Nghe An province issues directive to respond to super typhoon Ragasa.

On the evening of September 23, the Chairman of the Provincial People's Committee - Head of the Provincial Civil Defense Command issued Official Dispatch No. 35/CĐ-UBND to relevant localities and units, directing proactive measures to respond to Super Typhoon Ragasa.

According to the forecast of the Nghe An Provincial Meteorological and Hydrological Station, Typhoon Ragasa has moved into the East Sea, becoming the 9th typhoon in the East Sea in 2025. At 7:00 AM on September 23rd, the center of the super typhoon was located at approximately 19.9 degrees North latitude; 118.3 degrees East longitude, in the northeastern part of the North East Sea. The strongest winds near the center of the super typhoon reached level 17, with gusts exceeding level 17. It is moving in a west-northwest direction at a speed of about 20 km/h. The forecast for the next 24 hours is that the center of the super typhoon will be located at approximately 21.3 degrees North latitude; 114.0 degrees East longitude, in the northern part of the North East Sea, about 400 km east of the Leizhou Peninsula (China). The strongest winds near the center of the super typhoon reached levels 15-16, with gusts exceeding level 17. It moved in a west-northwest direction at a speed of approximately 20-25 km/h and gradually weakened.

From the night of September 24th, the sea area of ​​Nghe An province (including Hon Ngu island) will experience increasingly strong winds of force 6-7, gusting to force 8-9; sea waves will be 1.5-3.0m high, with rough seas. From September 25th to September 27th, Nghe An will experience moderate to heavy rain, with some areas experiencing very heavy rain and thunderstorms, with rainfall generally ranging from 70-150mm, and localized areas exceeding 250mm.

The development of the storm remains very complex; local authorities, relevant agencies, and the public need to regularly monitor and update themselves with the latest storm forecasts regarding the development of Super Typhoon Ragasa.

In implementation of Prime Minister's Directive No. 170/CD_Ttg on proactively responding to Super Typhoon Ragasa; to proactively respond to Super Typhoon Ragasa and floods, ensure the safety of people's lives, minimize damage to people's and State property, especially to ships and activities at sea and along the coast, the Chairman of the Provincial People's Committee - Head of the Provincial Civil Defense Command requests:

Directors of Departments; Heads of provincial-level agencies, organizations, and associations; Secretaries and Chairmen of People's Committees of wards and communes.We must not be negligent or complacent; we must closely monitor, update, and understand the developments of the storm; postpone unnecessary meetings; focus on leadership and guidance; review and update plans; and be ready to immediately implement measures to respond to Super Typhoon Ragasa with the most decisive and proactive spirit, anticipating the worst-case scenario to ensure the safety of people's lives, minimize damage to people's and state property, and avoid being caught off guard in any situation.

Secretaries and Chairpersons of the People's Committees of wards and communes:

Focus on directing and immediately implementing measures to ensure the safety of ships, vehicles, and activities at sea and along the coast; pay particular attention to preventing thunderstorms and lightning strikes that could cause damage before the storm directly impacts. At the same time, develop and implement plans to ensure the safety of tourists on islands and coastal areas.

At the same time, implement storm prevention and control measures as early as possible at sea, on islands, coastal areas, and inland, paying attention to proactively reinforcing and ensuring the safety of houses, trimming trees; reinforcing and protecting infrastructure, sea dikes, and minimizing damage to production, especially agricultural production in coastal areas; and supporting people in harvesting agricultural products that are about to be harvested with the motto "better to harvest while the crop is still green than to let it wither in the field" to minimize damage from storms.

Specifically, review plans, forces, and resources ready to organize and deploy support for the evacuation and relocation of people in unsafe areas before the storm directly impacts, and deploy response, rescue, and relief efforts when adverse situations occur.

Be prepared to deploy forces to guard and control people and vehicles passing through underpasses, overflows, areas with deep flooding, strong currents, landslides, or areas at risk of landslides; resolutely prohibit people and vehicles from passing through if safety cannot be guaranteed, preventing unfortunate losses of life due to carelessness or negligence; deploy forces, materials, and equipment to address incidents and ensure smooth traffic flow on main transportation routes when heavy rain occurs.

Inspect and review critical infrastructure, unfinished construction projects, and small reservoirs that are already full; organize a standing team to be ready to regulate water levels and ensure the safety of the structures and downstream areas in the event of heavy rain and flooding.

Maintain a 24/7 duty roster to monitor the natural disaster situation and organize the implementation of measures to respond to storms and storm remnants; ensure smooth and timely communication with the public.

Director of the Nghe An Provincial Meteorological and Hydrological StationThe organization closely monitors the development of storms and storm circulation, forecasts, warns, and promptly informs relevant agencies and the public about rain, floods, and natural disasters so that they can proactively implement response measures and minimize damage. It regularly updates and proactively announces dangerous areas at sea so that ships and vessels operating at sea are aware and avoid entering or leaving these dangerous areas.

Director of the Department of Agriculture and EnvironmentProactively directing efforts to ensure the safety of fishing vessels operating at sea; implementing measures to protect agricultural production, dikes, and irrigation dams, especially key irrigation projects such as Ban Mong reservoir.

Director of the Department of ConstructionDirecting a review and preparation for implementing measures to ensure the safety of civil works, construction activities, and traffic safety during the period affected by the storm.

Director of the Department of Industry and TradeDirecting efforts to ensure safety in industrial production and the safety of hydroelectric dams, especially small ones. Ensuring the supply of essential goods, preventing shortages, and avoiding unreasonable price increases due to natural disasters.

Comrades: Commander of the Provincial Military Command, Director of the Provincial Police Department, Commander of the Provincial Border Guard CommandProactively direct and prepare forces and resources to support localities in implementing evacuation and relocation of residents, responding to storms, and conducting rescue operations when required.

Provincial Border Guard CommandThe presiding body shall coordinate with relevant units to review and count all local vessels and means of transport operating at sea and along the coast; coordinate with relevant agencies to inform ship owners and captains of vessels and means of transport still operating at sea about the development and predicted direction of the storm; guide them to move out of and avoid entering areas at risk of being affected by the storm; call upon and guide vessels and means of transport to safe shelters; and at the same time guide and support the implementation of necessary measures to ensure the safety of vessels at anchorage.

Based on the development and forecast of the storm, promptly propose to the Provincial Civil Defense Command to advise the Chairman of the Provincial People's Committee to issue a ban on sea travel.

Provincial PoliceThe agency shall preside over and coordinate with relevant forces to ensure security and order; promptly detect and prevent acts of exploiting natural disasters to cause unrest and violate the law. It shall proactively advise the Provincial People's Committee on decisions to control and restrict traffic during periods of strong winds and heavy rain caused by storms to minimize incidents and ensure the safety of people's lives.

Chairpersons and Directors of Irrigation and Hydropower CompaniesOperating and regulating hydroelectric and irrigation dams scientifically, efficiently, and in accordance with practical conditions, ensuring the absolute safety of the structures, contributing to flood control and reduction in downstream areas, and preventing any unexpected or reactive situations.

Director of the Department of Science and TechnologyCoordinate and direct telecommunications service providers to proactively implement measures to ensure communication in areas predicted to be at high risk of being cut off or isolated due to the impact of storms and floods; ensure the maintenance of smooth connectivity between the central and local levels, and between provincial and commune/village levels; and promptly address communication disruptions when storms and floods occur.

Directors of the Departments of Education and Training, and HealthDirecting the implementation of safety measures for students, personnel, equipment, and infrastructure under the sector's management to minimize damage, prevent disruption to students' learning, maintain emergency services, and promptly restore normal medical examination and treatment activities for the people immediately after storms and floods.

Director of the Department of Culture, Sports and TourismDirecting the implementation of measures to ensure the safety of tourists and tourism activities, especially at sea, on islands, and in coastal areas.

Newspapers, radio and television in Nghe An, and other mass media agencies.Timely dissemination of information on the natural disaster situation and the response efforts of relevant agencies; strengthening the dissemination and guidance on measures and skills for responding to storms, heavy rains, floods, landslides, and flash floods for the people.

Directors of departments, heads of agenciesIn accordance with the assigned state management functions, proactively direct and coordinate with relevant localities and units to promptly implement response and recovery efforts when natural disasters occur.

Provincial Civil Defense CommandThe on-duty team closely monitors the disaster situation, proactively directs, inspects, and urges localities to implement disaster prevention, mitigation, and recovery efforts to minimize damage; promptly compiles damage reports, and proposes solutions to the Provincial People's Committee for issues beyond its authority.
