According to the forecast of Nghe An Province Hydrometeorological Station, Ragasa storm has moved into the East Sea, becoming the 9th storm in the East Sea in 2025. At 7:00 a.m. on September 23, the center of the super storm was at about 19.9 degrees North latitude; 118.3 degrees East longitude, in the northeastern sea area of ​​the North East Sea. The strongest wind near the center of the super storm is level 17, gusting above level 17. Moving in the West Northwest direction at a speed of about 20km/h. It is forecasted that in the next 24 hours, the center of the super storm will be at about 21.3 degrees North latitude; 114.0 degrees East longitude, in the northern sea area of ​​the North East Sea, about 400km east of Leizhou Peninsula (China). The strongest wind near the center of the super storm is level 15-16, gusting over level 17. Moving in the West Northwest direction at a speed of about 20-25km/h and gradually weakening.

From the night of September 24, the sea area of ​​Nghe An province (including Hon Ngu island) will gradually increase in strength to level 6-7, gusting to level 8-9; waves 1.5-3.0m high, rough seas. From September 25 to September 27, in Nghe An, there will be moderate to heavy rain, some places will have very heavy rain and thunderstorms with common rainfall of 70-150mm, locally over 250mm.

Focus on directing and immediately implementing measures to ensure the safety of ships, vehicles and activities at sea and along the coast; pay special attention to preventing storms and lightning that can cause damage before the storm directly affects. At the same time, develop and implement plans to ensure the safety of tourists on islands and coastal areas.

At the same time, implement measures to prevent and combat storms at sea, on islands, in coastal areas and on land as soon as possible, paying attention to proactively reinforcing and ensuring safety for houses, pruning trees; reinforcing and protecting infrastructure works, sea dykes, limiting damage to production, especially agricultural production in coastal areas; supporting people in harvesting agricultural products that are about to be harvested with the motto "green house is better than old field" to limit damage caused by storms.

In particular, review plans, forces, and means to be ready to organize and deploy evacuation support and relocation of people in unsafe areas before the storm directly affects them, and deploy response, rescue, and relief work when bad situations occur.

Be ready to deploy forces to guard and control people and vehicles passing through culverts, spillways, deeply flooded areas, areas with strong currents, landslides or areas at risk of landslides, resolutely not allowing people and vehicles to pass if safety is not ensured, not allowing unfortunate human losses due to carelessness or subjectivity; deploy forces, materials and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.

Check and review key works, unfinished works, small reservoirs that are full of water; organize regular staff, ready to regulate and ensure safety of works and downstream areas when floods occur.

Organize 24/7 on-duty staff to monitor natural disaster situations and organize and deploy storm and storm circulation response measures; ensure smooth and timely information to the people.

Provincial Border Guard CommandPreside over and coordinate with relevant units to organize the review and counting of all local vessels and vehicles operating at sea and along the coast; coordinate with relevant agencies to use all means to inform ship owners and captains of vessels and vehicles still operating at sea about the developments and forecast of the storm's direction of movement; guide them to move away from and not enter areas at risk of being affected by the storm; call on and guide vessels and vehicles to safe shelters; and at the same time guide and support the implementation of necessary measures to ensure the safety of vessels at anchorages.

Based on storm developments and forecasts, promptly propose the Provincial Civil Defense Command to advise the Provincial People's Committee Chairman to issue a sea ban order.

Provincial Policepreside over and coordinate with relevant forces to ensure security and order; promptly detect and prevent acts of taking advantage of natural disasters to cause disturbances and violate the law. Proactively advise the Provincial People's Committee to decide to control and restrict traffic during storms causing strong winds and heavy rain to limit incidents and ensure people's safety.
