Previously, through the reporter's investigation, Nam Can Primary and Secondary School for Ethnic Minorities is a school that combines primary and secondary levels. Particularly at the primary level, before the new school year, the school had 13 classes and 28 teachers, the school's teacher ratio was nearly 2.2 teachers/class, higher than the average level of the province (1.36 teachers/class).

Due to a surplus of teachers, following the direction of the province and the guidance of the Department on teacher dispatch, at the beginning of this school year, the school held a meeting and made a list of dispatches.special assignment7 people, including Ms. TTTH, were sent to the Department of Education and Training. On September 4, the Department of Education and Training decided to transfer teachers from the school to work on a secondment for a period of no more than 2 years. Among them, 5 teachers were sent to Bao Thang 1 Primary and Secondary School for Ethnic Minorities, 1 teacher was sent to Keng Du 2 Primary School for Ethnic Minorities, and Ms. TTTH was sent to Huu Kiem Primary School for Ethnic Minorities.

Among these schools, only the primary school teachers in Keng Du commune are from the border area.

During the implementation process, teacher Lam Nguyen Ngoc - Principal of Nam Can Primary and Secondary School for Ethnic Minorities said: For the past 2 years, teacher TTTH has reported to the school that she has a serious illness and every month she takes 4-5 days off for treatment. When making the list of secondments, the school took into account the case of Ms. H. and the school asked her to write a letter to report the situation to the Department.

The school principal also said that after receiving instructions, Ms. H. wrote a petition and the school principal signed the petition for verification.

Ms. H. has worked at the school for many years, so the school hopes that she will stay. We also hope that the Department will create favorable conditions and support.

During the discussion, the TTTH teacher also confided that due to her illness, she also wished to stay at school to facilitate her work and life. However, because the school had just made the list on September 3 and the Department had made its decision on September 4, Ms. H. did not send her application to the Department.

Balance the teacher ratio between schools

After the decision, Ms. TTTH has been assigned as the homeroom teacher of class 5 at Huu Kiem Primary School for Ethnic Minorities. Teacher Tran Van Thang - Principal of the school said that before the new school year, due to a lack of teachers, the school proposed to add 7 people and now has added 4 people. Of these, 3 teachers were transferred from schools in the border area. These teachers have all been arranged dormitories for the convenience of teachers.

If Ms. TTTH wishes to return to her old school, the school will create conditions and rearrange the timetable, and teachers will increase the number of hours to make up for the shortage. If Ms. H. stays, the school will base on her health condition to reduce her hours according to regulations.

Before the implementation of the two-level local government, the difference in the ratio of teachers between schools in the same locality occurred in many schools. Specifically, before the new school year, according to statistics from the Nghe An Department of Education and Training, while the whole province lacked teachers, many schools in the highlands, especially schools in the border areas, had a surplus. In particular, in the old Ky Son district, there was a situation of surplus and shortage, with a large difference in the local teacher ratio.

Specifically, Nam Can Primary and Secondary School for Ethnic Minorities has a ratio of 2.15 teachers/class (primary level), Na Ngoi Secondary School for Ethnic Minorities has a ratio of 3.1 teachers/class; Pha Danh Primary School for Ethnic Minorities has 2.88 teachers/class; Ta Ca Primary School for Ethnic Minorities has 2.67 teachers/class.

At the same time, assign responsibility to the principal, if after the secondment there are still surplus teachers, the budget will not be allocated to pay salaries to ensure fairness between schools. Therefore, the fact that schools have surplus teachers and have to second is normal and in accordance with the province's policy. However, when implementing, it is also necessary to adhere to regulations and comply with the law, and with priority subjects.
