More than 800 teachers in Nghe An were transferred and seconded to solve the problem of teacher shortage.
This is the first time that teacher secondment has been carried out on a province-wide scale, chaired by the Department of Education and Training.
The Department of Education and Training has announced a list of 836 teachers on secondment from the 2025-2026 school year. Accordingly, this list includes 142 preschool teachers, 290 primary school teachers and 404 secondary school teachers. The period of secondment for teachers is from 1 to 3 years.

Regarding the number of teachers on secondment this year, it is noteworthy that at the preschool level, there are a number of cases where teachers from preschool level are seconded to teach at secondary schools, mainly in Nam Dan district (old). These teachers used to be teachers at secondary schools and were then assigned to preschool level and now wish to return to secondary schools to work in their respective fields. For now, the time of secondment of teachers is not more than 3 years.
At the primary level, the largest number of seconded teachers is concentrated in Yen Thanh district (old) with 41 people, Ky Son district (old) with 57 people, Tuong Duong district (old) with 37 people. Meanwhile, some old localities such as Vinh city, Hoang Mai town, Nghi Loc district only transferred 1 person. The few transfers are partly due to the fact that localities have basically enough teachers according to regulations. In addition, there are localities where there is a huge shortage of teachers and there are no more teachers to mobilize for secondment.
At the secondary level, in the list, there are quite a few teachers transferred to teach inter-school, focusing on specific subjects such as Information Technology, English, Music, Fine Arts...

According to the representative of the Department of Personnel Organization - Department of Education and Training, this year's list of secondments includes many cases that are already seconded in old districts and have not met the prescribed time. Therefore, teachers will continue to be seconded from this school year until the end of the prescribed time. In addition, there are some cases of new secondments based on the number of teachers currently in schools and the wishes of the teachers.
In the processspecial assignment, salaries and allowances (if any) of the officers sent by the unit to work on secondment are paid according to regulations. After completing the task, the teachers will be arranged to work at the old unit or a new unit with more favorable conditions (if they have the desire and suitable job position).
During the secondment period, if the sending unit has a need (due to increasing classes, transferring, or reducing staff) or the seconding unit has new recruits to replace them, they will be considered for assignment to the sending unit's work ahead of schedule.
Previously, from the beginning of this school year, to solve the problem of teacher shortage in the context of implementing a two-level local government, the Nghe An Department of Education and Training was assigned by the Provincial People's Committee to transfer teachers across the province to ensure a balance of staff for the new school year.
Before the transfer and assignment, the Department requested all schools to make a list of teachers sent on assignment or inter-school teaching for the Department to consider the transfer.
