This is the content that Nghe An province has just commented on the Draft Circular guiding the functions, tasks, and powers of the Department of Education and Training, the field of education and training of specialized departments under the People's Committees of communes, wards, and special zones of provinces and centrally run cities.

According to the draft for which the Ministry of Education and Training has solicited comments, there are 12 tasks and powers assigned to the Department of Education and Training with various contents. In particular, in the fourth content on the team of teachers, management staff, civil servants and workers, the Department is assigned to carry out recruitment, management, use, appointment, promotion of professional titles, change of professional titles, training, fostering...

In addition, the Department will preside over and coordinate with relevant units to develop annual plans on the number of employees of the Department and its affiliated educational institutions; decide to assign and adjust the number of employees receiving salaries from the State budget for educational institutions in the province; guide and organize the recruitment, use, evaluation, training and development of civil servants and workers, etc.

The Department of Culture and Society under the People's Committee at the commune level, according to the draft of the Ministry, has 19 tasks. In particular, regarding personnel work, it is responsible for advising and submitting to the Chairman of the People's Committee at the commune level a plan to propose the need for teachers under its authority, management, and reporting to competent authorities according to regulations.

Commenting on this draft, the People's Committee of Nghe An province suggested that the draft should clearly assign tasks to management levels for educational institutions so that the People's Committee of the province has a basis to issue regulations on assignment and decentralization of education management and regulations on functions and tasks of the Department of Education and Training, clarifying the scope of "under management" of the People's Committee at the commune level and the Department of Education and Training.

On the assignment of workrecruitment,Use, appoint, mobilize, and second civil servants of preschool, primary, and secondary schools in the province. The assignment must address practical issues.

Specifically, currently, most localities in the province have a local surplus of teachers in educational institutions (number, subject structure). In particular, schools in central communes or with high preferential treatment have a surplus of teachers, while schools in remote areas lack teachers.

Previously, to balance teachers among schools, the (old) district People's Committee seconded teachers from places with surplus to places with shortage, arranging for inter-school teaching.

However, at present, after implementing the 2-level local government, schools with this problem are not in the same administrative boundaries. Meanwhile, the authority to transfer teachers from schools in one commune to work at schools in another commune is unclear. The specificity of the education sector is that over 80% of civil servants are female, so the transfer is difficult, especially when currently each commune has only 1-2 schools at each level.

Based on the above reality, the People's Committee of Nghe An province believes that the recruitment, mobilization, secondment, and inter-school assignment need to take into account factors such as regulating and balancing teachers among educational institutions across the province, ensuring effective and quality operations, and limiting waste of human resources throughout the sector.

At the same time, ensure compliance with accountability for educational activities, educational quality, teacher and learner management, and implementation of educational development policies.

The plan to organize a general recruitment council for the whole province aims to avoid wasting time and State budget as well as time and effort of candidates.

Regarding the teaching staff, the monitoring report on the planning of the school and class network in Nghe An province by the Provincial People's Council at the end of June 2025 showed that the situation of local surplus - shortage of teachers occurred in many localities.

Currently, the whole province is still short of more than 4,000 teachers at preschool and general education levels to meet the required teacher/class ratio. In particular, the lack of teachers for gifted subjects (Music, Fine Arts, Information Technology, Foreign Languages), new subjects of the 2018 General Education Program (Natural Sciences, History and Geography, Experiential Activities - Career Guidance) causes difficulties in implementing the program, teaching plan, ensuring education quality, putting pressure on teachers, managers and difficulties in ensuring the criteria for building national standard schools.

The recruitment of teachers who are still lacking according to the staff assigned by the competent authority is still slow. The quality of some teachers does not meet the requirements of training level and does not meet the requirements of innovation.
