In recent days, several Facebook pages have posted information summarizing the recruitment needs for preschool and secondary school teachers in Nghe An province in 2025. Alongside this, these pages also offer study materials for teachers seeking to fill these positions. Many comments below this information express skepticism, as there is currently no official guidance document or specific recruitment quotas.
Contacting the phone number on the website, the writer was also advised on which subject and level of teaching materials to purchase. In addition, the buyer was offered a set of materials including theory and questions, answers to laws and circulars, specialized topics, key laws and decrees frequently tested, tips for quick memorization, interview exam questions with detailed answers; pedagogical situations according to grade level and how to handle them, all for 350,000 VND per set.

Responding to the Nghe An Newspaper and Radio & Television regarding this issue, Mr. Thai Van Thanh – Director of the Department of Education and Training – stated: The teacher recruitment information posted on social media is inaccurate. In reality, following the implementation of a two-tiered local government system, there is currently no official guidance document regarding the recruitment of civil servants in the education sector. Therefore, at this time, Nghe An has no plans to recruit teachers from preschool to junior high school.
Upon inquiry at the Personnel Department of the Department of Education and Training, the department's leaders stated that the compiled data on the teacher-to-class ratio for all levels of education from preschool to junior high school, and the compiled recruitment needs for teachers and staff in primary schools for the 2025-2026 school year, which are posted on social media, are reports on the current state of the Department's workforce.teacherbefore the end of the district-level government's operations.

For the 2025-2026 school year, the entire province will still need more than 4,000 teachers at the preschool and general education levels to meet the required teacher-to-class ratio. In particular, the shortage of teachers for gifted subjects (Music, Fine Arts, Information Technology, Foreign Languages) and new subjects in the 2018 General Education Program (Natural Science, History and Geography, Experiential Activities - Career Guidance) is widespread in many schools.
Early delineation of jurisdiction
Regarding the recruitment and placement of teachers after the implementation of the two-tiered government system, many shortcomings still exist in Nghe An province. Specifically, there is a shortage of teachers, and localized surpluses or shortages of teachers in many areas. Meanwhile, the transfer and rotation of teachers between communes remains difficult due to the uneven teacher-to-student ratios and the small size of communes, making rotation challenging.
Regarding this issue, there are currently no guidelines on the delegation of authority to the Department or the commune in the state management of the teaching staff in schools.

In light of this situation, in early July, the Department of Education and Training also submitted a document requesting the Provincial People's Committee to consider assigning authority for personnel matters in the education and training sector, based on Government Decree No. 142/2025/ND-CP dated June 12, 2025, which stipulates the delineation of authority between two levels of local government in the field of state management under the Ministry of Education and Training, relevant regulations, and the actual situation of the locality, in order to promptly prepare for the new school year starting from August 15, 2025.
At the same time, it is necessary to standardize the appointment, transfer, rotation, utilization, recruitment, and secondment of teachers between educational institutions located in different communes.
Initially, the Department recommends recruiting all allocated staff by August 2025 to fill the severely understaffed educational institutions. During implementation, a review will be conducted to reassign seconded teachers whose secondment period has not yet expired (due to their return from July 1, 2025) back to their previous workplaces.
Currently, there is a severe shortage of foreign language and computer science teachers in mountainous communes. Therefore, if management is decentralized, and policies are implemented to recruit and reinforce teachers for a limited time, or to recruit teachers for a 5-year term in mountainous areas with the option of returning to their hometowns after completing their assignments, the teacher shortage, coupled with the lack of local training resources, can be overcome.
Furthermore, if the staffing and teacher allocation between different educational levels and institutions throughout the province are balanced, it will ensure effective and high-quality operation, and reduce the waste of human resources in the entire sector.
