Comprising the wards of Quỳnh Thiện, Quỳnh Trang, and Quỳnh Vinh, Hoàng Mai ward (Nghệ An province) not only possesses significant economic development potential but also holds unique cultural and historical values of the Southern Thanh Hóa - Northern Nghệ An region. Hoang Mai Ward, Nghe An Province, was established by merging three former commune-level administrative units: Quynh Thien Ward, Quynh Trang Commune, and Quynh Vinh Commune (formerly Hoang Mai town). Hoang Mai Ward has a total natural land area of 79.67 km².2The total population is approximately 44,474 people. The Party Committee has 61 grassroots Party organizations, with 1,605 Party members.
In recent years, prior to the merger of the ward's localities, there had been a strong push to shift the economic structure towards increasing the proportion of industry and services, thereby raising people's incomes.

Notably, the economic growth rate was quite high, averaging 13% across the three former localities; the economic structure shifted in the right direction. Per capita income increased rapidly, estimated to reach 90.34 million VND in 2025, a 2.2-fold increase compared to the beginning of the term, achieving the target set in the Resolution; the people's living standards improved significantly.
Socio-economic infrastructure has received focused investment, especially in transportation, irrigation, schools, and healthcare. Total social investment (in the three localities) over the past five years reached over 4,537 billion VND, an increase of 20.97% compared to the same period.

The socio-cultural sector has made significant progress; education and training have achieved many positive results, with noticeable improvements in both general and specialized quality, and some schools are among the top in the province; basic social security is ensured, and policies for those who have rendered meritorious services are well implemented.
Party building work in terms of politics, ideology, and ethics has been implemented seriously, systematically, creatively, and with many innovations closely linked to the organization of studying and following Ho Chi Minh's thought, morality, and style; focusing on improving the leadership capacity and fighting strength of Party committees and organizations.

Regular inspection and supervision have been strengthened, contributing to improved discipline within the Party. Mass mobilization work has seen many practical innovations in content and leadership methods, improving the quality and effectiveness of its activities.
The activities of the government, the Fatherland Front, and political and social organizations have been continuously reformed, and the effectiveness and efficiency of state management have been enhanced. Organizations within the political system operate in an orderly manner, coordinating closely in carrying out tasks related to socio-economic development and maintaining national security and defense. Administrative reform and digital transformation within the Party and government have achieved many positive results.

Recently, the Party Committee of Hoang Mai Ward successfully held its first Ward Party Congress for the 2025-2030 term, setting the goal of building the ward into a civilized, prosperous, and beautiful urban area by 2030. For the 2025-2030 term, the Hoang Mai Ward Party Committee has clearly identified three strategic breakthroughs to implement its tasks:
The first,Applying science and technology, digital transformation, and innovation in administrative reform to better serve the people and businesses; maximizing the mobilization of resources in society, focusing investment on rapid and sustainable development.
Monday,Focus on developing human resources to meet the development requirements of the ward; continue to comprehensively implement solutions to improve the quality of education. Build a team of ward officials, civil servants, and employees with the qualities, capabilities, and prestige to match the tasks in the new era.

Tuesday,To build a comprehensive and modern socio-economic infrastructure that meets development requirements. Priority should be given to investing in transportation infrastructure connecting regions; urban infrastructure, digital infrastructure, science and technology, energy, and climate change adaptation.
Simultaneously, the Party Committee of the ward set forth four key tasks and main groups of solutions. Accordingly, the ward is determined to achieve an economic growth rate of 13-14%; average per capita income of 200-210 million VND/year; annual state budget revenue in the area exceeding 150 billion VND; total social development investment capital in the area for the period 2025-2030 reaching 8,000-9,000 billion VND; reducing the poverty rate by an average of 0.07% annually, reaching 0.4% by the end of the term; achieving 100% of schools meeting national standards; and the ward's digital transformation index ranking among the top 13 out of 130 commune-level units. The Party Committee, Government, Fatherland Front, and political and social organizations will annually complete their tasks well or better (with the Party Committee being rated as having excellently completed its tasks for at least one year).

To realize the above objectives, Hoang Mai ward will focus on effectively exploiting existing conditions, potential, and advantages; flexibly applying and developing internal resources, and attracting external resources to serve the ward's overall development goals; promptly researching and advising the province on the development of a detailed ward plan consistent with the province's overall plan, creating new development spaces for the ward. Developing economic corridors and expanding development space, strengthening regional linkages.
With a focus on developing a modern and sustainable economy, improving the quality of growth and competitiveness, Hoang Mai ward will concentrate on strongly applying science, technology, innovation, and digital transformation; enhancing labor productivity, growth quality, efficiency, and the competitiveness of the economy. It will continue to shift its economic structure in the right direction, with industry as the driving force for breakthroughs; trade, services, and tourism as the spearhead; and agriculture as the foundation.

For the industrial sector, the ward prioritizes the development of industries, logistics services, transportation services, and services that connect the region in industrial zones associated with Dong Hoi Port in Tan Mai ward. High technology, green technology, resource and energy conservation, and environmentally friendly practices are applied to develop local industries.
In particular, situated on the North-South transportation axis, Hoang Mai ward has become a bustling commercial center with many businesses, restaurants, hotels, and general agency services.
Based on its position as a regional service and trade center, Hoang Mai continues to expand its urban space along the North-South National Highway; creating favorable conditions for the private sector to develop in services and trade. Urban development will expand to the south; developing waterway tourism connecting with the area and spiritual tourism destinations along the Hoang Mai River. Investment projects in transportation infrastructure, residential areas, and industrial zones are expected to elevate Hoang Mai ward, transforming it into a dynamic and livable urban area.
In addition, Hoang Mai ward has also prepared the relevant infrastructure well, from the planning stage to ensure synchronization and connectivity; using land resources rationally, especially in preparing land plots to attract investors.

Alongside this, we need to develop green, ecological agriculture that adapts to climate change; enhance the value and linkages within the product chain. We must shift strongly from a mindset focused solely on agricultural production to one focused on developing an agricultural economy.
At the same time, the ward is focusing on implementing Resolution No. 57 of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation - this is an inevitable trend and a breakthrough solution to improve the effectiveness of its work.

Furthermore, the ward comprehensively addresses all aspects of culture and society; focuses on improving the material and spiritual quality of life for the people, ensuring social security, especially for policy beneficiary households. It develops education, healthcare, culture, and sports towards high quality; emphasizes building a civilized urban lifestyle, workplace culture, and community conduct. At the same time, it strengthens national defense and security, with the core task being maintaining security and order in the area.
