Nghe An trains in inspection skills, citizen reception, and petition handling when operating a two-level local government
On the morning of September 13, Nghe An Provincial Inspectorate held a conference to disseminate and implement the Law on Inspection 2025 and documents guiding its implementation; at the same time, provided training and professional development on citizen reception, petition handling, complaint and denunciation settlement, and prevention and combat of corruption, waste, and negativity in the context of implementing a two-level local government.

Attending the conference were comrade Nguyen Hong Diep - Head of the Central Citizen Reception Committee. Nghe An Provincial Inspectorate had comrade Chu The Huyen - Member of the Provincial Party Executive Committee, Chief Inspector of the province; leaders of the Provincial Citizen Reception Committee, provincial departments, agencies and branches.
The conference was directly connected and online to 130 commune and ward-level bridges across the province, with the participation of a large number of officials and civil servants working in inspection, receiving citizens, handling complaints and denunciations, and preventing and combating corruption, waste, and negativity.

Inspection, citizen reception, complaint and denunciation settlement, and prevention and combat of corruption, waste, and negativity are important tasks directly related to the legitimate rights of the people and the cleanliness and strength of the State apparatus.
In the current period of implementing two-level local government, this work is of special importance, requiring strong innovation in awareness, methods and mettle of cadres and civil servants.

The Central Government has issued many new legal documents: Law on Inspection 2025; Decree No. 141/2025/ND-CP dated June 12, 2025 of the Government regulating the division of authority of local authorities at 2 levels in the field of State management of the Government Inspectorate.
Decree No. 216/2025/ND-CP dated August 5, 2025 of the Government detailing a number of articles and guiding the implementation of the Law on Inspection; Circular No. 02/2025/TT-TTCP dated June 25, 2025 guiding the implementation of a number of regulations in the field of State management of the Government Inspectorate related to two-level local authorities... create an important legal corridor in performing tasks.

However, in practice, there are still many difficulties and problems; many localities are still confused in determining authority, handling petitions, resolving complaints and denunciations; the risk of complications arising in security and social order still exists.
In his opening speech, Comrade Chu The Huyen - Chief Inspector of the province requested agencies, localities, units and each cadre and civil servant to promote a sense of responsibility, focus on listening and fully absorbing the content conveyed; actively exchange, discuss and clarify practical problems so that the conference can be highly effective.

During the 2 days, delegates were trained and promptly updated on legal knowledge, equipped with specialized professional skills for officials and civil servants, especially at the grassroots level.
The conference is also an important forum for exchanging, analyzing, and resolving practical difficulties, contributing to improving the effectiveness of inspection work, receiving citizens, resolving complaints and denunciations, and preventing and combating corruption and waste, especially at the commune level.

Nghe An is the third locality in the country to organize training in this field, demonstrating the initiative and determination to improve the capacity of cadres and civil servants in receiving citizens, handling petitions, resolving complaints and denunciations, and preventing and combating corruption, waste, and negativity, contributing to ensuring that the two-level local government operates smoothly and effectively.
