Driver's license application files from September 1, 2025.

ReplyOn June 30, 2025, the Minister of Construction issued Circular 14/2025/TT-BXD regulating driver training; refresher courses, examinations, and certification of knowledge of road traffic laws. This Circular takes effect from September 1, 2025.

Article 14 of Circular 14/2025/TT-BXD stipulates that the application file for a driver's license learner includes the following documents:

1. First-time driving students must prepare one set of documents and submit them to the training facility using one of the following methods: in person, by post, or electronically.

The file includes:

- Application form for driving lessons as prescribed in Appendix X issued with Circular 14;

- A certified copy or electronic copy from the original or an electronic copy issued from the original register of one of the following documents: temporary residence card, permanent residence card, diplomatic identity card, official identity card (for foreigners).

2. For those learning to operate a forklift, prepare one set of documents and submit them to the training facility using one of the following methods: in person, by post, or electronically. The documents include:

- Documents such as (1);

- A copy of the junior high school diploma or equivalent qualification or higher for upgrading a driver's license to categories D1, D2, and D (present a copy along with the original for verification, or a certified copy, or a certified electronic copy from the original, or an electronic copy from the original register);

- Declaration of safe driving time, using the form prescribed in Appendix XI issued with Circular 14.
