Hoang Mai Ward, Nghe An Province, was established on the basis of merging 3 old commune-level administrative units: Quynh Thien Ward, Quynh Trang Commune and Quynh Vinh Commune (old Hoang Mai Town). Hoang Mai Ward has a total natural land area of ​​79.67 km², total population of about 44,474 people. The Party Committee has 61 grassroots Party organizations, with 1,605 party members.

In recent years, before the merger, the localities of the ward have promoted economic restructuring towards increasing the proportion of industry and services, raising people's income.

Notably, the economic growth rate is quite high, the average of the three old localities reached 13%; the economic structure has shifted in the right direction. The average income per capita has increased rapidly, estimated at 90.34 million VND in 2025, 2.2 times higher than at the beginning of the term, achieving the target set out in the Resolution; people's lives have been significantly improved.

Investment in economic and social infrastructure has been focused, especially in the transportation, irrigation, school and healthcare systems. Total social investment (of 3 localities) in 5 years reached over 4,537 billion VND, an increase of 20.97% over the same period.

The cultural and social fields have made much progress; education and training have achieved many positive results, with clear changes in mass quality and key quality, some schools are among the top in the province; basic social security is guaranteed, and policies for people with meritorious services are well implemented.

The work of Party building in terms of politics, ideology and ethics has been carried out seriously, methodically and creatively, with many innovations closely linked to the organization of studying and following Ho Chi Minh's ideology, morality and lifestyle; focusing on improving the leadership capacity and fighting strength of Party committees and organizations.

Inspection and supervision work has been regularly strengthened, contributing to improving discipline within the Party. Mass mobilization work has many practical innovations in content and leadership methods, improving the quality and efficiency of operations.

The activities of the government, the Fatherland Front and socio-political organizations are constantly being innovated, the effectiveness and efficiency of State management are being improved. Organizations in the political system operate in a disciplined manner, closely coordinating in performing the tasks of socio-economic development and maintaining security and defense. Recently, the Hoang Mai Ward Party Committee successfully organized the 1st Party Congress for the 2025-2030 term, setting the goal of building the ward into a civilized and prosperous urban area by 2030. For the 2025-2030 term, the Hoang Mai Ward Party Committee clearly identified 3 strategic breakthroughs to implement the following tasks:

Build a team of cadres, civil servants and public employees of the ward with qualities, capacity, prestige, equal to the tasks in the new era.

Tuesday,Building a synchronous and modern socio-economic infrastructure to meet development requirements. Prioritizing investment in regional connectivity transport infrastructure; urban infrastructure, digital infrastructure, science and technology, energy, and adaptation to climate change.

At the same time, the Ward Party Committee set out 4 key tasks and main groups of solutions. Accordingly, the ward is determined to achieve an economic growth rate of 13 - 14%; Average income per capita reaches 200 - 210 million VND/year. State budget revenue in the area annually reaches over 150 billion VND; Total investment capital for social development in the period 2025 - 2030 in the area reaches 8,000 - 9,000 billion VND; Reduce the average annual poverty rate by 0.07%, to 0.4% by the end of the term. The rate of national standard schools is 100%; The digital transformation index at the ward level is in the top 13/130 commune-level units. The Party Committee, Government, Fatherland Front and socio-political organizations annually complete their tasks well or better (in which, the Party Committee is classified as completing its tasks excellently for at least 1 year).

To realize the above goal, Hoang Mai ward will focus on exploiting the available conditions, potentials and advantages; flexibly apply and promote internal resources, take advantage of attracting external resources to serve the common development goals of the ward; promptly research, consult with the province, build detailed planning of the ward in accordance with the general planning of the province, create new development space for the ward. Develop economic corridors and expand development space, strengthen regional connectivity.

With the orientation of modern and sustainable economic development, improving growth quality and competitiveness, Hoang Mai ward will focus on strongly applying science, technology, innovation and digital transformation; improving labor productivity, growth quality, efficiency and competitiveness of the economy. Continue to shift the economic structure in the right direction, in which industry is the driving force for breakthroughs; trade, services, and tourism are the spearheads; agriculture is the foundation.

In the industrial sector, the ward prioritizes the development of industry, logistics services, transportation services, and regional connectivity services in industrial parks associated with Dong Hoi Port in Tan Mai Ward. Applying high technology, green technology, saving resources and energy, and being environmentally friendly to develop local industries.

In particular, with its location on the North-South traffic axis, Hoang Mai ward has become a bustling commercial center with many businesses, restaurants, hotels and general agency services.

On the basis of being a service and trade center in Hoang Mai region, continue to expand the urban space along the North-South National Highway; create all favorable conditions for the private economic sector to develop services and trade.
