Lacking more than 4,000 teachers, Nghe An Provincial People's Council requested timely recruitment of the correct and sufficient number of assigned positions.

Nghe An currently has more than 1,590 teaching positions assigned by competent authorities. This will be an important additional source to partly offset the current shortage of human resources in the education sector of more than 4,000 personnel.

Recently, at the 31st Session, the People's Council of Nghe An province, term XVIII, 2021 - 2026, passed a Resolution on the results of the Provincial People's Council's thematic supervision on the implementation of planning and arrangement of school and class networks at educational institutions in Nghe An province.

Before issuing the Resolution, the People's Council of Nghe An province established a thematic supervision team on the planning and arrangement of school and class networks at educational institutions in the area. The team conducted direct supervision at the Provincial People's Committee, Department of Education and Training; at the same time, supervised through reports to relevant units such as: Department of Finance, Department of Home Affairs and People's Committees of 20 districts, cities and towns (in the old 3-level local government).

Through monitoring, regarding the staff, the delegation found that the Provincial People's Committee has directed departments, branches and localities to conduct consultations to review the organization of the education sector's staffing, submit to the Central Government to supplement the staffing, and then allocate staffing for localities and units to recruit.

The recruitment of education career officials is carried out in accordance with regulations. In particular, the whole province has recruited all contract preschool teachers according to Joint Circular No. 09/2013/TTLT-BGDĐT-BTC-BNV, Decree No. 06/2018/ND-CP dated January 5, 2018 with more than 1,700 teachers.

Thanks to that, the team of managers, teachers and staff has been gradually improved in quantity and quality, meeting the requirements of innovation and improving the quality of education and training in the province.

According to the report, currently, the total number of managers, teachers and staff in the Education and Training sector is 46,434 people, of which 3,417 are managers and 39,549 are teachers, 3,468 are staff. 84.5% of managers and teachers meet or exceed the training standards (of which, preschool: 94%, primary: 86%, secondary: 91%, high school: 65%); vocational education has 70.08% of teachers meeting the standards of vocational skills.

The monitoring team also pointed out the local surplus and shortage of teachers occurring in many localities. The whole province currently lacks more than 4,000 teachers at preschool and general education levels to meet the required teacher/class ratio. Specifically, preschools lack 1,579 teachers (14%); primary schools lack 1,198 teachers (8%); junior high schools lack 942 teachers (8%); high schools lack 463 teachers (8%).

According to the number of positions assigned for the 2024 - 2025 school year of 48,753 positions, currently, the teacher/class ratio of all levels in Nghe An is: preschool 1.9; primary school 1.35; junior high school 1.7; high school 2.1.

Meanwhile, the regulations on teacher/class ratio of the Ministry of Education and Training are: Preschool: 2.5 teachers/group of children; 2.2 teachers/kindergarten class; Primary school: 1.5 teachers/class; Secondary school: 1.9 teachers/class including the Team Leader; High school: 2.25 teachers/class.

In particular, the monitoring team found that the lack of teachers for gifted subjects (Music, Fine Arts, Information Technology, Foreign Languages), new subjects of the 2018 General Education Program (Natural Sciences, History and Geography, Experiential Activities - Career Guidance) caused difficulties in implementing the program, teaching plans, ensuring education quality, putting pressure on the teaching staff, management staff and difficulties in ensuring the criteria for building national standard schools.

The recruitment of teachers who are still lacking according to the staffing levels assigned by the competent authority is still slow. According to the report of the Department of Home Affairs: For preschool and public education, the number of staffing levels assigned in 2025 is 48,789, the number of existing civil servants is 47,197, the whole province currently has 1,592 unused staffing levels.

Therefore, at the 31st Session (regular session in mid-2025), with high consensus, the People's Council of Nghe An province passed a Resolution on the results of thematic supervision of the planning and arrangement of school and class networks at educational institutions in the province.

In particular, one of the key tasks and solutions emphasized is to request the Provincial People's Committee to direct relevant departments and branches to promptly recruit the right and sufficient teachers according to the number of staff assigned by competent authorities; review and arrange preschool and general education teachers among educational institutions in the area to overcome the local surplus and shortage of teachers.
