Previously, through intelligence gathering, the Thai Hoa Town Police discovered a ring producing counterfeit seals and documents of agencies and organizations. They reported this to the provincial police leadership and requested permission to establish a special case to focus on verifying, investigating, and clarifying the matter.

Using a coordinated approach involving various investigative techniques, the task force determined that this network was highly organized, with the participation of numerous individuals; each with a specific role, from the ringleader and producers to collaborators responsible for advertising and transactions.

This group exploited cyberspace, particularly social media platforms, to promote document forgery services and expand their customer network. They promised quick and secure services, attracting numerous collaborators nationwide, forming a widespread network of "branches."
