The Prime Minister directed ministries, branches and localities to proactively respond to super typhoon Ragasa.

Telegrams sent to Secretaries and Chairmen of People's Committees of provinces and cities from Quang Ngai to the North; Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Culture, Sports and Tourism, Science and Technology, Education and Training, Health; General Directors of Vietnam Television, Voice of Vietnam, Vietnam News Agency; Editor-in-Chief of Nhan Dan Newspaper; Office of the National Civil Defense Steering Committee.

The telegram stated: The storm with the international name Ragasa is active in the sea east of Luzon Island (Philippines). At 7:00 a.m. on September 22, 2025, the center of the storm was at about 19.3 degrees north latitude; 123.1 degrees east longitude, about 200 km northeast of Luzon Island, the strongest wind near the center of the storm was level 17 (super typhoon level), gusting above level 17..

According to the forecast of the National Center for Hydro-Meteorological Forecasting, around tonight (September 22, 2025), storm Ragasa will move into the East Sea (storm number 9 in the East Sea in 2025). After entering the East Sea, the storm will move faster at a speed of about 20 km/h and maintain a maximum intensity of level 16 - 17, gusting above level 17 during September 22 - 23, 2025 in the East Sea (wind force equivalent to and stronger than the maximum intensity of storm Yagi in 2024), waves over 10m high, rough seas, especially dangerous for ships operating in the northern and central areas of the East Sea.

From September 24, 2025, the storm's intensity will gradually decrease. From the night of September 24 to the early morning of September 25, 2025, the storm will pass Leizhou Island (China) into the Gulf of Tonkin with the storm intensity still strong at level 12 - 14, gusting at level 15 - 16. It is forecasted that on September 25, the storm may directly hit the mainland of our country in the area from Quang Ninh to Ha Tinh.

This is a very strong storm (currently reaching super typhoon level and will continue to maintain super typhoon level for the next 2 days when operating in the East Sea), the range of strong winds is very wide (from the 18th parallel northwards there are very strong winds), especially need to be careful of thunderstorms before the storm directly affects (even when the storm center is still about 300 - 400km away)..

According to the forecast of the National Center for Hydro-Meteorological Forecasting (up to now), it is likely that storm Ragasa will directly affect the mainland of the Northern and North Central provinces. However, the storm's developments are still very complicated. Localities, authorities and people need to monitor and regularly update the latest storm forecast bulletins on the developments of super storm Ragasa.

To respond to super typhoon Ragasa early and from afar, ensuring the safety of people's lives and minimizing property damage, first of all to ships and activities at sea and along the coast, the Prime Minister requested:

1. Ministers of Ministries:National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, Health; Secretaries and Chairmen of People's Committees of provinces and cities from Quang Ngai and above must not be negligent or subjective, organize monitoring, updating, and grasping the developments of the storm and the situation in the locality; focus on leading, directing, reviewing, updating plans, and being ready to immediately deploy response measures to super storm Ragasa with the most drastic spirit, early and from afar, proactively taking response measures at the highest level, anticipating the worst scenario to ensure the safety of people's lives, limit damage to property of the people and the State, and not be passive or surprised in any situation.

2. Comrade Secretary, Chairman of the People's Committee of the provinces, coastal cities from Quang Ninh to Quang Ngai, especially: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri and Hue (areas where very strong storm winds are forecasted) postpone unnecessary meetings, mobilize the entire political system to participate, focus on leadership, direction, implementation, and urging of response to super typhoon Ragasa, including:

a) Urgently review and count all local vessels and vehicles operating at sea and along the coast; coordinate with relevant agencies by all means to inform ship owners and captains of vessels and vehicles still operating at sea about the developments and forecast of the storm's movement; guide them to move away from and not enter areas at risk of being affected by the storm; call on and guide vessels and vehicles to safe shelters; and at the same time guide and support the implementation of necessary measures to ensure the safety of vessels at anchorage.

b) Based on the specific situation of risks and the level of impact of the storm, localities proactively decide to restrict ships and means of transport from going out to sea, operating at sea or prohibiting the sea when necessary (pay attention to prevent storms and lightning before the storm directly affects); decide to control and limit means of transport during the storm causing strong winds and heavy rain to limit incidents and ensure the safety of people's lives.

c) Deploy as soon as possible measures to prevent and combat storms at sea, on islands, in coastal areas and on land, paying attention to proactively reinforcing to ensure the safety of houses, infrastructure works, sea dykes, limiting damage to production, especially agricultural production in coastal areas; support people in harvesting agricultural products that are about to be harvested with the motto "green house is better than old field" to limit damage caused by storms.

d) Review plans, forces, and means to be ready to organize and implement evacuation support and relocation of people in unsafe areas before the storm directly affects them, and deploy response, rescue, and relief work when bad situations occur.

3. Minister of Agriculture and Environment:

a) Directing hydrometeorological forecasting agencies to closely monitor, coordinate, and consult international forecast information to forecast and provide the earliest, most complete, and most accurate information on the developments and impacts of storms, and at the same time identify the worst possible scenarios so that authorities and people know and proactively deploy appropriate, timely, and effective response measures.

b) Proactively direct the work of ensuring safety for fishing vessels operating at sea and along the coast, deploy measures to protect dykes, irrigation dams and agricultural production; coordinate with the industry and trade sector to support localities in directing the safe and effective operation of the inter-reservoir system, preventing unsafe dams and reservoirs.

c) Organize close monitoring of the situation, regularly update and proactively notify dangerous areas at sea so that ships and vehicles operating at sea know not to enter or exit dangerous areas. Direct and urge sectors and localities to deploy response work appropriate to the actual situation, promptly report and propose to the National Civil Defense Steering Committee and the Prime Minister to direct issues beyond their authority.

4. Minister of Construction:

a) Direct competent authorities to coordinate with localities to immediately review all ships and means of transport operating at sea, along the coast, and in estuaries in areas at risk of being affected by storms (including river-sea vessels), proactively guide movement to avoid entering, exiting dangerous areas or entering safe shelters.

b) Directing the review and readiness to deploy work to ensure the safety of civil works, construction activities, and traffic safety during the time affected by the storm.

c) Direct the Vietnam Maritime Search and Rescue Coordination Center to arrange vehicles in key areas where Ragasa storm is forecast to directly affect, to be ready to coordinate with relevant units and forces to quickly deploy response and search and rescue work when bad situations occur.

5. Minister of Industry and TradeDirect the review of plans and implementation of safety assurance for industrial production activities, especially offshore oil and gas exploitation, mining, underground mines, ensuring the safety of hydroelectric dams, power systems, limiting damage caused by storms and floods; ensure the supply of essential goods, avoid shortages, and take advantage of natural disasters to unreasonably increase prices.

6. Ministries: National Defense, Public SecurityDirect the implementation of work to ensure safety for military and police forces, vehicles, and equipment; direct units stationed in areas at risk of being affected by storm Ragasa to proactively review plans, arrange forces and vehicles ready to support localities in implementing evacuation and relocation of residents, responding to storms, and conducting rescue operations when requested.

7. Minister of Science and TechnologyDirect telecommunications service providers to review and proactively deploy plans to ensure the safety of telecommunications infrastructure works, ensure continuous and smooth communication between the central and local levels, between the provincial and commune levels, and overcome the loss of communication when storms and floods occur.

8. Ministers of the Ministries: Education and Training, HealthDirect the implementation of work to ensure safety for students, forces, equipment, and infrastructure under the management of the industry to limit damage, not to affect students' learning, maintain emergency activities, and promptly restore normal medical examination and treatment activities for people immediately after storms and floods.

9. Minister of Culture, Sports and Tourismdirect the implementation of work to ensure safety for tourists and tourism activities, especially at sea, on islands and coastal areas.

10. Chief of Office of the National Civil Defense Steering CommitteeCoordinate with the competent authorities of the Ministry of Agriculture and Environment to closely monitor the situation, proactively review response scenarios, and be ready to coordinate and mobilize forces and means to support localities in responding to storms and floods according to assigned functions and tasks.

11. General Director: Vietnam Television, Voice of Vietnam, Vietnam News Agency and media agenciesIncrease broadcasting time and news coverage so that people can grasp information about storm developments, instructions from the Government, Prime Minister and central and local authorities to proactively implement response measures and limit damage caused by natural disasters; instruct people on storm response skills to reduce damage.

12. Government OfficeMonitor and urge ministries and localities to seriously implement this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues./.
