Phuc Loc commune was established according to Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025, of the Standing Committee of the National Assembly, based on the merger of the entire area and population of four communes: Nghi Cong Bac, Nghi Cong Nam, Nghi Lam, and Nghi My of the former Nghi Loc district.

With an area of ​​over 70.5 km² and a population of 28,236, Phuc Loc has the appearance of a modern rural administrative unit, possessing significant potential for economic, cultural, and social development. The merger has created a diverse community where customs, traditions, and cultural aspects from the former communes blend together, creating a rich cultural identity. This forms the foundation for the locality to pursue modern rural development, linking tradition with the aspiration for innovation to build a prosperous and strong homeland. The new Phuc Loc commune is larger, younger, full of energy, and confidently enters a new era.

Located adjacent to the communes of Yen Trung, Than Linh, and Van Kieu, close to the North-South Expressway, near the WHA Industrial Park and major transportation routes such as National Highway 7C and National Highway 48E, Phuc Loc possesses a strategic location, creating momentum for the development of industry, trade, and services, providing employment for more than 600 workers annually.

Besides its advantageous geographical location, Phuc Loc also possesses a valuable "capital" in its people, who are rich in traditions of loyalty, devotion, diligence, and creativity; of which 8.34% of the population are Catholic, contributing to the unique cultural harmony between Catholics and non-Catholics.

Working alongside the people, the Party Committee of the commune, with over 1,157 Party members, has always been at the forefront of all movements, bringing the Party's resolutions into life.

All of this fuels a strong aspiration to rise and affirm Phuc Loc's position as it confidently steps into a new era – an era of innovation, integration, and sustainable development.

A strong Party, a united people, a prosperous homeland.

During the 2020-2025 term, amidst many favorable conditions but also facing numerous difficulties, the Party Committee and people of Phuc Loc commune have together written a remarkable chapter. With a spirit of unity, creativity, and perseverance in overcoming challenges, Our homeland has achieved many important and comprehensive results in various fields.

The economic structure continues to shift in the right direction. To date, the industrial and construction sector accounts for 63.99%; trade and services for 16.58%; and agriculture, forestry, and fisheries for 19.43%. Average income has increased significantly, estimated to reach 60 million VND/person/year in 2025, an increase of 11.3 million VND compared to the beginning of the term. The living standards of the people are constantly improving.

Notably, 3/4 of the communes prior to the merger had achieved advanced new rural standards by the end of 2024; 9 products were ranked OCOP 3 stars or higher, and some products have established their brands in markets inside and outside the province.

In addition, the locality focuses on building concentrated commodity production models, safe production according to VietGAP procedures, linked with digital transformation in granting planting area codes, and building its own brands such as Xa Doai oranges in Nghi Cong Bac, shallots, high-quality rice in Nghi Lam, Nghi My, Nghi Cong Nam; wooden spoons and forks of Hong Son Co., Ltd., Nghi Lam; Hong Phuong honey in Nghi Cong Nam; products of Mami Far Co., Ltd., etc.

The socio-cultural sector continues to experience many positive changes, playing an important role in the harmonious and sustainable development of the locality. By the end of 2024, all four communes will have cultural and sports facilities meeting standards; and 28 out of 32 hamlets will have achieved the title of cultural hamlet.,The rate reached 87.5%; the rate of culturally exemplary families exceeded 91%.

Policies of gratitude, social welfare, and social security are ensured. The poverty rate has decreased to 1.09%. The rate of trained workers has reached 81.62%. National defense and security are strengthened, and political security and social order are guaranteed.

Party building work continues to be emphasized, the political system is strengthened; government operations are reformed towards improving effectiveness and efficiency. Annually, the Party committee, government, Fatherland Front, and political and social organizations are rated by higher authorities as having successfully completed their tasks or better.

Steadfastly moving forward on a new path of development.

The achievements during the past term have affirmed the correct leadership role of the Phuoc Loc Commune Party Committee, while also demonstrating the unity and close ties between the Party committee, the government, and the people. With changes in administrative boundaries, the quality of the cadre, and the operational methods of the political system in the two-tiered local government model, Phuoc Loc has gained an important foundation to determine the goals, tasks, and strategies for a new stage of development.

The establishment of Phuc Loc commune through the merger of four administrative units not only opens up opportunities for comprehensive restructuring but also creates synergy in potential and advantages, expanding the development space for the locality in the future.

In the context of the country's strong transformation into an era of national progress, for the 2025-2030 term, Phuc Loc commune sets forth the following action motto:"Unity - Democracy - Creativity - Breakthrough - Development".

Building on the solid foundation established in the previous term, the locality focuses on rapid, sustainable, and comprehensive development with 6 key tasks, 3 breakthroughs, and 5 main groups of solutions, striving for an average annual growth rate of 12.11% in total product value; per capita income reaching 71 million VND by 2030; 100% of hamlets achieving cultural standards; and aiming to build communes that meet advanced new rural standards by 2026 and model new rural standards by 2028.

In the new term, the commune aims for comprehensive and sustainable economic development, effectively exploiting local potential and advantages, strengthening the application of technology, and implementing digital transformation. It will mobilize all resources to invest in infrastructure and improve the lives of the people. At the same time, it will promote democracy and the people's right to self-governance; improve the effectiveness of the Fatherland Front and other political and social organizations; strengthen national unity; develop culture, ensure social security; care for the people's lives; and preserve and promote local cultural identity.
