Nghe An Education Department plans to second teachers, prioritizing some special cases
The Department of Education and Training has just been assigned by the Provincial People's Committee to transfer teachers across the province to ensure a balanced workforce for the new school year. According to the Department's latest guidelines, transfers and secondments cannot exceed 36 months.
Arrange seconded teachers suitable for their expertise
According to the latest summary of the Department of Education and Training, by August 25, 2025, the whole province had 41,345 cadres, managers, and teachers working in kindergartens, primary schools, and secondary schools. This number is a decrease of more than 2,200 teachers compared to the number of people assigned to work in the 2024-2025 school year due to retirement and staff reduction.
With the above number, the current average teacher ratio at secondary school level in the province is: 1.62 teachers/class (if 01 team/school is deducted, the ratio is 1.56); primary school level: 1.36 teachers/class (if 01 team/school is deducted, the ratio is 1.32); preschool level: 1.87 teachers/group, class.

According to the Department's calculations, if the province's quota for staff is fully recruited in 2025, the ratio will be: Secondary school level: 1.73 teachers/class; Primary school level: 1.41 teachers/class; Preschool level: 1.95 teachers/group/class. However, currently, the ratio between regions (old districts) and between schools has many differences and structural inadequacies (local surplus and shortage).
To ensure balance in the teaching staff among schools, during the process of transferring and seconding, the Department has requested all schools to make a list of teachers sent on secondment and inter-school teaching for the Department to consider transferring.
During the implementation process, the Department has some notes such as: For secondary school teachers arranged to teach primary school, including teachers with expertise such as: Literature, Math, Physical Education, English, Music, Fine Arts, Information Technology, History, Geography and some other subjects can be arranged to teach primary school; For preschool teachers, arrange teachers with training qualifications suitable for job positions at secondary school level to be seconded to teach secondary school; For primary school teachers, arrange to teach secondary school for the subjects of Music, Fine Arts, English, Information Technology, Physical Education.

According to the plan, the secondment of teachers and staff will be carried out for a period of no more than 36 months to ensure the quantity, proportion, and structure between departments, the balance between schools, and the implementation of the tasks of the sector. During the secondment period, if the sending unit has a need (due to increasing classes, reducing staff, etc.) or there is a new recruitment to replace the seconded unit, they will be assigned to work at the sending unit before the deadline.
Ensure honesty and correct target
Also according to the Department's instructions, no transfer or secondment of civil servants will be carried out for female teachers who are pregnant or raising children under 36 months old, unless there is a voluntary application for secondment.
At the same time, encourage officials from units with a lot of surplus (excess in quantity and structure) to apply for long-term transfer to units with a shortage of teachers, suitable for the job position structure.

To ensure objectivity in the secondment and transfer, the Department recommends that principals make it public so that teachers and staff are aware. At the same time, propaganda, mobilization, and good ideological work should be done so that cadres, teachers, and staff can agree and see the meaning, importance, and responsibility of the teaching staff in the face of the current situation of teachers and staff in the education sector.

Also according to the Department's instructions, based on the actual situation of the team, units can proactively identify additional priority subjects who do not have to be seconded or will be seconded next time according to the school's regulations. In particular, priority is given to cases such as: Teachers who are suffering from serious illnesses in the list prescribed by the Ministry of Health; teachers who were soldiers who worked and directly participated in combat at the border, islands, and performed international duties; teachers whose spouses are working in border areas, islands; teachers who are the biological children of martyrs.
Those who have not yet completed their secondment period (according to the Decision of the Chairman of the People's Committee of the old district or the Department of Education and Training of the old district), but from July 1, 2025 have been arranged to return to the sending unit for secondment before the deadline, now continue to be seconded to complete the time.

The Department of Education and Training also informed that the Department is currently reviewing the number of employees assigned and currently available at public educational institutions to coordinate with the Department of Home Affairs to advise the Provincial People's Committee to re-assign the payroll to communes in the last 4 months of 2025 according to a basic unified ratio across the province.
Therefore, if any unit does not send enough staff on secondment, the unit head must be responsible for the salary fund when the number of assigned positions is lower than the current number of positions.
