Phuc Loc Commune was established under Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee, on the basis of merging the entire area and population of 4 communes: Nghi Cong Bac, Nghi Cong Nam, Nghi Lam and Nghi My of the former Nghi Loc district.

With an area of ​​over 70.5km² and a population of 28,236 people, Phuc Loc has the appearance of a modern rural administrative unit, converging many potentials for economic, cultural and social development. The merger has opened up a diverse community, where customs, habits and beauty from old communes blend together, creating a rich cultural identity, which is the foundation for the locality to open up a direction for modern rural development, combining tradition with the desire for innovation to build a prosperous and strong homeland. The new Phuc Loc commune is larger, younger, more energetic, confidently entering a new era.

Located adjacent to Yen Trung, Than Linh, Van Kieu communes, close to the North-South expressway, near WHA Industrial Park and major traffic routes such as National Highway 7C, National Highway 48E, Phuc Loc possesses a strategic location, creating momentum for industrial, commercial and service development, creating jobs for more than 600 workers annually.

Not only is Phuc Loc geographically advantageous, it also has a valuable "capital" of people with a rich tradition of loyalty, steadfastness, diligence, and creativity; of which 8.34% of the population are Catholics, contributing to creating a unique culture of solidarity between religions and non-religious people.

Accompanying the people, the Commune Party Committee with more than 1,157 members is always a pioneer in all movements, bringing the Party's resolutions into life.

In the 2020 - 2025 term, in the context of many advantages but also many difficulties, the Party Committee and people of Phuc Loc commune have together written a memorable journey. With the spirit of solidarity, creativity and efforts to overcome difficulties, The homeland has achieved many important and comprehensive results in all fields.

The economic structure continues to shift in the right direction. Up to now, the proportion of industry - construction accounts for 63.99%; Trade - services accounts for 16.58%; Agriculture - forestry - fishery accounts for 19.43%. Average income has increased quite well, estimated at 60 million VND/person/year in 2025, an increase of 11.3 million VND compared to the beginning of the term. People's lives are increasingly improved.

Notably, 3/4 communes before the merger have met the advanced new rural standards by the end of 2024; 9 products are ranked OCOP 3 stars or higher, some products have affirmed their brands in the market inside and outside the province.

Along with that, the locality focuses on building models of concentrated commodity production, safe production according to VietGAP process, associated with digital transformation in granting codes for growing areas, building its own brands such as Xa Doai Nghi Cong Bac oranges, shallots, high-quality rice in Nghi Lam, Nghi My, Nghi Cong Nam, wooden spoon lip sets of Hong Son Company Limited, Nghi Lam; Hong Phuong Nghi Cong Nam honey; products of Mami Far Company Limited...

The cultural and social fields continue to have many positive changes, playing an important role in the harmonious and sustainable development of the locality. By the end of 2024, 4/4 communes will have standard cultural and sports facilities; 28/32 hamlets will achieve the cultural title.,reached 87.5%; The rate of cultural families reached over 91%.

Policies on gratitude, social welfare and social security are guaranteed. The poverty rate has decreased to 1.09%. The rate of trained workers has reached 81.62%. National defense and security have been strengthened, political security and social order and safety have been ensured.

Party building continues to be focused on, the political system is consolidated; government activities are innovated towards improving effectiveness and efficiency. Every year, the Party Committee, government, Fatherland Front and socio-political organizations are ranked by superiors as having fulfilled their tasks well or better.

The results achieved in the past term have affirmed the correct leadership role of the Party Committee of Phuc Loc commune, and at the same time demonstrated the solidarity and attachment between the Party Committee, the government and the people. With the changes in administrative boundaries, the quality of the staff, and the operating method of the political system in the 2-level local government model, Phuc Loc has an important foundation to determine the goals, tasks and strategies for the new development path.

The establishment of Phuc Loc commune on the basis of merging 4 administrative units not only opens up opportunities for comprehensive restructuring, but also creates a resonance of potential and advantages, expanding development space for the locality in the future.

On the solid foundation built in the previous term, the locality focuses on rapid, sustainable and comprehensive development with 6 key tasks, 3 breakthroughs and 5 main key solution groups, striving for an average annual growth rate of total product value of 12.11%; Average income per capita by 2030 reaching 71 million VND; 100% of hamlets meeting cultural standards; striving to build a commune meeting advanced new rural standards by 2026 and a commune meeting model new rural standards by 2028.
