Prosecuted 34 subjects for falsifying documents and cheating in construction bidding in Nghe An
Nghe An Provincial Police have just prosecuted 34 subjects from many construction companies for creating fake capacity records and colluding to falsify material test results to participate in bidding, acceptance and payment for projects.
Through the investigation of the Office of the Police Investigation Agency of Nghe An Province, it was discovered that many construction companies in the area were not qualified but still wanted to win the bid, so they created fake capacity records and colluded with Viet An Construction Joint Stock Company and Construction Inspection Consulting Joint Stock Company 36 to falsify material testing results.
Instead of testing according to regulations, the contractors waited until the completion stage to hire these two units to create fake documents according to "standards" to legalize the records.


These fake documents were used to submit to the investor for acceptance and payment. As a result, many substandard materials have the potential to affect the quality and safety of the project. The Criminal Police Department continues to investigate and determine the quality of construction materials, the quality of the project and the extent of damage.
On September 14, the investigation agency prosecuted: NVT (born 1971), Director of Viet An Construction Joint Stock Company; NVD (born 1981), Director of Construction Inspection Consulting Joint Stock Company 36 and 5 other subjects for the crime of "Forging documents of agencies and organizations”. 27 subjects from other construction companies were charged with “Using fake documents of agencies and organizations” and violating bidding regulations.
The investigation continues to be expanded to clarify the quality of the works, the extent of damage and related responsibilities.
According to Decree No. 06/2021/ND-CP dated January 26, 2021 of the Government detailing a number of contents on quality management, construction and maintenance, construction contractors are responsible for organizing and implementing specialized construction testing activities with testing units. At the same time, testing units must send staff to take samples and make sampling records at the site with the participation of representatives of contractors and supervision consultants, and materials that meet the prescribed standards can be put into use.
