Learner driver's profile from 1/9/2025
What documents are required for a learner driver's license from September 1, 2025? This is a matter of concern for Ms. Ho Thi Thanh Nhan (Hung Nguyen, Nghe An).
Reply: On June 30, 2025, the Minister of Construction issued Circular 14/2025/TT-BXD regulating driver training; training, testing, and granting certificates of training in road traffic law knowledge. This Circular takes effect from September 1, 2025.
Article 14 of Circular 14/2025/TT-BXD stipulates that the driving learner's profile includes the following documents:
1. For first-time driving learners, prepare 01 set of documents and submit them to the training facility in one of the following forms: directly, by postal service, or electronically.
The profile includes:
- Application for driving lessons according to the form prescribed in Appendix X issued with Circular 14;
- Certified copy or electronic copy of the original or electronic copy issued from the original book of one of the following documents: temporary residence card, permanent residence card, diplomatic identity card, official identity card (for foreigners).
2. For forklift driving learners, prepare 01 set of documents and submit to the training facility in one of the following forms: directly, by postal service, or electronically. The documents include:
- Documents as (1);
- Copy of junior high school diploma or equivalent or higher in case of upgrading the Driver's License to classes D1, D2 and D (present a copy with the original for comparison or a certified copy or a certified electronic copy from the original or an electronic copy from the original);
- Declaration of safe driving time according to the form specified in Appendix XI issued with Circular 14.
