Bac Ly commune strives to overcome difficulties and improve the quality of life for its people.

Located 263 km from the center of the former Vinh City, Bac Ly commune has over 10,900 hectares of natural land, 999 households with over 5,100 inhabitants, belonging to three main ethnic groups: Thai, Mong, and Kho Mu. The people live scattered across 13 highland villages in a rugged terrain, facing many socio-economic difficulties. However, the Party committee, government, and people remain united, hardworking, preserving their cultural identity, and persistently pursuing their aspiration for sustainable development in all fields.

Specific conditions

Bac Ly commune (formerly part of Ky Son district) is one of nine communes in Nghe An province that were not merged after the implementation of the two-tiered local government model and retained its name, Bac Ly. The Bac Ly commune Party Committee currently has 22 branches with 324 members, consistently playing a leading and unifying role in Party building and local development.

Bac Ly commune has over 3.5 km of border with Hua Phan province (Laos). However, political security, order, and social safety are always maintained stably, while also preserving good friendly relations with neighboring communes of Laos.

With three-quarters of its area being mountainous and difficult to access, the lives of the people in Bac Ly commune remain challenging. The poverty rate is as high as 64.56%. Production mainly relies on upland rice and corn, with low yields and dependence on nature. Infrastructure is not yet synchronized; transportation is difficult; natural disasters and epidemics frequently affect production and livelihoods. Attracting investment faces many obstacles, and digital transformation and digital government development are slow due to the difficult terrain and communication conditions.

Economic development situation

The average per capita income in 2024 reached VND 19 million/year, an increase of VND 3 million compared to 2020, equivalent to 118% of the Congress's target. The economic structure shifted in a positive direction, gradually increasing the service and construction industries, and decreasing agriculture and forestry. (Agriculture and forestry: 82%; Industry and construction: 7%; and Services: 11%). In particular, the service and construction industries exceeded the targets set by the Congress for the 2020-2025 term. Local budget revenue reached VND 30 million, exceeding the target set by the Congress Resolution for the 2020-2025 term by VND 10 million.

In agriculture, the annual cultivated area reached approximately 1,049 hectares. Of this, upland rice accounted for 740 hectares, an increase of 20 hectares, with a yield of 1.3 tons/ha; paddy rice accounted for 38 hectares, an increase of 16 hectares, with a yield of 1.6 tons/ha. In addition, people also cultivated 35 hectares of corn, 80 hectares of cassava (an increase of 14 hectares), 6.9 hectares of ginger, 6 hectares of peanuts, 3 hectares of taro, 20 hectares of legumes, and other crops (an increase of 15 hectares). The total grain production (in terms of paddy equivalent) reached 2,420 tons, an increase of 20 tons compared to the beginning of the term; the average per capita food production reached 250 kg/year. The total value of agricultural production is estimated at 24.2 billion VND, an increase of 8.9% compared to the Congress target.

The total number of livestock and poultry in the commune reached 100,244 animals, an increase of 3,000 compared to the beginning of the term, achieving 100.59%. The estimated output of meat for slaughter reached 160 tons. Vaccination and disease prevention and control were fully implemented in accordance with regulations.

Implementing the National Target Program for building new rural areas in the 2021-2025 period, the commune has achieved 9 out of 19 criteria; all 13/13 villages have achieved 6-8 criteria..During the year, the commune received 250 tons of cement to build rural roads in 4 villages (Huoi Cang 1, Na Kho, Huoi Cang 2 and Buoc village) with a total length of 2,280m.

The area of ​​planted forests and protected forests remains stable and tends to increase compared to the previous term. The growth rate of service production value increased by 4.3% compared to the same period of the Congress; total retail sales of goods are estimated at 12 billion VND. The entire commune currently has 41 households engaged in various service businesses. The model of traditional brocade weaving villages in Buoc and Huoi Cang 1 hamlets continues to be maintained and developed.

The total investment in basic construction over the past five years is estimated at over 46 billion VND, reaching 82.3% compared to the same period of the Congress. To date, electricity has been extended to all 13 villages. In addition to projects invested in by the Commune People's Committee, 19 other infrastructure and technical projects were implemented during the term.((Sponsored by organizations and individuals), this has contributed to upgrading and improving the infrastructure system and ensuring the essential needs of the people in the commune.

Cultural and social development

The commune focuses on leading and directing efforts to improve the quality of teaching and learning in schools; implementing policies and regulations for students promptly, fully, and transparently; and rewarding and encouraging students who overcome difficulties and excel in their studies. As a result, fundamental and comprehensive reforms in education and training have been implemented; the network has been planned, school facilities have been built and upgraded; the quality of staff and teachers has been improved; the quality of teaching and learning has been enhanced, and student enrollment numbers have been maintained.

The "National Unity for Building a Culturally Rich Life" movement continues to be implemented effectively, with attention paid to building culturally rich families, villages, hamlets, and units. Cultural, artistic, and sports activities are vibrant in all 13 villages, attracting large numbers of people to participate. The grassroots information system is strengthened; the application of information technology in management and administration is promoted.

Medical examination and treatment are receiving increasing attention, and infrastructure and medical equipment are becoming more complete, basically meeting the needs of the people. The quality and professional qualifications of doctors have improved; currently, there are 2 doctors at the health stations, and all 13 villages have population collaborators. National target programs on health are being implemented effectively.

Currently, the local workforce comprises 1,065 people, an increase of 812 compared to the previous term, accounting for 42.94% of the population. The rate of trained workers is estimated at 45%. The poverty rate in the commune has decreased from 70.25% (at the beginning of the term) to 64.56% (at the end of the term). Social welfare programs have been fully implemented. From 2021 to the present, the entire commune has 253 social welfare beneficiaries, an increase of 135 beneficiaries compared to the previous term. The commune has done a good job caring for war veterans, organizing visits, providing encouragement, and giving gifts on July 27th and during the Lunar New Year to policy beneficiaries at a rate of 200,000 VND per beneficiary per visit.

Defense, security, and foreign affairs

Focus on leading and directing the implementation of restructuring, innovation, and improvement of the organizational structure of the Commune Military Command towards streamlining, enhancing quality, effectiveness, and efficiency of operations. Maintain and strictly implement combat readiness regimes as prescribed. Successfully complete tasks, training, drills, and national defense and security knowledge enhancement for relevant personnel annually.

The leadership directs the forces to effectively coordinate border patrols and boundary markers, and to patrol and inspect the area to ensure social order and safety. Annually, they ensure the fulfillment of conscription quotas and effectively implement policies supporting the families of soldiers. The work of building militia, reserve forces, and permanent militia forces is carried out in accordance with regulations. They successfully complete political education, military training, and combat readiness tasks related to disaster prevention and search and rescue. They perform well in foreign relations, annually forming delegations to extend New Year greetings and visits to Xop Xan village and Loong Cang cluster of villages in Muong Quan district, Hua Phan province (Laos); and simultaneously developing plans for unilateral and bilateral border patrols to protect the border and boundary markers.

Besides the advantages, many difficulties are also anticipated: The characteristics and socio-natural situation of Bac Ly commune; climate change, natural disasters, and epidemics continue to be complex and unpredictable; and the initial difficulties and uncertainties in implementing a two-tiered local government system will be obstacles and challenges affecting the overall development of the commune.

During the 2025-2030 term, as our country enters a new era – an era of national progress – the Party and State will continue to implement many policies and initiatives prioritizing, supporting, and investing in socio-economic development in ethnic minority and mountainous areas. The commune consistently receives timely and regular leadership and guidance from the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee; and coordination from provincial departments, agencies, the Fatherland Front, and political and social organizations. Resolution No. 39-NQ/TW dated July 18, 2023, of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045, will continue to create favorable conditions for Bac Ly commune to achieve breakthroughs.

The socio-economic achievements of the past term and the potential and advantages of the locality will be leveraged to create a foundation for future development. The great aspirations and strong determination of the political system and all sectors of the people will create immense potential to promote rapid and sustainable socio-economic development.

Persistently pursue the goal of building a team of cadres and civil servants with sufficient qualities, capabilities, and prestige to meet the requirements of the tasks in the new situation. Strive for an average annual growth rate of over 2%. Transform the economic structure towards high-tech agriculture and develop trade and services. Focus resources on building and paving roads from the commune center to the villages. Ensure all citizens have access to basic education, health, and social security services. Reduce the poverty rate by 5% per year.
