General Secretary: Secure information data, do not let others take over

This afternoon, the National Assembly Party Committee and the National Assembly Standing Committee held a thematic conference on "Digital Literacy - Digital National Assembly: Framework of digital knowledge and skills for the modern National Assembly".

Speaking at the conference, General Secretary To Lam said that when the Politburo prepared to issue Resolution 57, he pointed out the worrying reality of a large proportion of people and officials not having a firm grasp of knowledge about digital transformation, while Resolution 57 identified digital transformation as a key political task, requiring the participation of the entire political system and society.

“Digital literacy for the masses – Digital National Assembly was launched with the aspiration to popularize digital knowledge to all delegates and officials in the National Assembly system, continuing the tradition of studiousness and inquisitiveness of our nation in the new era,” the General Secretary shared.

The General Secretary said that the National Assembly Party Committee has issued a plan to implement Resolution 57, aiming to raise awareness of digital transformation for all National Assembly deputies, cadres, party members, civil servants and public employees; forming digital thinking and a culture of applying technology in work; accompanying voters in accessing digital knowledge.

The National Assembly also focuses on popularizing essential digital skills, effectively exploiting digital platforms, digital technology and artificial intelligence, towards forming a "digital Parliament" in the future...

The General Secretary believes that the National Assembly can achieve and exceed the target of at least 40% of National Assembly officials and deputies being granted the "Digital Literacy - Digital National Assembly" certificate by 2025, and 100% of officials and deputies completing the program and meeting digital skills standards on the VNeID platform by 2026.

The program “Digital Education for All - Digital National Assembly” needs to be expanded to the entire political system. The General Secretary suggested that Party committees, authorities, and organizations at all levels study and learn from this model.

According to the General Secretary, improving digital knowledge for officials, civil servants and people must be an important task, closely linked to administrative reform and socio-economic development.

"The Digital Literacy Movement must become a revolutionary, all-people, comprehensive, encompassing, and far-reaching movement. Each party member, cadre, and civil servant must be a pioneer and exemplary participant in learning digital skills and transforming working methods to suit the digital age," the General Secretary stated.

Regarding the National Assembly, the General Secretary said that we should not be satisfied with the initial results, but should continue to develop the movement "Digital Education for the People - Digital National Assembly" in a deep and substantial way. This is not only a short-term movement but also the foundation for lifelong learning of the National Assembly staff.

"Digital transformation is a continuous process, technology is always innovating. We must always learn, catch up, and excel to be creative. Each National Assembly delegate and official needs to foster a spirit of self-learning, proactively update new knowledge, and consider digital skills training a daily personal requirement...", the General Secretary suggested.

The General Secretary proposed implementing training for "the right people, the right needs" to avoid formalities and widespread, ineffective training.

It is necessary to promote the construction and completion of a comprehensive digital knowledge platform, develop electronic textbooks, online lectures, and mobile learning applications... so that students can conveniently study anytime, anywhere. Disseminate and deploy the movement "Digital Education for All - Digital National Assembly" to the People's Councils at the provincial and communal levels.

The General Secretary said that it is necessary to consider the results of completing the "Digital Popular Education" program as a criterion to evaluate the level of task completion of cadres and party members, associated with annual emulation and reward work.

The goal of universalizing 100% of basic digital knowledge and skills for all National Assembly deputies, officials and civil servants by 2026 must be achieved. The General Secretary noted that this is a high goal, but completely feasible.

"If 100% of National Assembly delegates and officials become exemplary digital citizens who know how to skillfully apply technology, the results of the National Assembly's activities will increase exponentially," the General Secretary expected.

The General Secretary also reiterated the key areas for developing digital literacy for the masses and applying science and technology.
