Nghe An province conducts training on inspection, citizen reception, and handling of complaints and petitions in the operation of the two-tiered local government system.
On the morning of September 13th, the Inspectorate of Nghe An province organized a conference to disseminate and implement the 2025 Inspection Law and its guiding documents; simultaneously, it provided training and professional development on citizen reception, handling petitions, resolving complaints and denunciations, and preventing and combating corruption, waste, and negative practices in the context of implementing a two-tiered local government system.

Attending the conference were Comrade Nguyen Hong Diep - Head of the Central Citizen Reception Board; Comrade Chu The Huyen - Member of the Provincial Party Committee, Chief Inspector of Nghe An Province; leaders of the Provincial Citizen Reception Board, and provincial departments and agencies.
The conference was connected live and online to 130 locations at the commune and ward levels throughout the province, with the participation of a large number of officials and civil servants working in inspection, citizen reception, complaint resolution, and the prevention and fight against corruption, waste, and negative practices.

Inspection, receiving citizens, resolving complaints and denunciations, and preventing and combating corruption, waste, and negative practices are crucial tasks directly related to the legitimate rights of the people and the integrity and strength of the State apparatus.
In the current context of implementing a two-tiered local government system, this work is of particular importance, requiring a strong shift in awareness, methods, and competence from the team of officials and civil servants.

The central government has issued several new legal documents: the 2025 Inspection Law; and Government Decree No. 141/2025/ND-CP dated June 12, 2025, stipulating the delineation of authority of two levels of local governments in the field of state management under the Government Inspectorate.
Government Decree No. 216/2025/ND-CP dated August 5, 2025, detailing some provisions and guiding the implementation of the Law on Inspection; Circular No. 02/2025/TT-TTCP dated June 25, 2025, guiding the implementation of some regulations in the field of State management of the Government Inspectorate related to local governments at two levels... create an important legal framework in the performance of tasks.

However, in practice, many difficulties and obstacles remain; many localities are still confused in determining jurisdiction, handling petitions, and resolving complaints and denunciations; the risk of complications arising in social security and order still exists.
In his opening remarks, Comrade Chu The Huyen, Chief Inspector of the province, urged agencies, localities, units, and individual officials and civil servants to uphold a sense of responsibility, focus on listening attentively, fully absorb the content being conveyed; actively exchange and discuss, and clarify practical difficulties to ensure the conference achieves high effectiveness.

Over the course of two days, delegates received timely training and updates on legal knowledge, and were equipped with in-depth professional skills for officials and civil servants, especially at the grassroots level.
The conference also serves as an important forum for exchanging ideas, analyzing, and resolving practical difficulties, contributing to improving the effectiveness of inspection work, citizen reception, handling complaints and denunciations, and preventing and combating corruption and waste, especially at the commune level.

Nghe An is the third locality in the country to organize training in this field, demonstrating its proactiveness and determination to improve the capacity of officials and civil servants in receiving citizens, handling petitions, resolving complaints and denunciations, and preventing and combating corruption, waste, and negative practices, contributing to ensuring the smooth and effective operation of the two-level local government.
