Nghe An implements preferential allowance regime for teachers of disabled students

The issue of not paying allowances to teachers teaching disabled students in Nghe An has been raised for many years. Opinions are that once this allowance system is implemented, it will promptly motivate and ensure the rights of teachers who are directly teaching at schools.

Implementing Decree No. 142/2025/ND-CP of the Government on the division of state management authority in the field of education and Decree No. 28/2012/ND-CP guiding the implementation of the Law on Persons with Disabilities, on August 28, the Nghe An Department of Education and Training issued Document No. 2453/SGDĐT-TCCB on the implementation of preferential allowances for teachers directly teaching students with disabilities under the inclusive education method in the 2025-2026 school year.

Accordingly, the Department of Education and Training of Nghe An requested the People's Committees of communes and wards to base on the instructions to direct educational institutions to prepare budget estimates and lists of beneficiaries, send them to the Department of Culture and Social Affairs for review, synthesis, and submit to the Department of Finance for consideration and additional funding.

The subjects of application are teachers and lecturers assigned to directly teach in classes with at least one student.students with disabilitiesstudy according to inclusive education method

The allowance is calculated based on the actual number of teaching hours, based on Clause 2, Article 7 of Decree 28/2012/ND-CP, with the formula: Salary per teaching hour x 0.2 x Total actual teaching hours in classes with disabled students/Number of weeks for teaching.

Regarding the education of students with disabilities, in recent years, the Government and relevant ministries and branches have issued many decrees and circulars guiding the implementation of a number of articles of the Law on People with Disabilities and policies for teachers who teach students with disabilities in educational institutions. However, along with many other provinces and cities across the country, for many years now, no teacher in Nghe An who is teaching students with disabilities has received any benefits.

Therefore, from the beginning of this school year, Nghe An province issued a document to review and pay preferential allowances for teachers teaching disabled students in an inclusive manner, meeting the legitimate expectations of teachers and schools.

School representatives affirmed that implementing policies and regulations for teachers who teach students with disabilities helps them to reduce pressure and promptly encourage teachers to teach in special classes.

Currently, according to the latest statistics of the Department of Education and Training, Nghe An province has more than 4,500 disabled students studying in integrated schools. Of which, the two levels with the largest numbers are primary school with nearly 2,600 students and secondary school with nearly 1,500 students.

Previously, in 2023, it was estimated that with about 4,000 disabled students studying in nearly 3,200 classes in schools in Nghe An province, the province would need to pay over 70 billion VND per year to teachers teaching disabled students.
