares, 999 households with over 5,100 people, belonging to 3 main ethnic groups: Thai, Mong, Kho Mu. People live scattered in 13 highland villages, rugged terrain, difficult socio-economic conditions, but the Party Committee, government and people are always united, diligent, preserving cultural identity and persistently realizing the aspiration to rise up and develop steadily in all fields.
Special conditions
Bac Ly commune (formerly Ky Son district) is one of nine communes in Nghe An province that were not merged after implementing the two-level local government model and still retains the name Bac Ly. Bac Ly commune Party Committee currently has 22 Party cells with 324 Party members, always promoting the role of leadership and solidarity in Party building and local development.
Bac Ly commune has more than 3.5 km of border with Hua Phan province (Laos). However, political security, order and social safety are always maintained stably, at the same time, maintaining good friendly relations with border communes of Laos.
With 3/4 of the area being mountainous and difficult to travel, the lives of people in Bac Ly commune are still lacking. The poverty rate is up to 64.56%. Production mainly relies on upland rice and corn, with low productivity and dependence on nature. Infrastructure is not synchronous; transportation is difficult; natural disasters and epidemics often affect production and life. Investment attraction faces many obstacles, digital transformation and digital government are still slow due to terrain and difficult communication.
Economic development situation
Total average income per capita in 2024 will reach 19 million VND/year, an increase of 3 million VND compared to 2020, equal to 118% of the Congress's target. The economic structure will shift in a positive direction, gradually increasing services and construction industry, reducing agriculture and forestry. (Agriculture - forestry: 82%; Industry - construction: 7% and Services: 11%). In which, the service and industry - construction sectors will exceed the targets set by the Congress for the 2020-2025 term. Budget revenue in the area will be 30 million VND, exceeding the target set by the Congress Resolution for the 2020-2025 term by 10 million VND.
Regarding agriculture, the annual cultivated area reached about 1,049 hectares. Of which, the upland rice area was 740 hectares, an increase of 20 hectares, with a yield of 1.3 tons/ha; field rice was 38 hectares, an increase of 16 hectares, with a yield of 1.6 tons/ha. In addition, people also planted corn on 35 hectares, cassava on 80 hectares, an increase of 14 hectares; ginger on 6.9 hectares, peanuts on 6 hectares, taro on 3 hectares, legumes on 20 hectares, and other crops on 15 hectares. The total food output in terms of paddy reached 2,420 tons, an increase of 20 tons compared to the beginning of the term; the average food per capita reached 250 kg/year. The total value of agricultural production was estimated at 24.2 billion VND, an increase of 8.9% compared to the Congress target.
The total number of livestock and poultry in the commune reached 100,244, an increase of 3,000 compared to the beginning of the term, reaching 100.59%. The estimated output of slaughtered meat was 160 tons. Vaccination and disease prevention were fully implemented in accordance with regulations.
Implementing the National Target Program on New Rural Construction for the 2021-2025 period, the commune achieved 9/19 criteria; all 13/13 villages achieved 6-8 criteria..During the year, the commune received 250 tons of cement to build rural roads in 4 villages (Huoi Cang 1, Na Kho, Huoi Cang 2 and Buoc village) with a total length of 2,280m.
The area of planted forests and protected forests is stable and tends to increase compared to the previous term. The growth rate of service production value increased by 4.3% compared to the same period of the Congress; total revenue from retail sales of goods is estimated at 12 billion VND. The whole commune currently has 41 households providing various services. Continue to maintain and develop the Brocade Weaving Village model in Buoc village and Huoi Cang 1 village.
The total investment in basic construction for 5 years is estimated at over 46 billion VND, reaching 82.3% compared to the same period of the Congress. Up to now, 13/13 villages have had electricity. In addition to the projects invested by the Commune People's Committee, during the term, there were 19 other infrastructure and technical projects implemented.(sponsored by organizations and individuals), has contributed to upgrading and perfecting the infrastructure system and ensuring the essential needs of people in the commune.
Cultural and social development
The commune focuses on leading and directing the improvement of the quality of teaching and learning in schools; implementing policies and regimes for students in a timely, complete and public manner; rewarding and encouraging students who overcome difficulties to study well. The results of fundamental and comprehensive innovation in education and training; planning the network, building and upgrading school and classroom facilities, improving the quality of staff and teachers, improving the quality of teaching and learning, and maintaining guaranteed student numbers.
The movement “All people unite to build a cultural life” continues to be effectively implemented, the work of building cultural families, villages, hamlets, and units is of interest. Cultural, artistic, and sports activities take place enthusiastically in 13/13 villages, attracting a large number of people to participate. The grassroots information system is consolidated; the application of information technology in management and operation is promoted.
Medical examination and treatment are increasingly concerned, infrastructure, medical equipment are increasingly improved, basically meeting the needs of medical examination and treatment for the people. The quality and professional level of doctors are improved, currently there are 2 doctors at the health station, 13/13 villages have population collaborators. National target programs on health are well implemented.
Currently, the local labor force has 1,065 people, an increase of 812 people compared to the previous term, accounting for 42.94% of the population. The rate of trained workers is estimated at 45%. The poverty rate of the commune has decreased from 70.25% (at the beginning of the term) to 64.56% (at the end of the term). The social protection regime has been fully implemented. From 2021 to now, the whole commune has 253 social protection beneficiaries, an increase of 135 beneficiaries compared to the previous term. Doing a good job of taking care of people with meritorious services, organizing visits, encouragement, and giving gifts on July 27 and Lunar New Year to policy beneficiaries of 200,000 VND/subject/time.
Defense, security, foreign affairs
Focus on leading and directing the implementation of the arrangement, innovation, and completion of the organizational structure of the Commune Military Command in the direction of streamlining, improving the quality, effectiveness, and efficiency of operations. Maintain and strictly implement combat readiness regimes according to regulations. Complete well the tasks, training, coaching, drills, and fostering national defense and security knowledge for subjects every year.
Lead and direct forces to coordinate well in patrolling border markers, patrolling and inspecting areas to ensure social order and safety. Every year, ensure the quota of military enlistment, well implement the military rear policy. The work of building militia, reserve mobilization, and regular militia forces is ensured in accordance with regulations. Successfully complete the tasks of political education, military training, and combat readiness for PCTT - TKCN. Do a good job in foreign affairs, annually establish a working group to visit Xop Xan village, Loong Cang village cluster, Muong Quan district, Hua Phan province (Laos); at the same time, develop a plan for unilateral and bilateral border patrol to protect the border and markers.
Besides the advantages, there are still many difficulties forecasted: Characteristics, natural and social situation of Bac Ly commune; climate change, natural disasters, epidemics continue to develop complicatedly and unpredictably; and initial difficulties and confusion in the process of implementing 2-level local government will be obstacles and difficulties affecting the overall development of the commune.
Development orientation
In the 2025 - 2030 term, our country enters a new era - the era of national development. The Party and State will continue to have many policies and priorities, support and investment in socio-economic development in ethnic minority and mountainous areas. The commune always receives timely and regular leadership and direction from the Provincial Party Committee, People's Council, Provincial People's Committee; the coordination of departments, branches, sectors, the Fatherland Front and socio-political organizations at the provincial level. Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, will continue to create favorable conditions for Bac Ly commune to make a breakthrough.
The socio-economic achievements in the past term and the potential and advantages of the locality that have been promoted will create the premise for development in the coming time. The great aspirations and determination of the political system and the people will create great potential to promote rapid and sustainable socio-economic development.
Persistently pursue the goal of building a team of cadres and civil servants with sufficient qualities, capacity and prestige to meet the requirements of tasks in the new situation. Strive for an average annual growth rate of over 2%. Transform the economic structure towards high-tech agriculture and develop trade and services. Focus resources on building and solidifying roads from commune centers to villages. Ensure that all people have access to basic education, health care and social security services. Reduce the poverty rate by 5%/year.
